WILL the Minister for Home be pleased to state: (a) the total number of vehicles lying abandoned at various Police Stations in the State as on date; (b) the Police Station-wise details such as types of vehicles, four wheelers, two wheelers, trucks,etc., date since abandoned with reasons therefor; and (c) the steps the Government intends to take to dispose off these vehicles in a time bound manner? WILL the Minister for Home be pleased to state: (a) the total number of Home Guards presently working with Police Department with details such as name, address, date of appointment, age and place of posting from 01/01/2017 till date; (b) the details of salary/wages paid to them on monthly/daily basis; (c) whether they have made any request to the Police Department regarding their service conditions; if so, the details thereof; (d) the date their wages were last revised and their timing of duty; and (e) whether the Government pays them travelling allowance, as many of them travel long distances? WILL the Minister for Home be pleased to state: (a) whether the Government has introduced any schemes to recruit children of Freedom Fighters in the Government service; if so, the details thereof; (b) the number of persons from this category that are registered in the Home Department as on date with details such as name, age, address, and qualification; 5 (c) whether the said scheme is still in force or lapsed with details thereof; (d) the number of persons appointed in Children of Freedom Fighters category by the Government after registering in the Home Department with details such as name, address and age; and if not, the reasons therefor; (e) whether there is any candidate that has rejected the job under this category with details thereof; (f) the date the last recruitment was made under this scheme; (g) whether the Government has given any assurance to increase the quota of reservation on newly created posts with details thereof; (h) whether the Government is aware of the fact that many candidates have exceeded the age limit due to the non filling of the post for a long period; and (i) the time frame by which all the above candidates in Children of Freedom Fighters category will get jobs/services in the Government? SPs that have been promoted to the post of SP from 1/1/2014 till date with details such as name, address, date of recruitment, date of promotion, posting on promotion; (b) the number of vacant posts of SPs as on date; and (c) furnish a copy of the seniority list of Dy.SP as finalized by the Government as on date? WILL the Minister for Public Works be pleased to state: (a) the number of Assistant Engineers that have been promoted to Executive Engineers from 01/01/2016 till date; (b) the details such as name, date of promotion, his/her qualification, date of recruitment in department, place of posting as Executive Engineer; (c) whether the seniority has been maintained while giving promotions; and 6 (d) if not, the reasons for not maintaining the seniority with the names of the engineers that have not been promoted/have been affected due to this?     Aureliano FERNANDES, Lusotopie 2003 : 331-349 Goa´s Democratic Becoming and the Absence of Mass Political Violence olitical change, it is presumed, especially in transitional or emerging nations of Asia and Africa, is likely to be prefaced by massive political Pviolence. This phenomena, it is believed, not only threatens viability of these nation states, and their capacity to function effectively, but also forces the discipline of comparative politics to evolve new conceptualization in order to understand this crisis (Sloan 1971 : 12). This emasculation occurs as a result of transition « from empire to nation », a price for « liberation » from coloniality. Violence, therefore, becomes one more rationalization for American and Eurocentric formulations of the failure of emerging Asian- Indian nation-states as integrating forces. Clearly, therefore, the post colonial challenge subsists in the entrenchment of new state formations in a colonial past and their potential to redefine society to create a space for the varied culture world of its people, asserting diverse identities. In the case of Goa, a lusotopic space, its historical fashioning, its multicultural ethos, despite its ethnological diversity, and more importantly its democratic political institutions, more specifically its bi-party system have managed political change without the aberration of large scale mass political violence, vindicating the cause of democracy and the fact that orderly change is possible in transitional societies. Ironically the phenomenology of the « new imperialism » of the 21st Century, betrayed by deleterious violence against nations and peoples, seems to suggest that democratic political institutions have met their annihilation in the « land of their birth ». Violence in politics The role of violence as a medium of political discourse has increased strikingly in South Asia, Far East, Africa and South America in the post colonial era.

The main function will be held at SAG Ground, near swimming pool, Campal, Panaji at 9.15 am where Chief Minister Dr. Pramod Sawant will unfurl the national flag, take the salute, inspect the parade and will address to the people of the state. On the occasion Dr Sawant will present awards to those who have contributed in different fields. On his arrival at the venue of the function, the Chief Minister will be received by Minister for Revenue Smt. Jennifer Monserrate, Chief Secretary Shri Parimal Rai and Director General of Police. The flag hoisting ceremony will also be attended by Speaker of Goa Legislative Assembly Shri Rajesh Patnekar Cabinet Ministers, Leader of Opposition Shri Digambar Kamat, Judges of the High Court, Ld. Advocate General, MPs, MLA’s, President and Secretaries of Political Parties, Secretaries to Government, other Senior Officers and Heads of Departments, Freedom Fighters among others. Presentation of Cultural programme, National Integration songs, Mass PT Drill and singing of National Anthem will be the highlight of the celebration. Raj Bhavan, Donapaula, Old Secretariat, Panaji, New Secretariat building and Legslative Assembly Complex Porvorim and Directorate of Accounts Building Panaji will be illuminated on the nights of December 18 and 19, 2019.
