Rebooting Computing (RC) is IEEE’s response to “Moore’s Law is Ending.” Information Technology (IT) sector growth is slowing, but can be restored by creating new types of computers and architecture that will continue to scale. These new systems will continue to obey the laws of physics; however, they will be optimized to providing new computing solutions. We anticipate these new systems will be Operating System (OS) optimized since in the RC paradigm the OS and the computer are developed together. IEEE members have skills covering the needed range from physics to software, and IEEE’s non- profit status positions it to help lead and interact with the R&D worldwide community. This proposal is asking the IEEE to migrate the present Rebooting Computing FDC Initiative to NIC and have it become IEEE wide. There are four major activities RC is asking IEEE to partner in. In summary form these four activities are: 1. An IEEE future computing technology solutions organization function called the IEEE International Roadmap for Devices and Systems (IRDS), which is the reorganization and expansion by Technical Activities and the Standards Association of what was the International Technology Roadmap for Semiconductors (ITRS). This is rebranded under the IEEE as the IRDS. Many opportunities will exist for products and services across many of the IEEE operational units (EAB, MGA, SA, TA). IEEE will manage the IRDS IEEE New Initiative Full Proposal: 2016 Form Page 1 IEEE New Initiative Full Proposal and Project Plan through its Industry Connections program. 2. A new Industry Summit to expose industrial partners to the vision of Rebooting Computing and engage them to build and follow the IRDS roadmap. This activity will invigorate industry and provide a forum for RC and feed requirements, problems, and output into the IRDS. The summit coordinates RC with the IEEE Industry Ad-hoc and builds a program around the Ad-hoc’s recommendation. 3. A Lower Power Image Recognition Challenge (LPIRC), which is the initial metric for measuring success of new types of special-purpose computers. The vision is to couple these challenges with the various end-to-end computing solutions RC has as its fundamental mission. 4. Growth and sustenance of a Rebooting Computing International Community through the International Conference on Rebooting Computing (ICRC), independent within IEEE, serving as Rebooting Computing’s principal forum for interdisciplinary technical exchange. This series is a gathering of the worlds computing experts, through the RC Initiative. It serves as a headlight event identifying new and future issues concerns and implementations of future computing solutions. It provides RC intelligence for continuous reshaping of RC. The inaugural 2016 ICRC recently completed and had a very large attendance of over 150 participants. Many new concepts of RC were introduced, one of them from “Bits to Atoms” as referenced in these two short clips from MIT Professor Neil Gershenfeld (Clip 1 and Clip 2). 2. How will IEEE be better off as a result of this initiative?

There is widespread recognition that technological innovations are needed to maintain future progress in computing, as indicated by the recently announced National Strategic Computing Initiative (NSCI). The IEEE has a unique opportunity to be the center of unbiased focus and the center of RC thought leadership. The IEEE working internally together in the RCI has the breadth of expertise to address potential solutions across the entire technology chain; for example, from present CMOS to beyond CMOS, from mobile microsystems to , from the OS perspective across the systems, from cybersecurity to . All of this and more is what RC brings to the table. This is an international endeavor. Expansion of the effort internationally (through MGA within the IEEE) are initiative goals aligning with IEEE’s strategic presence and significantly increasing the prospects for technical success. We hope to have synergy with MGA regional meetings in developing and promoting standards and best practices in this area. 3. Describe the deliverables to IEEE from this new initiative, if the project is funded. Please be specific. We are promoting IEEE into a novel role of orchestrating worldwide solutions. IEEE leadership in RC will enhance IEEE publications, conferences, and educational materials through the following:  IEEE IRDS roadmap(s) releases. This will drive multiple new IEEE standards, new IEEE events, education, white papers, tradeshows, and industry participation.  The Industry Summit will create new industry engagement opportunities; e.g. coupling the IRDS roadmap through readouts, standardization, mash-ups and deep dives with summit participants.  The Low-Power Image Recognition Challenge is a new competition addressing accuracy and energy efficiency for “rebooted computers.” Initially student oriented, it could expand to “X-Prize-like” over time, and develop solutions of differing computing paradigms such as mobile and high performance supercomputers.  International RC community of #building upon successes such as ICRC 2016, the four completed RC summits, as well as the continued engagement of these activities.

