Request for Proposals The City of New Orleans (“City”) by and through the New Orleans Aviation Board (“NOAB”) is seeking competitive Proposals from interested and qualified Proposers with demonstrated expertise to design, construct, and operate on a non-exclusive basis an Advertising Concession Program (“Program”) at Louis Armstrong New Orleans International Airport (“Airport”) for the new North Terminal (“Terminal”). This Request for Proposal (“RFP”) is to solicit Proposals for traditional in-terminal advertising, which includes some exterior spaces immediately adjacent to the terminal. A description of the traditional in-terminal advertising fixtures and equipment envisioned by NOAB for the Airport’s Advertising Concession Program is provided in Attachment B - Fixture Descriptions and Attachment C - Design Criteria Manual. It is the intent of the NOAB to have a diverse and dynamic advertising program with an emphasis on high end, stream lined, and modern design. Not included in this RFP is the right to operate nontraditional advertising concessions including but not limited to; in-gate television programing, TSA bin advertising, terminal naming rights, exclusive beverage pouring rights, and internet portals. The purpose of this RFP is to select Proposers who can best fulfill NOAB’s vision and goals as delineated in this RFP. The successful Proposers will enter into a Lease Agreement (“Agreement”) with NOAB to design, construct, manage, and operate the Program, located in the North Terminal. The non-negotiable draft Agreement can be found in Attachment E – Lease Agreement. As the first and last impression of this great city, it is imperative that Proposers develop a world-class Program that will welcome passengers by reflecting the region’s rich cultures and provide passengers with awareness to a variety of local and national advertisers or sponsors. Proposers are encouraged to feature and procure local attractions, major business interest, and conventioneers as advertisers. In addition, the Program’s designs should convey a sense of place that complements the new North Terminal’s clean and modern design, while acknowledging New Orleans roots in a unique and metaphorical manner. This RFP has been developed so Proposers can follow a step-by-step process from Proposal preparation, to submittal, evaluation, and award. Proposers may not rely on any implied representations or warranties (the existence of which are hereby disclaimed), or the accuracy of projections or prospective information provided in connection with this RFP. Proposers should make independent and expert investigation and evaluation of all information provided in connection with this RFP. IT IS IMPERATIVE THAT ALL PROPOSERS READ, REVIEW, AND UNDERSTAND THIS RFP AND ALL ATTACHMENTS. ATTENTION SHOULD BE SPECIFICALLY DIRECTED TO THE AGREEMENT ATTACHED. SPECIFIC TERMS AND CONDITIONS OF THE AGREEMENT TO BE AWARDED UNDER THIS RFP ARE CONTAINED HEREIN. New Orleans Aviation Board RFP For North Terminal Advertising Concession Program Page 5 of 25 The NOAB will not be responsible for any loss due to the Proposer’s failure to investigate and evaluate all pertinent information necessary to design, construct, and operate this Program. All submitted Proposals will be considered the Proposer’s best and final offer, which cannot be modified or supplemented by the Proposer after submission. The draft Agreement attached to this RFP is the Agreement that will be used with the parties to whom the Program is awarded. By submitting a Proposal, Proposers accept and acknowledge the terms of the Agreement and that said terms are not negotiable or subject to revision. B. Goals of the Program The City desires to have an award-winning concessions program that celebrates New Orleans and complements the design intent of the terminals architects. The Program must appeal to both the local and visiting passengers, and promote commercial interest. Inventory should appeal to a wide variety of potential advertisers, who wish to buy into the advertising program. It is expected that fixtures and equipment will include, but are not limited to: tension fabric displays, digital displays, banners, window clings, and baggage carousel wraps. The goals of the program include the following: • Develop an award-winning Advertising Concession program designed by an award winning team, utilizing a mix of technologically advanced displays and traditional fixed media, including but not limited to digital displays, interactive advertising, and fixed media. • Obtain a concessionaire that has demonstrated its flexibility to respond to Airport requests and to changes in the local and national marketplace over the term of the contract. • Optimize non-aeronautical revenue to the Airport by having inventory available that is attainable by wide variety of potential advertisers and/or sponsors. It is desired that the program is supported by an experienced and dedicated sales team that is well equipped to market to local, regional, national, and international organizations. • Diverse offering of fixtures and equipment and high-end designs that complement the architectural integrity of the terminal. • Select a concessionaire that has a robust local and national team that will regularly be present in the facility and is willing to immediately respond to changes in the airport and in the marketplace over the term of the contract. • Enhance the economic well-being to the community through increased opportunities for local businesses
