The following are Minutes of the 72nd Conference. SATURDAY, 25th JULY 8.30am Conference Started

Welcome and Background

A welcome to attendees was made by T O Chappell, National President and Chair. Delegates joined by Zoom (online meeting platform). Due to Covid-19 and social distancing rules it was decided to delay the hosting of Conference by branch. In lieu a ‘virtual AGM’ was hosted by the National Executive using the recently completed national head office facility. Zoom was operated and facilitated by National Treasurer, R Howey.

The theme of Conference is ‘Celebrating the Past – Looking to the Future’.

Guest Speaker Guest presentation by Ric Cullinane, CEO, Walking Access Commission. This covered the role of the Commission and its ongoing work to enhance walking access. Ric was presented a bottle of wine by T O Chappell as a token of thanks.

Approval of Previous Minutes 2019 Conference minutes were tabled and moved the National Secretary and approved as a true and accurate record. CARRIED

Presentations and Reports Presentations and reports were made to Conference by J. Peffers regarding HUNTS and S. Gibson regarding Hunting & Wildlife Magazine. Copies of the reports were included in the Conference Handbook.

Treasurer’s Reports, Annual Report, Budget and Capitation The National Treasurer, R Howey, delivered his financial report to Conference.

The National Treasurer presented the following Annual Accounts:

It was noted the auditor’s letters were not included and these were subsequently shared to Delegates and Branches by email.

The National Treasurer presented the annual financial statements and answering numerous questions, including some relating to the COVID-19 wage subsidy.

Carolyn Heffernan (Te Awamutu Branch) spoke to the accounts noting that she was “taking comfort from the knowledge that statements as provided are reasonable.”

Moved by the National Treasurer:

“That the annual accounts for the year 2018/2019 be accepted”.

Seconded by D Hudson and CARRIED.

The National Treasurer then moved:

“That the annual accounts for the year 2019/2020 be accepted”.

Seconded by Tim Watson and CARRIED.

The National Treasurer then presented the Association’s Budget for the 2021 financial year ended 28 February 2021. Refer to Schedule ‘Budget’.

The National Treasurer moved:

“That the budget, as tabled on page 102 of the annual report be presented and tabled” Seconded by D Hudson

However, questions were raised and detailed answers were given by the National Treasurer, when it was observed that a budget is a forecasting document and by its nature tended to be an inexact one. Certain Delegates expressed concerns that the budget was too optimistic given the current financial position of the Association and COVID-19 uncertainty.

After further discussion, the motion was re-put and CARRIED on the voices.

After the presentation of the budget, the National Treasurer presented proposed Capitation for period 1 March 2021 to 28 February 2022.

After concerns were expressed in connection with the budget, including the reduction of Senior by $5.00 (which had some opposition in

preference from maintaining $100), it was moved by the National Treasurer that:

Notices of Notices of motion/remits were tabled. Refer to Schedule ‘Notices of Motion/Remits Motion and Remits’. Prior to the business of N.O.M.s and Remits, the Hon. Solicitor spoke, explaining the roles and functioning of proxy votes. He cited Rule 10.18 which specifically mentioned Remits and Notices of Motion. He referred to Rule 10.21 which has a form prescribed which is non-specific. He was asked if it needs reader and user-friendliness – a legacy of the past. The Hon. Solicitor thought it had changed in its application. He noted that custom and practice allowed voting on Notices of Motion, etc, and on candidates. He also stated that the specific overrode general rules. More discussion and questions followed. Delegates were asked if proxy votes could be used for voting during elections. CARRIED on the voices The results of voting on notices of motion and remits are detailed in the Schedule. Competition Competition and AHT results. Refer to Schedule ‘Competition Results’. Results Note that results were sent via email to all NZDA members. Competition winners were be sent certificates and prizes directly from National Office.

