Anti-social Behaviour

What is anti-social behaviour?

The term antisocial behaviour covers a wide range of selfish and unacceptable activity that can blight the quality of community life. Terms such as ‘nuisance', ‘disorder' and ‘harassment' are also used to describe some of this behaviour.

Examples include:

 Nuisance neighbours  Yobbish behaviour and intimidating groups taking over public spaces  Vandalism, graffiti and fly-posting  People dealing and buying drugs on the street  People dumping rubbish and abandoned cars  Begging  Antisocial drinking

 The misuse of fireworks  Reckless driving of mini-motorbikes

A legal definition of antisocial behaviour is found in the Crime and Disorder Act 1998. The Act describes antisocial behaviour as 'acting in an anti-social manner as a manner that caused or was likely to cause harassment, alarm or distress to one or more persons not of the same household as the perpetrator'.

Why is it important?

Antisocial behaviour ruins lives. It doesn't just make life unpleasant; it prevents the renewal of disadvantaged areas and creates an environment where more serious crime can take hold.

Our performance

As part of our commitment we constantly monitor our performance so that we can better understand how well we are doing in relation to tackling antisocial behaviour.

Our commitment

Antisocial behaviour is unacceptable and is one of our key priorities. These standards (see below) are our commitment to you and set out what you can expect from us, your local authority and other partner organisations who are jointly responsible for dealing with antisocial behaviour in your community.

What we will do:

 Provide regular updates to your community on what is being done to deal with antisocial behaviour in your neighbourhood.  Take your reports of antisocial behaviour seriously and: prioritise our response based upon an assessment of risk, taking into account repeat incidents and vulnerability, and tell you what we will do next.  respond to every message directed to your neighbourhood policing team within 24 hours or in an emergency getting to you within 15 minutes in urban areas and within 20 minutes in rural areas.  Keep you informed of progress on actions at least monthly.  provide you with a named contact to ensure you can remain in touch about any concerns you may have.  Work with victims of antisocial behaviour to identify and provide the support they need.  Maintain strong links between the local authority, neighbourhood policing teams and other local partners to ensure that antisocial behaviour is dealt with effectively.

We want to do our best for you but if we fail to meet our standards we will always explain why it has not been possible on that occasion to deliver the high standards to which we aspire and you deserve.

If you feel agencies have not taken effective action to resolve antisocial behaviour in your community and the matter cannot be resolved through their normal complaints procedure you can complain through the Community Safety Partnership.

NPA commander - Inspector Gavin Drummond

Inspector Gavin Drummond joined Leicestershire Police in 2003 where he performed a variety of uniformed roles in the Hinckley area. In 2008 he was promoted to Sergeant following which he undertook the deputy commander role at Wigston Police station. Since this role Gavin has performed a variety of roles including the management of the missing persons investigation team and most recently an intelligence Sergeant in the Force intelligence bureau.

On promotion to Inspector in 2015, Gavin took up the role as commander for the Eastern Counties Neighbourhood policing area.

On starting his new role Gavin said: "I am delighted to have taken up the position as the commander for the Eastern Counties Neighbourhood policing area. It is clear that there are already very strong community and partnership links across the area, something which I am particularly keen to maintain and build upon.

"Having previously worked in Neighbourhood policing I understand the need for effective communication links between the Police, our partners and the communities that we serve in order to identify and address problems and issues. Engagement and consultation are critical in achieving positive outcomes and I would implore communities to get in touch with their local officers to advise of any Neighbourhood policing issues they might be facing."

I'’ve served with Leicestershire Police for over 24 years now in a number of different roles and locations, both in uniform and CID and I find my job to be enjoyable and rewarding.

As a Police Officer I’'ve done many things and had fantastic opportunities, but of all the things I’ve seen and done, the reason for me doing them is fairly simple in my eyes.

I’'m here to try and make a difference: to deal with people who cause us most harm, protect those who can’t protect themselves and whilst doing that to treat people as I would expect my nearest and dearest to be treated.

I have been a Police Officer with Leicestershire Police for 13 years and during this time, I have gained vast experience in roles within the City Centre and the surrounding rural areas. I am new to the neighbourhood policing role but am familiar with the area; having spent time at previously. We are completely dedicated and focused in dealing with the issues that affects our community the most. Communication is the key; ensuring that crime and the wider issues are dealt with swiftly. I am PCSO Steve Adams and have worked for Leicestershire Police since 2001 when I started as a Traffic Warden. In 2006 I became a PCSO and worked at Broughton Astley for three years and then Lutterworth followed by Harborough North which has itself a large catchment area.

In October 2013 I moved to cover the Broughton Astley and Walton beat.
