Provide an executive summary of the initiative and scope of the project. Rebooting Computing (RC) is IEEE’s response to “Moore’s Law is Ending.” Information Technology (IT) sector growth is slowing, but can be restored by creating new types of computers and architecture that will continue to scale. These new systems will continue to obey the laws of physics; however, they will be optimized to providing new computing solutions. We anticipate these new systems will be Operating System (OS) optimized since in the RC paradigm the OS and the computer are developed together. IEEE members have skills covering the needed range from physics to software, and IEEE’s non- profit status positions it to help lead and interact with the R&D worldwide community. This proposal is asking the IEEE to migrate the present Rebooting Computing FDC Initiative to NIC and have it become IEEE wide. There are four major activities RC is asking IEEE to partner in. In summary form these four activities are: 1. An IEEE future computing technology solutions organization function called the IEEE International Roadmap for Devices and Systems (IRDS), which is the reorganization and expansion by Technical Activities and the Standards Association of what was the International Technology Roadmap for Semiconductors (ITRS). This is rebranded under the IEEE as the IRDS. Many opportunities will exist for products and services across many of the IEEE operational units (EAB, MGA, SA, TA). A new Industry Summit to expose industrial partners to the vision of Rebooting Computing and engage them to build and follow the IRDS roadmap. This activity will invigorate industry and provide a forum for RC and feed requirements, problems, and output into the IRDS. The summit coordinates RC with the IEEE Industry Ad-hoc and builds a program around the Ad-hoc’s recommendation. 3. A Lower Power Image Recognition Challenge (LPIRC), which is the initial metric for measuring success of new types of special-purpose computers. The vision is to couple these challenges with the various end-to-end computing solutions RC has as its fundamental mission. 4. Growth and sustenance of a Rebooting Computing International Community through the International Conference on Rebooting Computing (ICRC), independent within IEEE, serving as Rebooting Computing’s principal forum for interdisciplinary technical exchange. This series is a gathering of the worlds computing experts, through the RC Initiative. It serves as a headlight event identifying new and future issues concerns and implementations of future computing solutions. It provides RC intelligence for continuous reshaping of RC. The inaugural 2016 ICRC recently completed and had a very large attendance of over 150 participants. Many new concepts of RC were introduced, one of them from “Bits to Atoms” as referenced in these two short clips from MIT Professor Neil Gershenfeld (Clip 1 and Clip 2). 2. How will IEEE be better off as a result of this initiative? There is widespread recognition that technological innovations are needed to maintain future progress in computing, as indicated by the recently announced National Strategic Computing Initiative (NSCI). The IEEE has a unique opportunity to be the center of unbiased focus and the center of RC thought leadership. The IEEE working internally together in the RCI has the breadth of expertise to address potential solutions across the entire technology chain; for example, from present CMOS to beyond CMOS, from mobile microsystems to supercomputers, from the OS perspective across the systems, from cybersecurity to Big Data. All of this and more is what RC brings to the table. This is an international endeavor. Expansion of the effort internationally (through MGA within the IEEE) are initiative goals aligning with IEEE’s strategic presence and significantly increasing the prospects for technical success. We hope to have synergy with MGA regional meetings in developing and promoting standards and best practices in this area. 3. Describe the deliverables to IEEE from this new initiative, if the project is funded. Please be specific. We are promoting IEEE into a novel role of orchestrating worldwide solutions. IEEE leadership in RC will enhance IEEE publications, conferences, and educational materials through the following: IEEE IRDS roadmap(s) releases. This will drive multiple new IEEE standards, new IEEE events, education, white papers, tradeshows, and industry participation. The Industry Summit will create new industry engagement opportunities; e.g. coupling the IRDS roadmap through readouts, standardization, mash-ups and deep dives with summit participants. The Low-Power Image Recognition Challenge is a new competition addressing accuracy and energy efficiency for “rebooted computers.” Initially student oriented, it could expand to “X-Prize-like” over time, and develop solutions of differing computing paradigms such as mobile and high performance supercomputers. International RC community of #building upon successes such as ICRC 2016, the four completed RC summits, as well as the continued engagement of these activities. IEEE New Initiative Full Proposal: 2016 Form Page 2 IEEE New Initiative Full Proposal and Project Plan 4. What outcomes and potential impacts on IEEE do you expect from this initiative? What are the metrics you will use to measure success? The following are the metrics to address the areas that will be developed in this RC Initiative: We group them as Business Practice, Engagement, Technology and Community. Business Metrics are intended to measure the health of the initiative as it progresses in time. Engagement Metrics cover how well we are doing with respect to what we stand up in the industry summits, the Low Power image recognition events, the pinnacle ICRC event series, the IRDS and its associated activities. These metrics are there to indicate how we are growing in terms of attracting followers who wish to engage with us. The Technology Metrics are to measure how well we are penetrating this new rebooting paradigm from the research and practitioner perspective. We want to insure we are relevant in what we are implementing The Community Metrics are an internal analysis of whom within the IEEE are continued participants, and will be considered as potential owners of the initiative as it transitions out of NIC funding. These metrics are there to ensure a successful transition at the conclusion of the initiative. Business Process Metrics: 1) Revenue: FDC will track the RCI revenue and report back through the forecasts both within FDC and NIC. The target is the revenue shown in this full proposal. The year 1 target is $85K. Resp: IEEE Future Directions (FD) Staff will track all revenue. Revenue is reported through the FDC on a monthly base. 2) The model to reseed RCI revenue will be shared and made available to other FD NIC initiatives. The deliverable is to complete this during the FDC monthly meetings in 2017. Resp: E. Track to present this at a future FDC committee meeting. The FDC meeting minutes will serve as documentation. The target is to complete this task at the Feb FDC committee meeting, once RCI is NIC funded and the projects are underway. Engagement Metrics: 3) RCI will conduct campaigns to continuously attract IEEE OU continued and increased participation at both the corporate (OU) level and the individual (IEEE member and non member) level. OU participation will be shown in the reports back to the NIC, and member engagement will be shown in participation metrics. FDC identifies OU involvement on its home page. The deliverable is to maintain this page for RCI and to report results to the NIC. Community member overall growth for RCI is 10% per year. Campaigns are conducted by the Initiative Chairs (E. Track, T. Conte, D. Milojicic, E. Debenedictis, B. Kraemer, and IEEE staff). The target is to start monthly campaigns in Jan 2017. 4) RCI external industry events and competition activities will prepare attendee surveys to probe the core initiative activities and then measure how well the attendees rate IEEE's penetration in the core initiative activities. The deliverable is the creation of a measurable survey, and the RCI follow on actions based on the results to improve its vision through a dynamic project plan. Resp: D. Milojicic and IEEE staff, both FD and Corporate. Survey results will be shared in the NIC reports commensurate with event completions, said events presently to be scheduled pending NIC funding.