What are the metrics you will use to measure success? The following are the metrics to address the areas that will be developed in this RC Initiative: We group them as Business Practice, Engagement, Technology and Community.

Business Metrics are intended to measure the health of the initiative as it progresses in time.

Engagement Metrics cover how well we are doing with respect to what we stand up in the industry summits, the Low Power image recognition events, the pinnacle ICRC event series, the IRDS and its associated activities. These metrics are there to indicate how we are growing in terms of attracting followers who wish to engage with us.

The Technology Metrics are to measure how well we are penetrating this new rebooting paradigm from the research and practitioner perspective. We want to insure we are relevant in what we are implementing

The Community Metrics are an internal analysis of whom within the IEEE are continued participants, and will be considered as potential owners of the initiative as it transitions out of NIC funding. These metrics are there to ensure a successful transition at the conclusion of the initiative.

Business Process Metrics: 1) Revenue: FDC will track the RCI revenue and report back through the forecasts both within FDC and NIC. The target is the revenue shown in this full proposal. The year 1 target is $85K. Resp: IEEE Future Directions (FD) Staff will track all revenue. Revenue is reported through the FDC on a monthly base. 2) The model to reseed RCI revenue will be shared and made available to other FD NIC initiatives. The deliverable is to complete this during the FDC monthly meetings in 2017. Resp: E. Track to present this at a future FDC committee meeting. The FDC meeting minutes will serve as documentation. The target is to complete this task at the Feb FDC committee meeting, once RCI is NIC funded and the projects are underway.

Engagement Metrics: 3) RCI will conduct campaigns to continuously attract IEEE OU continued and increased participation at both the corporate (OU) level and the individual (IEEE member and non member) level. OU participation will be shown in the reports back to the NIC, and member engagement will be shown in participation metrics. FDC identifies OU involvement on its home page. The deliverable is to maintain this page for RCI and to report results to the NIC. Community member overall growth for RCI is 10% per year. Campaigns are conducted by the Initiative Chairs (E. Track, T. Conte, D. Milojicic, E. Debenedictis, B. Kraemer, and IEEE staff). The target is to start monthly campaigns in Jan 2017. 4) RCI external industry events and competition activities will prepare attendee surveys to probe the core initiative activities and then measure how well the attendees rate IEEE's penetration in the core initiative activities. The deliverable is the creation of a measurable survey, and the RCI follow on actions based on the results to improve its vision through a dynamic project plan. Resp: D. Milojicic and IEEE staff, both FD and Corporate. Survey results will be shared in the NIC reports commensurate with event completions, said events presently to be scheduled pending NIC funding.

IEEE New Initiative Full Proposal: 2016 Form Page 3 IEEE New Initiative Full Proposal and Project Plan Technology Metrics: 5) RCI through its partnership with the SA and the CS has targeted 12/2017 to deliver the first IEEE end to end computing roadmap, the IEEE International Roadmap for Devices and systems (IRDS). The metrics RCI will report on are the progress of the roadmap and its planned delivery date. Resp:T. Conte, E. Debenedictis, and IEEE FD staff. The target IEEE IRDS Roadmap is 12/2017. 6) A second IRDS metric RCI will report on is to build an interactive Roadmap Home in IEEE Xplore working with EAB and IEEE PUBS. This is a place where the actual IEEE IRDS Roadmap will be stored and made available to both IEEE members and non-members. Resp: T. Conte, IEEE FD and Pubs staff. Target for a plan with Xplore is 6/2017. Following this a detailed implementation plan will be developed. 7) RCI will conduct sessions/workshops at its external events to both showcase the latest computing solutions, coupling these to the gaps, brick walls and solution space within the IRDS. The metric is aligning the IRDS roadmap to real world issues, measurement coming from the heavy lifting in performing exploratory research and delivering solutions. Resp: T. Conte, Yung-Hsiang Lu 8) RCI will work with the Standards organization to determine what new areas in computing IEEE should develop standards for. Inputs are derived from the IRDS, The Industry Summit and the annual computing event, the IEEE-ICRC. Metrics are: Reports from the RCI standards track identifying and follow-on actions to create new IEEE standards. Resp: B. Kraemer, FD and SA staff.