GENERAL BUSINESS 2020/01 Upper Clutha Branch Can the public liability insurance cover offered by AIG to financial members be extended to include individual branches and thus reduce their potential liability for branch activities such as working bees, hunting trips, HUNTS and rifle ranges?

Response: The National Treasurer advised that this policy provides cover to all members except Associate members.

GENERAL BUSINESS with reference to N.O.Ms. 2020/06 and 2020/07 raised by past National President McIver

This was simply a point of information, indicating that the AHT judges had disagreed with the changes sought by these two notices of motion.

GENERAL BUSINESS 2020/03 Taupo Branch T Chappell stepped down as Chair and National Vice President, G. Feasey assumed the role of Chair to discussion his item of business stating: “I have received a submission for general business. It alleges disrespect or discredit between a member of the National Executive and an individual or branch. My decision is that this submission is not relevant business of conference. Therefore it is disallowed. I have invited the two concerned to meet and discuss these allegations between them.”

CEO Address New NZDA Chief Executive Officer, Gwyn Thurlow made an address:

“When I look to the future of NZDA, I only see a positive future. I also understand and respect our past.”

“Thanks to the outgoing National Executive for allowing me to address Conference.

Welcome to the new officers. I look forward to working with you. I hope it will be constructive and we work as a team. Thanks to the previous National Executive for placing their faith in me as CEO. It would not be an easy decision to give the job to someone who is half the age of many people in officer roles within the Association.

A bit about me, and my background. I’ve been a lifelong hunter. I got my firearms licence when at University in Otago. I joined the Deerstalkers there and met Chaz Forsyth who took me hunting. One of my fondest memories was an organised tahr hunt arranged by Mr Hodder, so NZDA introduced me to tahr hunting which is now a passion. I grew up in Pahiatua. I went to university for five years and studied commerce and law. I was lucky to hunt many areas in the South Island: Fiordland, Stewart Island, Catlins, Blue Mountains, West Coast and East Coast of the Alps. I’m now 36 and made a decision to apply for CEO because our current government is not sympathetic to the traditional Kiwi way of life and we see that in connection with firearms reforms and their approach to tahr. I thought we needed to stand up to that. I thought I could put the best of my abilities into the role for the benefit of hunters.

I’ve enjoyed working with our National Patron, Mark. I’ve worked with him recently as treasurer of Wellington branch, a role which he has had for over 35 years. I have also worked with Alby Frampton as we prepared accounts and filings for the NZDA National Heritage Trust in recent years – including getting a $500,000 grant and sorting tax refund matters. I’ve worked with these people to get outcomes that I promised I could deliver and I only make promises I can deliver on.

I’ve only been in the job since the 3rd of June 2020. When I started there was no laptop. I came into the office and worked from a small coffee table and needed to order my own IT equipment. I saw the office team were using out-of-date software and equipment so I wrote to the National Executive noting my concern about doing a good job using technology that is more than 10 years old. So we ordered in the necessary tools and now we are working online and delivering this Conference by Zoom at our fully refurbished Head Office. I want to read aloud my job description so you all understand what my job is and why I took on the role. I will try to do the best that I can but there are limitations. My limitations are what I have in the budget and also what the Delegates tell the Association it can do. My success or

9 failure comes back to the delegates and branches – if you vote for support we can achieve things together. I want branches to remember that next year. We should all be on the same team, helping each other, and working respectfully. The primary objectives of the CEO are:

 Lead NZDA in all aspects of operations  Oversee and implement NZDA strategy and business plan  Develop operational policies and procedures  Prepare accurate and timely financial reports internally and for wider stakeholders  Oversee financial management, annual accounts and annual audit and to ensure the long-term viability of our Association  Have a customer / stakeholder focus to ensure our Association is held in high regard  Undertake advocacy  Operate as the public face of NZDA to enhance our public perception

This is the role I signed up for and will work with the board to achieve in the 12 months ahead.

