Sunshine Coast Waterways and Coastal Management Strategy 2011-2021 71 8 Glossary

Buffer A buffer is a setback area adjoining the watercourse, lake or wetland that protects its values from surrounding land uses. As per the watercourses section in the Vegetation Management Code, default buffer widths for Sunshine Coast waterways are 10 to 50m for watercourses, depending on stream order, and 100m for wetlands.

Carbon Sequestration A geoengineering technique for long-term storage of carbon dioxide or other forms of carbon to mitigate global warming.

Catchment The area drained by a river or body of water.

Climate Change Is the change in climate attributed directly or indirectly to human activity that alters the composition of the global atmosphere, and that is, in addition to natural climate variability over comparable time periods.

Coastal Foreshores Coastal foreshores include the near shore marine environment, beaches, dunes, rocky headlands, coastal lagoons, backshores, and river mouths. Coastal foreshores are a component of the coastal zone which is the area encompassing land and coastal waterways where coastal management will be undertaken. The coastal zone is defined as coastal waters up to 3 km from the coastline and less than 25 m deep, and land below 10 m Australian Height Datum or 5 km from the coast (whichever is greater).

Coastal Resources The natural (natural and physical features and processes of the coastal zone, including wildlife, soil, water, minerals and air) and cultural (places or objects that have anthropological, archaeological, historical, scientific, spiritual, visual or sociological significance or value, including such significance or value under Aboriginal tradition or Island custom) resources of the coastal zone (s 8 and schedule 2 of the Coastal Protection and Management Act 1995).

Constructed Water Constructed water bodies are defined as artificial waterways including canals, where: Body (CWB) Artificial waterways are artificial channels, lakes or other bodies of water. CWBs specifically exclude sedimentation basins, stormwater treatment wetlands, water supply infrastructure and agricultural water bodies. Canals are artificial waterways connected, or intended to be connected, to tidal water, and from which boating access to the tidal water is not hindered by a lock, weir or similar structure.

Cultural Heritage A place or object that has aesthetic, architectural, historical, scientific, social or technological significance to the present, past or future generations

Ecosystem Services Ecosystem services are the benefits people obtain from ecosystems. These include provisioning services such as food, water, timber and fibre, regulating services that affect climate, floods, disease, wastes, and water quality, cultural services that provide recreational, aesthetic, and spiritual benefits, and supporting services such as soil formation, photosynthesis, and nutrient cycling.

Environmental Flow The amount of water, including frequency, timing, magnitude and duration of flow, needed in a watercourse to maintain healthy ecosystems. The term is used in the context of rivers which have been dammed.

Fauna Animal life.

Healthy Waterways The South East Queensland Healthy Waterways Partnership is a consortium of state and Partnership local governments, community and industry partners.

72 Sunshine Coast Waterways and Coastal Management Strategy 2011-2021 Integrated Coastal The European Commission defines the ICZM as follows: Zone Management ICZM is a dynamic, multidisciplinary and iterative process to promote sustainable (ICZM) management of coastal zones. It covers the full cycle of information collection, planning (in its broadest sense), decision making, management and monitoring of implementation. ICZM uses the informed participation and cooperation of all stakeholders to assess the societal goals in a given coastal area, and to take actions towards meeting these objectives. ICZM seeks, over the long-term, to balance environmental, economic, social, cultural and recreational objectives, all within the limits set by natural dynamics. 'Integrated' in ICZM refers to the integration of objectives and also to the integration of the many instruments needed to meet these objectives. It means integration of all relevant policy areas, sectors, and levels of administration. It means integration of the terrestrial and marine components of the target territory, in both time and space.

IPCC Intergovernmental Panel for Climate Change.

Natural Waterways Natural waterways are defined as watercourses, lakes and wetlands, including their beds, banks and adjoining buffers, where: watercourses are freshwater or tidal rivers, creeks or other streams in which water flows permanently or intermittently, in a natural or modified channel, or in an artificial channel that has changed the course of the stream lakes are wide, open-water ecosystems that are recharged by watercourses or groundwater wetlands are vegetated, swamp- or marsh-like ecosystems that are permanently or intermittently inundated by water.

Overriding need The overriding need in the public interest for the development of a constructed water body is to be determined by Council. An applicant must quantify and establish to Council's satisfaction the social, economic and environmental benefits of the constructed water body weighed against: any detrimental impact upon the natural values of the site and downstream environment the risk, cost and benefit attributable to the , the general public and other parties alternatives to deliver the same or similar benefits.

Pool A pool is a stretch of a river or stream in which the water depth is above average and the water velocity is quite below average.

Principle A guiding statement/assumption to inform management

Ramsar City in Iran, on the shores of the Caspian Sea, where the International Convention on Wetlands was agreed on the 2nd of February 1971, thus the Convention's informal nickname, 'Ramsar Convention on Wetlands'.

Riffle A riffle is a short, relatively shallow and coarse-bedded length of stream over which the stream flows at higher velocity and turbulence than it normally does.

Riparian (land/habitat) Any land that adjoins or directly influences water bodies, including river and creek banks, wetland edges and floodplains, lake edges and gullies and dips.

Snag The term snag refers to trees, branches and other pieces of naturally occurring wood found in a sunken form in rivers and streams.

Terrestrial Growing or living on land rather than in water, in the air, in trees, etc.

Sunshine Coast Waterways and Coastal Management Strategy 2011-2021 73 Total Water Cycle Total Water cycle management considers drinking water, stormwater run-off, waterway health, Management sewage treatment and re-cycling.

UNESCO United Nations Educational, Scientific and Cultural Organisation

Vegetation Offset A vegetation offset is an investment in a project or activity that is put in place to counterbalance (offset) the development impacts on vegetation.

Wallum Heath land that grows in sandy, low nutrient, acidic soils on the lowlands and offshore islands of South East Queensland.

Watercourse A freshwater or tidal river, creek or other stream in which water flows permanently or intermittently, in a natural or modified channel, or in an artificial channel that has changed the course of the stream.

Water Sensitive Urban The integration of water cycle management into urban planning and design. Design

Wetland A palustrine (vegetated, swamp- or marsh-like) or lacustrine (open water, lake-like) ecosystem, which is inundated by water permanently or intermittently.
