October 17, 2017 Page 1 October 17, 2017 Pursuant to NRS a joint meeting of the Nye County Board of Commissioners, Nye County Board of Highway Commissioners, Nye County Licensing and Liquor Board, as the Governing Body of the Unincorporated Town of Pahrump, as the Governing Body of the Unincorporated Towns of Beatty, Belmont, Gabbs, Manhattan, and Railroad Valley, and as the Board of Trustees for the Pah rump Pool District, was held at 10:00 a.m. in the Commissioner Chambers, 2100 E. Walt Williams Drive, Pahrump, Nevada 89048. Dan Schinhofen, Chair John Koenig, Vice Chair Lorinda Wichman, Commissioner Butch Borasky, Commissioner Donna Cox, Commissioner Sandra L. Merlino, Ex-Officio Clerk of the Board Angela Bello, District Attorney Sharon Wehrly, Sheriff Tim Sutton, County Manager Also Present: Lorina Dellinger, Assistant County Manager; Kelly Sidman, Deputy Clerk; Savannah Rucker, Comptroller; Deputy District Attorney Brad Richardson 1. Pledge of Allegiance The Pledge was recited. 2. Approval of the Agenda for October 17, 2017 (Non-action item) Tim Sutton stated items 5, 27-29, and 34-35 could be removed from the agenda. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Tom Waters talked about the Survivor’s Handbook for spouses and families of veterans who passed away. People could contact Mr. Waters to get a copy. Diane Southworth discussed the outreach program in Pahrump. She advised the Board that over the last quarter there were over 24,000 individuals served with food all done by the Coalition, the churches, and the veterans’ organizations. She said one church was looking for blankets. Herman Lewis reminded the Commissioners of the overwhelming sense of hostility toward some of the people coming up for agenda items two weeks ago. He hoped today everyone could be fair, polite and kind. Page 2 October 17, 2017 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Webb, representing the Shadow Mountain Community Players, said on October 20-21 and 27-28, 2017, “Murder at the Banquet” would be performed. The cost was $25.00 and people could call (775) 727-6145 for reservations. Stephanie Clark, Chief Law Enforcement Ranger for BLM out of Las Vegas, introduced herself. She thanked the Board for the patience while there was no ranger to cover the area and said they had rangers coming out on a regular basis to address any needs. Cles Saunders said there would be a Veteran’s Day Observance at the Veteran’s Memorial at the Chief Tecopa Cemetery sponsored by the DAV and DAV Auxiliary on November 11, 2017. Also, Desert Haven Animal Society was seeking donations of various items and he had put out a couple of flyers. Lastly, Mr. Saunders said next year the DAV would hold their convention and they were seeking support for their catalog. 4. For Possible Action — Discussion and deliberation of Minutes of the Joint Nye County Board of Commissioners, Board of Highway Commissioners, Licensing and Liquor Board, the Governing Body of Unincorporated Town of Pahrump, the Governing Body of Unincorporated Towns of Beatty, Belmont, Gabbs, Manhattan, and Railroad Valley, and the Board of Trustees for the Pahrump Pool District regular meeting on September 19, 2017. Commissioner Koenig made a motion to approve; seconded by Commissioner Wichman; 5 yeas. SITTING AS THE BOARD OF COUNTY COMMISSIONERS 5. For Possible Action - Emergency Items This item was removed from the agenda. 6. Commissioners/Manager’s Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Commissioner Wichman advised Tonopah Solar Energy donated $100,000.00 toward the purchase of a new ambulance to replace the one totaled earlier this month. Tim Sutton reminded the Commissioners about the public auction meeting tomorrow. Commissioner Schinhofen mentioned that he had been saying for a month he would not be at the last meeting as he would be at a nuclear meeting he was asked to speak at. Additionally, the Department of Energy announced they would join with the National Museum of Nuclear Science and History as well as local, national and international Page 3 October 17, 2017 6. Commissioners/Manager’s Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas)-Cont’d. organizations committed to the advancement of nuclear energy in celebrating Nuclear Science Week, October 1 6-20, 2017. Commissioner Koenig asked staff to bring back an agenda item at a not too distant meeting to revisit the discussions the previous Board had on election time and where people could set up their booths as he did not believe there were enough spots for this year. Sam Merlino said she had already reserved the Bob Ruud for the two weeks of early voting, which she thought would work out better due to past issues with parking at the courthouse. A plan was needed though for the campaign tents outside of the Bob Ruud. As far as the parking at the courthouse, Commissioner Cox said if the employees would park in the overflow parking during that time then more people could be in the front, but Bob Ruud was fine with her if there would be enough parking. TIMED ITEMS 7. 10:00 — Presentation of certificates and/or plagues to nine (9) employees honored for their years of service. Certificates and/or plaques were presented to the following employees for their years of service: 5 Years: Paula Lee 10 Years: Michael Eisenloffel; Tina Gancarz; Melissa Molt; Randall Saltzman 15 Years: Alisa Shoults 20 Years: Melinda Hinrichs; Richard Whitener 30 Years: Julianne Dudenski 8. 10:15 — For Possible Action — Discussion and deliberation regarding Nye County Proclamation P2017-07: A Proclamation Recognizing Nye County, Nevada as a Purple Heart County. SITTING AS THE GOVERNING BODY OF UNINCORPORATED TOWN OF PAHRUMP 18. 70:75 — For Possible Action — Discussion and deliberation regarding Town of Pahrump Proclamation P2077-07: A Proclamation Recognizing the Town of Pahrump. Nevada as a Purple Heart Town. Commissioner Wichman made a motion to approve items 8 and 18; seconded by Commissioner Koenig. Page 4 October 17, 2017 8. 