Community Metrics: 9) RCI from its onset has been looking for an IEEE home once incubatory funding ends. The Metric from RCI is to continue this work internally with its OU members and develop a sustainable plan and publish its draft reports. The deliverable throughout the course of the initiative is the development and implementation of a sustainable RC initiative transition back into the IEEE infrastructure. RCI will track progress in its reports back to the NIC. Resp: E. Track, T. Conte, B. Kraemer, FD staff

5. In Item 4 you just identified metrics to measure the success of this initiative. How will you get the data to measure performance? For online social media, publications, newsletters, and tutorials, users and downloads will be automatically tracked. For workshops, conferences, and competitions, participants in industry, academia, and government will be counted. For the Roadmap, standards, and key publications, we will track citations using IEEE Xplore, or if housed on the RC web portal the downloads and time spent on the portal.

Advantages — describe the advantages of this initiative over IEEE’s current programs and practices.

While the IEEE Computer Society already has a strong focus on the future of computing (as illustrated, for example, by the CS 2022 Report), we feel that an effort that transcends traditional society boundaries will be necessary to truly reinvent computing from the bottom up.

Benefits — describe the specific benefits that IEEE will derive from this initiative.

RC defines success as becoming the brand name recognized worldwide for defining the future of computing; sitting alongside giants such as Apple, , IBM, and HP. For example, as a glimpse into the future we see an IEEE Standard as the new text for the next generation of computer systems; replacing the old von Neumann architecture. This could represent a large return on IEEE’s initiative investment. b. Do the advantages and benefits apply to all IEEE members, the sponsoring OU of the initiative, some Societies or Councils, Sections and Chapters, a specific technical discipline, the profession, or all humanity?

Sponsoring OUs will see many benefits including but not limited to the following examples:  SA-New Standards resulting from a published IRDS roadmap. Standards vetted with MGA at various regional meetings.  EAB-New education opportunities in computing model from IRDS roadmap  TA, MGA will deliver deep dives, white papers in their respective field of interest. Collaboration, coordination, continuous improvement with SA and EAB will take place.  All sponsoring OUs will work together and have an increased engagement from Industry partners through participation in Industry Summits c. In developing this New Initiative proposal, you very likely considered alternatives for the project. What alternatives did you consider and why did you reject them?

Initially, the Rebooting Computing Committee considered pursuing this project as an exclusive IEEE endeavor. RC then realized that there are mutual benefits in collaborating with others having similar goals and complementary strengths. Following this model, a Memorandum of Understanding was signed with the International Technology Roadmap for Semiconductors (ITRS). This has led to the reinvention and expansion of ITRS as the IRDS. IRDS has expanded ITRS to include more than just technology elements. It has presently added application benchmarking which will couple technology to measurable computing solutions. IRDS is now under the auspices of the Industrial Connections program of the IEEE Standards Organization.

RC will continue to pursue other strategic collaborations.

7. Provide a description of the resources needed to accomplish the initiative and discuss the following issues that may impact this initiative. a. List any technologies associated with this project and your level of confidence in using the technologies. Will research be required to develop any of the technologies? The primary technologies associated with this project are the Web and simulation tools, and we are confident in our ability to apply these successfully. c. Describe the risks and uncertainties related to this project. Other players internationally are engaged in their own efforts (private and public) to develop the future of computing. These include major corporations, governments, academic researchers, and other R&D consortia. It is certainly possible that one or more of these will come up with a new approach to computing that becomes practical more quickly than the approaches being proposed by RCI. We expect in the publishing space El-Sevier will be a competitor.

IEEE New Initiative Full Proposal: 2016 Form Page 6 IEEE New Initiative Full Proposal and Project Plan  SRC (The Semiconductor Research Corporation) is a potential risk in making IEEE/IRDS irrelevant by leveraging their close relationship with US Government agencies and discouraging IRDS participation or recognition. This could be due to SRC possibly (and incorrectly) viewing RCI as a threat to their business model.  Inability of the IRDS to deliver its first IEEE-IRDS roadmap in 2017  LPIRC remains at a low level competition and does not grow in its external visibility and expand to the vision of computing solution competitions.  Little to no compelling industry partners for Industry summit support d. Identify the knockouts: anything that may prevent this initiative from being successful.