It has been a pleasure to host everyone and showcase the hard work of the building committee that worked together to deliver a project for the benefit of the whole Association. Many life members have approached me to note the building exceeded their expectations. Its quality was the result of a lot of hard work by a number of people over many years. One person I want to thank is Tim Watson, outgoing National Executive member, It was no easy task to get the three partners to share the vision. Thanks to those involved in the planning, coordination and implementation of the building vision.

My goal will be to coordinate the Association. All branches have strong, independent presidents, very capable committees, and each branch does fantastic work in its local area. But that’s not enough. You cannot just worry about your own patch. We each need to rise above our own branch’s needs and work together for the future of hunting. I do not know if you all realise: hunting is under treat. We should be focusing our energies outside our organisation. Our emails and concerns are better turned towards politicians.

I will be available. I will listen to your concerns. I will do my best to get the results you want. Rest assured I understand what needs to be done but I understand I need to earn the respect of the branches.

NZDA was quoted in Parliament. NZDA was picked up in the news. I hope we are starting to see the changes people called for.

I want to call for a round of applause of the outgoing National Executive because they made changes and set the direction for the incoming National Executive. That board implemented the new constitution, no easy task.

My role is to work as CEO but also work as NZDA’s in-house lawyer. What does that mean? I have to be fair and honest and upstanding of

our laws. My oath says I must uphold the law and justice, and protect our interests. That includes our Constitution.

I’m available to help and hear your concerns. Let’s work together.”

Closing National President’s closing remarks, conference summary and vote of Remarks thanks was delivered by the National President.

The National President thanked the office staff and scrutineers for helping to host a successful conference. He spoke of the need to reduce the negativity which had become apparent over the past few years in NZDA. Contact and support our new CEO. He went on to thank outgoing National Executive members Snow Hewetson, Dave Hudson, Rob Howey, Tim Watson and Kaylyn Pinney for their efforts. He thanked the outgoing National Vice President, Geoff Feasey, for his efforts in convening the South Island Access Committee.

Induction of The incoming National President-elect, Craig Benbow, was then formally National inducted as National President by T Chappell. President The incoming National President then spoke a few words following his induction.

NOTICE BRANCH / MOTION OUTCOME OF FIRST AND MOTION SECONDER Moves that all Senior members be NOM National levied $3.00 (three dollars) during CARRIED 2020/01* Executive | the next financial year to help N.L.M. A finance rent for the premises and Frampton ongoing day to day running expenses for the operations of the NZDA National Heritage Trust, specifically for the running costs of the National Archives.

Note: After some discussion, National Patron Mark Dunajtschik moved, “That all four Notices of Motion be considered together and that he would meet the financial costs of all levies”. This was CARRIED by acclamation. Moves that the Association NOM National continue its membership of the CARRIED 2020/02 Executive Council of Licensed Firearm Owners (COLFO). Moves that all capitated members NOM National of NZDA, excluding juniors and CARRIED 2020/03* Executive student members, be levied $5.00 (five dollars) each during the 2021/2022 financial year to help finance the ongoing campaign by the Council of Licensed Firearm Owners (COLFO) to protect the opportunities for the ownership and recreational use of firearms in New Zealand. 1. All the existing rules relating to AHT competitions apply.

2. Hunters that are eligible must acknowledge that a fee has been paid - for a guide, access, accommodation, etc.

3. Trophies of any species must be taken under current fair chase and free range rules.

4. Heads will be scored and given a Red Deer Douglas Score equivalent. The best Douglas Score wins. There will be no visual judgement.

5. The standard entry form for AHT competitions will have a box for entrants to tick indicating a fee has been paid. This will accompany the branch Douglas Score sheet and required photograph.

Moves that Clause 9.8 of the NOM Nelson Branch current Constitution be amended WITHDRAWN 2020/08 | Hutt Valley with addition as follows: branch “9.8 a) Levies will each be held in separate bank accounts so named for each and every levy type.”