10:15 — For Possible Action — Discussion and deliberation regarding Nye County Proclamation P2017-07-Cont’d. SITTING AS THE GOVERNING BODY OF UNINCORPORATED TOWN OF PAHRUMP 18. 10:15 — For Possible Action — Discussion and deliberation regarding Town of Pahrump Proctamation P2017-0J-Cont’d. Commissioner Koenig read the proclamation into the record, noting one was for the County and one was for the town. Tom Waters recognized various members of the audience present for this item today. He spoke about the experiences of Chief Warrant Officer Dan Peterson and how he was awarded the Purple Heart and Distinguished Flying Cross tor Heroism along with numerous other awards over the course of his military career. He then acknowledged the members of the Military Order of the Purple Heart Chapter 730 who were present. Chapter 730 had agreed to sponsor the Purple Heart designation of Nye County and the Town of Pahrump. The motion to approve items 8 and 18 passed with 5 yeas. Mr. Waters noted there were 410 Purple Heart counties, cities, and towns across the country with Henderson being the first in Nevada followed by Las Vegas, Mesquite, Carson City, the State of Nevada, and now Nye County and the Town of Pahrump. The Commissioners presented plaques containing the proclamations to Richard Kearns who was standing in for Dan Peterson. The Board was presented with plaques thanking them for the Purple Heart designations. A spokesman from Senator Dean Heller’s office commended the community for their strong bond and presented two Senatorial Certificates regarding the adoption of the proclamations. A spokesman from Representative Ruben Kihuen’s office presented a certificate to the town regarding its Purple Heart status. Page 5 October 17, 2017 SITTING AS THE BOARD OF COUNTY COMMISSIONERS COUNTY MANAGER 33. For Possible Action — Discussion and deliberation to 1) approve funding for a Veteran’s Banner Program to honor Veterans by hanging banners on the light poles located at the Calvada Eye in Pahrump. The cost of each banner is $200 and can be funded from Veterans Service Fund; and 2) direct staff to advertise for candidates from the public. Commissioner Koenig made a motion to approve the funding for the Veteran’s Banner Program, direct staff to advertise for candidates from the public, and adopt the criteria set forth in the application; seconded by Commissioner Wichman. Richard Goldstein, President of the American Veterans Foundation of Pahrump, said the foundation began talking a year ago about ways to do something for the veterans in Pahrump and the banners came up. They would like to put them in the entrance to the Calvada Eye. Nominations would be taken from people who would like to have a banner and he thought with the poles along the Calvada Eye about 40 banners could be put up and then rotated as needed. Mr. Goldstein displayed one of the banners while Ron Wright, Vice President of the American Veterans Foundation of Pah rump, described what would be put on them. Commissioner Borasky said he was adamant about Ian Deutch getting the first one. He thanked everyone for getting the project moving and finally bringing it to conclusion. Angela Bello said these were government banners, not private banners, so the Board should either designate someone to approve the final design of the banner or it should come back to the Board.

    THE STATE OF SEX The State of Sex is a study of Nevada’s legal brothels that situates the nation’s only legal brothel industry in the political economy of con- temporary tourism. Nevada is part of the “new American heartland,” as its pastimes, people, and politics have become more central to the nation. The rise of a service and leisure economy over the past 60 years has propelled sexuality into the heart of contemporary markets. Yet, neoliberal laws in the United States promote business but limit sexual commerce. How have Nevada’s legal brothels survived, while the rest of the country criminalizes prostitution? How do the brothels operate? Who works in them? This book brings social theory on globalizing econ- omies, politics, leisure consumption, and emotional labor in interactive service work together with research on contemporary prostitution and sexual commerce. The authors employ an innovative, multi-method sociological approach, combining historical analysis of how the brothels came to be with over a decade’s worth of ethnographic research on the current state of the industry. From 5th Century BCE, to ancient Greece, to modern day Amsterdam and Nevada, prostitution is a way of life for both the prostitutes as well as their customers. The debate regarding legalized prostitution is rife with arguments on both sides that speak of the pros and cons of a legalized or decriminalized stance toward prostitution. Scholars argue either from a morality standpoint buttressed with statistics on the quality of life the prostitutes experience, or scholars suggest that the prostitute’s body is her own and she may do with it as she pleases. The economic impact of legalized prostitution is substantial and this impact cannot be refuted from either moralists or feminists who disagree with the profession as a whole. Nevada is one such example of a locale where the legalized prostitution industry brings in substantial income to the county coffers.

However, we came to see the “chickens” first and foremost and this is the heady time of year when not only are these most conspicuous, during their spring displays at traditional lek sites, but also coincides with a season of transition when breeding birds and wintering species are all also in the mix. It was a very successful tour, during this 2300mile (3600km)-long road trip that spanned much of the “Centennial State”, we got to see every possible chicken, all 13 species of them. This included the dramatic displays of Greater and Lesser Prairie-Chickens, (photo right, John Strawser), Sharp-tailed Grouse, and Greater and Gunnison Sage- Grouse.