Limited “mindshare” across the initiative can prove to hinder success e. Identify any other positive or negative considerations that could prevent this project from attaining the outcomes and deliverables specified. Positively the IEEE has the mindshare to move RC into a large sustainable and recognized program at the completion of an IEEE wide new initiative program.

Negatively if the IEEE does not feel RC warrants NIC funding RC will be a small player within the IEEE and will not achieve the goals outlined in this proposal. f. Identify any scheduled projects or other work that will be delayed or cancelled if this project is approved.

There are none anticipated. RC is positioned well within the Future Directions Committee to move to an IEEE wide initiative. Staff and volunteer leader support required to deliver on the RC objectives will not affecting other projects. g. If this project includes development of a product or service that will be sold to members or external customers or provided as a member service, please describe the business and marketing plan(s) and attach the plan(s) to this proposal.

The IRDS Roadmap, Standards, RC Conference Series and Industry Summit, and RC Community will all be promoted online on the Website and social media, via press releases, videos, and sponsored articles in IEEE and external media. RCI will serve as the coordination of the individual plans for each major items outlined below:  IRDS o Initiate Brand awareness (website, logo, IEEE as the home for end to end computing) o The Roadmap will be scrutinized for the launch of new standard vision projects that will lead to new IEEE standards. For example, the working group IEEE has added to the IRDS roadmap (Applications Benchmarking) has great potential for standardization to control the measurement metrics. o Complete IRDS first roadmap for 2017 o Publish IRDS whitepapers in addition to the roadmap. These whitepapers will be monetized.  Industry Summit o Within the Industry Connections managed IRDS program the IRDS Roadmap will be used by industry participants and SA to expedite identification and launch of new high value standards vision projects that will lead to new IEEE standards. One candidate that has already been identified is Applications Benchmarking, i.e. applications that can be used as a standardized basis for

The Industry Summit will be designed to break even and then grow to a net positive stream. Rock Stars events and workshops corresponding to RC will be initiated to be net income generating from the beginning, managed by the IEEE MCE. The IRDS has the potential to generate significant revenue for the IEEE as it will be the place that experts and practitioners turn to for the computing roadmap. IEEE RC will conduct a member survey to help define the rollout of events, educational materials, white papers, and competitions surrounding the roadmap details. The ICRC conference, a companion to RC, will be run to be net positive, following the success of the 2016 ICRC.

Non-Financial Returns include the potential for increased participation of RCI in government related programs, external RC conferences, and contributions to publications from RC authors. RC can provide IEEE increased media visibility through IRDS and Industry efforts.

10. Sustainability of the Initiative

Sustainability of the initiative, estimated life cycle estimates, and impact on IEEE budget: Identify the ongoing revenue and expenses for sustaining this project as part of IEEE operations after the NIC funding ends.

As anticipated from the onset, products and services proposed by RCI (e.g., IEEE/IRDS, ICRC Conference, Industry Summit, Rock Stars event) will be developed with self-sustainability in mind. In year 1 (2017) planning and effort in determining a managing OU post-initiative funding will begin. While the Computer Society is currently the primary option, this approach may require, initially, support from Societies and Councils as financial or technical co-sponsors, and may also rely on corporate patronage. This is achievable as the RCI brand is already introduced and recognized. Going forward, the conferences and publications will not only be self- sustaining, but generate net positive financial results which will carry forward to the OU that subsumes RCI at the end of the 3-year launch.

Similar to other graduated initiatives (Smart Grid, Life Sciences, Cloud Computing and Transportation Electrification), in Year 2, RCI will evaluate the transition models and select one that fits the best in its path to sustainability.

