    Antithetical to American Ideals February 11, 2019 President Trump’s State of the Union address covered many topics, including a brief, but direct message about the need to pass school choice legislation. In its post-SOTU statement below( ) Agudah focused on the President’s message that anti-Semitic hatred and violence is antithetical to American ideals and must be aggressively fought in thought, speech, and deed. The President’s speech came on the same day that news broke that Elan Carr, of Los Angeles, was tapped to serve as the State Department’s Special Envoy to Monitor and Combat Anti-Semitism. Mr. Carr is well know to our California board members and Agudath Israel welcomed him as an “excellent choice to effectively lead the United States’ fight against global anti- Semitism.” L to R: Howard Winkler, Elan Carr, Yonathan Berdugo, and Stanley Treitel The California Agudah office is organizing a leadership mission to Sacramento on February 27th (see here to read about the importance of such missions) while our New York office is hosting its annual mission to Albany on March 6th (click here to register).     Is California’s Top Two Primary Bad for Women Candidates? Katie Merrill Since the Top Two was first used in the elections of 2012, both academics and practitioners have been asking, “Has the Top Two system changed anything? Has it resulted in less partisan- ship in the legislature? Are more moderate candidates getting elected?” The answer after the 2012 and 2014 cycles has been a resounding TBD—To Be Determined. The academic consensus so far is that nothing has really changed, but that two cycles is too soon to tell. And perhaps, if there were to be real change, it would take the better part of the decade before that emerged. Now that we have had our second round of Top Two results, one important issue that has not yet been explored is the impact on women candidates. Over the two elections since the Top Two primary has been in place, the number of women in the California Legislature has been trending downward, from 28.3 percent to 25.8 percent, and fewer general election congressional candi- dates are women. There were only 19 female general election congressional candidates in 2014, the lowest number since 1998. Could it be that one unintended consequence of the Top Two is that women candidates are being disadvantaged by the new system? There is some evidence that this is a line of inquiry that should be pursued over the next few cycles. The 2014 race in Assembly District 15, which includes Berkeley and portions of West Contra Costa County, provides an interesting example in which the Top Two may have disadvantaged a female candidate.

And some countries continue to seek restrictions on Jewish religious life, understanding well that this will make Jews unwelcome to live and thrive there.

    current asian and pacific islander american members Ted Lieu 1969– UNITED STATES REPRESENTATIVE 2015– DEMOCRAT FROM CALIFORNIA Ted Lieu was already an experienced legislator when he won election to the western Los Angeles seat in the U.S. House of Representatives vacated by veteran Representative Henry Waxman. A lawyer with technical expertise who shares the immigrant experience, Lieu has made the most of his social media platforms. Upon his election to Congress, he addressed his active Image courtesy of the Member communications strategy, “I just give people more and more information, and try to make them look at a situation from a diff erent view.”1 Ted W. Lieu was born on March 29, 1969, in Taipei, Taiwan, to George and Kerry Lieu.2 His family immigrated to suburban Cleveland, Ohio, in 1972, where they sold gifts at fl ea markets and saved to open a gift store. Th e business eventually expanded to several locations, with Ted and his siblings often helping out. Lieu graduated from St. Ignatius High School in Cleveland in 1987. He then earned bachelor’s degrees in computer science and political science from Stanford University in Stanford, California, in 1991. Th ree years later, Lieu completed his law degree at Georgetown University in Washington, DC. From there, he went on to serve as a judge advocate general in the U.S. Air Force from 1995 to 1999. He continues to serve as a colonel in the Air Force Reserve. After leaving the service full time, Lieu moved to Torrance, California, where he practiced law and served as the city’s environmental quality commissioner.3 He and his wife, Betty, a water commissioner, have two children, Brennan and Austin.

Despite increasing polarization, mounting public policy challenges to the JCPA’s policy priorities, as well as growing antisemitism and hate violence in America, JCPA strengthened our role as the national network hub of the community relations field. JCPA’s mission to build consensus around today’s pressing issues and engage in the larger American society in common cause with other diverse communities was again crucial to the safety and security of the Jewish people, and JCPA was ready with a new infrastructure in place and a vision for the organization’s future. JCPA’s strategic goals for 2018-2019: • Implement a strategy to ensure the community relations field is prepared and effective in responding to emerging challenges on the American landscape. • Strengthen the Jewish Community Relations Council (JCRC) network by providing trainings and resources to support their work at the local level and engagement in the JCPA network. Advocate on their behalf to reflect the strength, relevancy, and leadership of the field. • Strengthen national agencies’ collective engagement around policy and elevate and activate the Network’s advocacy on domestic policy priority concerns.
