FOUR SUBMIT NEW YORK RACING BIDS The four companies which remain in contention for the franchise to run racing at Belmont Park, Aqueduct and Saratoga have all submitted bids to the state. Excelsior Racing, Empire Racing Associates and Capital Play handed in bids at Monday=s deadline, joining the current franchise holder New York Racing Association which submitted its proposal Friday. The Australian-based Capital Play outlined its plan in a statement released yesterday. The bid includes three different proposals Adepending on whether New York State prefers more payments annually, more money up front or more VLT- based revenues,@ Capital Play CEO Karl O=Farrell said in the statement. ROCK AROUND THE CLOCK Up until last weekend, I used to say Ireland was the place that changed the most since I started going there (which in Ireland's case was over 30 years ago). But Europe's greatest success story of the last 15 years, with its attendant nightmare traffic problems, has now been supplanted as >most changed country' by the U.A.E.