Revenue Sources We will develop a strategy to recover some expenses of online roadmaps and standards. For example, if IEEE Xplore is used, we could make the general roadmap freely accessible, but charge for detailed back studies and databases. Such charges may initially be nominal, but could be increased later as the market develops. Conference Series We will continue the IEEE International Rebooting Computing conference, initiate a new Industry Summit, and continue with the LPIRC Competition. As part of the effort to encourage broad participation, the costs of these conferences will initially be subsidized. Travel Travel for the RCI Volunteer Committee and Staff to conferences and workshops will be covered as requested. Promotion Promotion may require press releases, promotional videos, and media events. Community Building This will include the further development of websites, blogs, and other online content. Roadmap The IRDS will be responsible to prepare the details of the roadmap. While some of this can be done via teleconferencing, multiple face-to-face meetings each year will be essential. Standards

This will require a range of site visits with major industrial, governmental, and academic leaders in the computing field.

Champions’ Endorsement for the Initiative

The leadership of Tom Conte, Elie Track, Dejan Milojicic, Bruce Kraemer, and Erik DeBenedictis, three of whom are IEEE Fellows, provides a complement of coverage from industry and academia.

Elie Track: Rebooting Computing was founded on an established need to create new paradigms in the space of computing. As a working group within the Future Directions Committee (FDC), Rebooting Computing benefited from the team effort and diversity of opinions brought through the members of the group who spanned ten different IEEE OUs. As the working group organized Summits, generated reports, and defined future activities, the strength of the concept increased and gained steadily increasing acknowledgment and acceptance, with the crowning achievement of the founding of IRDS within the IEEE Standards Association. I strongly believe that, as an IEEE NIC initiative, Rebooting Computing will thrive and create new paradigms for the next computing generations. I strongly endorse the effort.

Tom Conte: As past President of the Computer Society I can state unequivocally that Rebooting Computing is the right initiative at the right time by the right Institution. There is no question about the need for new thinking in the computing space. IEEE’s Rebooting Computing will catalyze ideas, approaches, and cross-fertilization that would not be feasible without its involvement. The publication of a joint IEEE-IRDS Roadmap of Computing started the process to create the standard reference for the computing industry. IRDS will complete this process, replacing the current roadmap of semiconductors by feature size. The initiative has my full endorsement, both as an IEEE member, a Computer Society member, Computer Society president, and a lifelong researcher in computing.

Dejan Milojicic: As the chair of the IEEE Ad Hoc Committee on Industry Engagement, I see RCI’s activities, especially IRDS, ICRC, LPIRC, and Industry Summit, as the most promising and most strategically important industry-related engagements that IEEE has no choice but to undertake. RCI is among the few activities that brings together industry, government, and academia. It is unique in its strategic perspective. IRDS has potential to create the next 60 years roadmaps for computing, elevating IEEE above all other professional organizations. The Industry Summit can become a driving vehicle for financing RCI and its activities by bringing active participants across industry. RCI can become a source for all IEEE activities, starting with standards, across publications, events, and new membership models. I most strongly endorse this proposal.

Erik DeBenedictis: The information revolution is one of the most important developments of the last century and it should continue, but it needs help from IEEE. Continued growth will require a coordinated effort of researchers, manufacturers, and governments across a broad range of disciplines. IEEE is exactly the right type of organization to do this coordination, with members covering the needed scope of technical disciplines and IEEE’s non-profit status enabling it to engage with industry and government without the profit motive that impairs impartiality. RC has been effective to date in several key respects: The four summits and the ICRC conference have established the RC name across the necessary range of disciplines while retaining focus. The “merger” with the historical semiconductor roadmap has been fortuitous because it brings with it an established volunteer base of roadmappers and a base of people expecting to use the roadmap for business decisions. The connection to U. S. government leadership was an unusual goal of RCI, yet one that has been successful and will bear fruit. Bruce Kraemer: As current president of the Standards Association I foresee RCI and IRDS as new methods for engaging with industry and raising interest in IEEE as a resource for working professionals. ITRS roadmaps have been widely used as a gauge for technology investments and IRDS, with a broadened scope, would be used by an even larger portion of the industry. I do not forecast a flurry of new standards proposals but from my engagements with industry in standards activities I see that IEEE can provide valuable insights and guidance that would increase the IEEE mindshare.
