CONSTRUCTION LOGISTI C S & MANAGEMENT PLAN WHITEHALL PARK FREE SCHOOL ASHMOUNT ROAD, LONDON N19 3BH R E V 0 2 - 2 ND DECEMBER 2016 Whitehall Park Free School Construction Issue date: Page 2 of 7 Logistics & Management Plan – Rev 2 02/12/16 DESCRIPTION OF PROJECT This project shall involve the demolition of all existing school buildings (including asbestos removal), and the provision of a new three/four storey school building. The new building shall be formed from the installation of steel-framed modular units to provide 14No. classrooms, roof play area, offices, kitchen, stores, WC’s, etc. The dining hall and gym will be traditional build (steel-frame construction). The building shall have a footprint of approximately 810m2. WORKING HOURS Normal working hours shall be from 8am to 6pm Monday to Friday and 8am – 4pm on Saturday and Sundays (up to 10th February 2017). Any working outside these hours must be approved in advance with the Contract Administrator. GETTING TO SITE Site Address: Extraspace Solutions Construction Site, Whitehall Park School, Hornsey Lane, Islington, London N6 5LW. The site is situated in Islington, a locality within the Greater London Urban area, which is largely suburban in character. The school is located on Ashmount Road with good access to the A1. Highgate underground station is within a short distance, which provides services to London Euston station, Waterloo, etc. LOCATION OF EXTRASPACE SOLUTIONS SITE The entrance to the Extraspace Solutions site shall be via Hornsey Lane. The site shall be accessed by vehicles from the A1 Archway Road via Northwood Road to Stanhope Road, proceeding to Hornsey Lane. See the diagram on the following page illustrating the route to be taken for vehicular traffic to site. To ensure construction traffic is directed to the designated site entrance, and not the school’s entrance, an alternative address and post-code is to be provided to all construction suppliers and contractors. This will reduce the likelihood of vehicles arriving at the Ashmount Road entrance and causing traffic congestion or safety risks for the existing school. The site is set within a live school environment within a busy residential area and all roads and footpaths in the vicinity of the site are in use by 24 hours a day 7 days a week. Strict controls shall be in place at all times to control vehicle and pedestrian movements at all times. The new buildings are being constructed as a system-build facility which means a large element of the buildings shall be constructed off-site in factory controlled conditions. This will greatly reduce the number of deliveries or construction vehicles required to attend site due to the off-site construction methodology. ACCESS TO SITE Pedestrian Access The pedestrian access to the welfare compound and construction area shall be from an alternative access to reduce interface between vehicles and pedestrians. Segregation of vehicles and pedestrians on site at all times shall be of critical importance. Persons accessing site shall enter via the compound area, away from delivery vehicles or mobile plant that may require access to site. Vehicle Access Vehicular access to serve the site shall be from Hornsey Lane - the existing vehicular entrance shall be extended to accommodate construction vehicles. This entrance has been selected to minimise disruption to existing school’s traffic management system. School users shall use a separate entrance on Ashmount Road to keep construction and school activities segregated. Extraspace Solutions shall post signage on relevant roads (e.g. Hornsey Lane and Gresley Road) to notify construction traffic of the site location and traffic management procedure. Any directional signage posted on the highway will be done following agreement with the Council Highways Department. No construction vehicles are permitted to access the site during busy school drop-off/collection times, e.g. 8.15 – 9.15am and 2.30 – 3.15pm. Any vehicles that arrive during these times shall be sent away from site. The construction site set-up has been planned to segregate pedestrians and vehicles on site – vehicle access shall be via a separate entrance to the pedestrian access. Construction traffic shall enter and leave the site in accordance with the Site Logistics Plan– contained as an appendix to this plan. A turning circle has also been planned on-site to allow vehicles entering site to complete any necessary reversing movements on-site, eliminating the need for reversing in public areas and ensuring that vehicles enter / exit site in forward gear. All contractors and suppliers that shall require vehicle access to site will be forwarded a copy of the ‘Site Delivery Instructions’ which details the site address, vehicle routes, restrictions, safety rules, etc. See attached. Other traffic management control measures to be implemented: A letter drop shall be completed to all residents adjacent to site to notify them of upcoming construction activities, e.g. scope of works, Extraspace Solutions contact details, key dates (e.g. delivery of modules). Page 4 of 7 Whitehall Park Free School Construction Issue date: Page 5 of 7 Logistics & Management Plan 16/09/15 The Site Management shall liaise with the Client’s representative to make them aware of the forthcoming construction works and any activities that may affect regular activities. This may include notification of any large delivery vehicles such as concrete deliveries. Reversing on site must be done under the control of a banksman at all times. Pedestrians and vehicles shall be physically segregated on site. A separate vehicle and pedestrian access shall be provided. Pedestrians accessing site must report to the Site Office in the welfare area to sign-in before accessing site. Extraspace Solutions shall provide the necessary signage to ensure that all construction traffic is directed to the works area. Sign boards shall be installed at the site entrance complete with Extraspace Solutions out of hours contact number and Project Information. DELIVERY NOTIFICATION Contractors must inform the Extraspace Solutions Site Management of any deliveries at least 24 hours in advance, in order to organise deliveries to avoid simultaneous deliveries to site and adding to traffic congestion in the area. Any deliveries that arrive on site without being booked-in may be turned away. This procedure will ensure that vehicle congestion in the area is avoided. All loading or unloading will be conducted in the designated area as agreed with the Site Management. There will be no loading or off-loading of materials permitted on any of the roads surrounding the site. Where necessary contractors shall off-load materials, and drive their vehicles off-site. Materials shall be stored in a manner that will not pose a risk to site operatives, visitors or anyone on the adjacent school grounds. Materials will only be brought to site when needed in the next 48 hours and the material should be stored safely in an area designated by Extraspace Solutions. Materials shall be safely stored where they can’t get knocked or blown from height. A traffic marshal shall be in place to manage the safety of vehicle movements entering or leaving site. Traffic marshals shall hold valid CSCS cards, be Chapter 8 trained and receive full site induction prior to commencing work on site. PARKING There shall be very limited parking facilities on site for construction vehicles within the construction site boundaries. Any contractors parking on the residential streets in the area must do so legally. The Site Management and traffic marshal shall monitor the parking arrangements on a daily basis to ensure all construction vehicles are parked legally and that access is maintained on the residential streets adjacent to the site with no parking on grass verges, blocking access routes, etc. Extraspace Solutions shall promote sustainable means of transport to be utilised whenever possible. All contractors coming to site shall leave tools and equipment on site in a secure storage boxes to allow operatives come to site via public transport or bicycles. The ‘off-site’ nature of the construction work to be used on this project shall greatly reduce the amount of traffic and the number of operatives that would be expected for a traditionally-built project. Page 5 of 7 Whitehall Park Free School Construction Issue date: Page 6 of 7 Logistics & Management Plan 16/09/15 The company Purchasing Manager will attempt to source local contractors prior to work commencing which may make sustainable transport means more achievable. All contractors shall be forwarded a copy of the Extraspace Solutions ‘Getting to Site’ guidance sheet that will highlight how operatives can get to site without using car travel, i.e.: Use of trains. The site is only a 10 minute walk from nearby stations Buses – a list of buses serving the local area shall be included. Cycling – details on the facilities provided for storing bicycles shall be provided. Car Pooling – Extraspace Solutions shall facilitate a car pooling scheme between site operatives to promote the sharing of vehicles. It is hoped that this will reduce the amount of car travel to the area from construction operatives whenever possible. TRAFFIC RULES A 10 mph speed limit shall be strictly adhered to on site Reversing on site shall be avoided when possible.