Moves that new Clause 15.11 be N.o.M. Nelson Branch added to the constitution: CARRIED, AS 2020/09 | Hutt Valley AMENDED. branch

“The National Executive shall, as a matter of course, provide a monthly summary report by the 10th working day of following month, to all Branches containing the following:

1. Latest approved Minutes of previous NATEX meeting(s)

2. Bank balance as at end of the month for each of all accounts

3. Balance Sheet as at end of preceding month.”

NOTICE BRANCH / MOTION OUTCOME OF FIRST AND MOTION SECONDER An Amendment was proposed by leave of the conference for Nelson Branch to move, that, “new clause 15.11 be added to the constitution:

“The National executive shall, as a matter of course, provide three quarterly summary reports to all branches (i.e. other than year-end), Past National Presidents and National Life members, containing the following:

1. The latest approved minutes of previous NATEX meeting(s); 2.Bank balance as at the end of the quarter for each of all accounts; 3. A quarterly financial report comparing financial performance against budget.”

Seconded by Gore and Districts branch and CARRIED.

Moves that the Photography NOM Auckland Competition Rules are amended CARRIED 2020/10 Branch Otago to allow the use of a conveyance branch for photographic entries, excluding the game categories.

Note: After some discussion which included reference to

Moves that the Research Levy be NOM Hutt Valley set to zero for the 2021-2022 Withdrawn 2020/11 Branch year.

Moves that, in respect to the NOM Wellington Constitution, it is amended such Withdrawn 2020/12 Branch that the Associate Membership category is removed Moves that under Rule 9.7 of the NOM Hutt Valley Constitution that in recognition of Lost 2020/13 Branch | Upper the significant increases in Clutha branch capitation costs and economic hardship to members caused by the Covid pandemic, that the Association’s ability to levy members be reduced from a maximum of 20% of Capitation to 10%.

After much discussion, an amendment was proposed by Kapiti branch, that “the word “branches” replace the reference to “members”. Seconded by Auckland branch, and after attracting only 50% of the voting support, failed, and so was LOST Moves that if a Nomination is put NOM Rakaia Branch forward from the floor at LOST 2020/14 | Auckland Conference then it shall be put to branch Conference for a vote, whether it is to be accepted or not.

This N.o.M. was put and LOST. Moves that only North Island NOM Rakaia Branch Branches shall be entitled to vote LOST 2020/15 | Auckland for North Island Representatives branch on the National Executive and only South Island Branches shall be entitled to vote for South Island Representatives on the National Executive.

This N.o.M. was held over until the next day for

An amendment was proposed by Rakaia branch, that “In respect of branch votes, only North Island branches shall be entitled to vote for North Island representatives and only South Island representatives vote for South Island branches” Amended wording:

Move that Rule 14.4 (c) of the Constitution be modified as follows:

Existing Rule 14.4 (c):

(c) Officer election ballots are conducted on the preferential system of voting and the delegates of each Branch are entitled to the number of votes conferred by Rule 10.23.

Proposed New Rule 14.4 (c):

(c) In respect of Branch votes, only North Island Branches shall be entitled to vote for North Island Representatives, and only South Island Branches shall be entitled to vote for South Island Representatives (all other votes as normal).

Explanation:

Fish and Game have a tried, tested and proven model for the election of Regional Representatives on their National Council.

Only North Island Regions vote for North Island representatives, and only South Island Regions vote for South Island representatives. This improves the surety that respective Regional Representatives are better known to the relevant and affected Branches.

Upon reflection – given these Regional Representatives are meant to be exactly that - this is the only system that makes best democratic sense.

This Notice of Motion is to adopt this model, within NZDA.

Moves that a new clause 9.20 be NOM South added under Rule: LOST 2020/16 Waikato | North 9 Subscriptions and Levies Canterbury branch 9.20 Clearings paid to Centralized Branches

Centralized branches will be paid their clearing for the previous month on the first working day following the end of the month, i.e.
