Qualified Safety Plan Requirements Reference Information

General The information supplied below are excerpts taken form our Coaches Manuals as well as other manuals. We have Coaches Manuals customized for each of our 8 Divisions but the Safety sections are common to all of them. The Majors Coach Manual in its entirety is supplied for reference

Item 3 Note; Our local Town officials have advised us to us 911 in cases of ALL emergencies. 17. ACCIDENTS: Managers should use the first aid kit for minor accidents. In the event of a major accident, the manager should immediately call the police and ambulance service at 911 and assure a physician attends to the player. If the parents are not at the field, the manager should notify the parents as soon as possible. He must then promptly report the accident within 24 hours to the Safety Officers noted above as well as the League president, at 860-643-9165 14. The Manager or Coach is responsible for having the League supplied first aid kit at every practice and game. Call the Equipment Director, DJ Greco, 860-306-4079 or the League President 643-9165 to replenish this kit. 18. Promptly report any safety problem and potential safety problem to the Safety Officers noted above. Managers and coaches are to inspect the playing equipment before any game and report missing and/or damaged equipment to the League Equipment Director, DJ Greco, 860- 306-4079 1) If someone is struck by lightning, call 911 immediately. If the victim has no pulse for 20-30 seconds, start CPR. But make sure the safety of others is not jeopardized. It is unsafe to be outside if a thunderstorm is near or in progress (lightning can strike in the same place twice). 19. Bring the player’ phone list at every game and practice in case of emergency 22. 6. Commensurate with our liability insurance requirements and background checks procedures, only league players, managers, and coaches are allowed on the field during practice sessions and games. Managers and coaches must have completed the Volunteer Application Form and local form for GLL processing of the NSOPR and local police background checks. 8. Players should be kept on the team bench when not playing. NO SPECTATORS WILL BE ALLOWED BETWEEN THE TEAM BENCH AND THE PLAYING FIELD OR AT THE TEAM BENCH . A non-League approved person keeping score in the team dugout is prohibited.

TRAINING AND DEVELOPMENT

Glastonbury Little League has implemented a comprehensive and coordinated Player Training and Development Program. This Program is designed to have players achieve certain levels of skills in basic baseball fundamentals as they progress upwards in each of our Divisions of play. While building self esteem and providing enjoyment of the game is paramount in our philosophy, it is important for us to strive to impart as much baseball skills and knowledge as possible in each player. Coaches are to assure fields and equipment are oin proper condition prior to the start of practices

Conducting a successful practice

Glastonbury Little League has been conducting All Star and Baseball Summer Camps for many seasons. Keeping all players busy and maximizing the amount of practice time available has proven to be the key to a successful practice. The use of "Skill Stations" has proven extremely effective. Basically, for the first half of the practice, the team is divided in groups of three or four players. The groups are placed in various areas(stations) of the field. Individual baseball skills are taught at each station such as throwing, bunting, hitting, etc. After 10-12 minutes the groups are rotated to a different station. This rotation continues until all groups have processed thru each skill station. The balance of the practice is used to develop team skills such as infield defense, relays, etc.

Minor League Skills

Hitting: Players should be taught the following hitting skills: The hitter should approach the plate with confidence believing that he/she can and not hope to the ball. Should a occur, the player is encouraged to not get angry or despair but to learn from the event and strive to correct for the next at bat. The batter should not decide to swing but rather, decide not to swing. This helps the batter to be better physically and mentally prepared to hit. A controlled swing, about 70% of a full power swing, coupled with a short 6 inch stride towards the should be taught. Good hip rotation with the rear foot pointing to the pitcher at the completion of the swing. The head should remain down. teach the players to not look up immediately upon hitting the ball. The hitter should be taught to hit the ball out in front of the plate to maximize power.

Bunting: A square stance, bat out in front and level, facing the pitcher with knees flexed is important. The hitter should be taught not to move the bat up and down to hit the ball but rather to move the body up and down keeping the head in the same relationship with the bat. Hit the ball with a "draw" on the bat so as to create a soft touch. so that the ball stops approximately 10 feet from home plate For advanced hitters, teach them to bunt to positions. Catching Fly Balls: Catching fly balls should be done with two hands and if possible in a ready to throw position. This increase chances for a successful catch and quickens the ensuing throw. Keep the ball in front of the player

Fielding Grounders: Center the ground ball with the body if at all possible. Keep the glove down while awaiting on the ball. If possible the throwing foot should be slightly forward. Encourage the players to field with soft hands and not swipe at the ball. The fielded ball is brought up to the stomach with the head down watching the ball and glove being tucked into the belly button while the feet initiate the throw.

Throwing: Players are to be taught the crow hop. Overhand throws are encouraged. Do not overthrow, it is better at this level to have a controlled, accurate throw rather than a fast wild throw. Outfielders should be advised to not thrown arcing throws. They should throw straight in the infield even if the ball bounces to its destination. This is a good age to start long tossing with players. This helps to develop arm strength. Start at about 15 feet and gradually move back as you throw and catch with players to a distance they can handle.

Pitching: The five basic steps to pitching should be taught to all players. These will be covered at the Managers' meeting. A pitcher should be advised to change speeds occasionally to keep the batter off stride. Care must be taken not to overuse a young pitching arm. A pitch count should be taken during games. 50 to 60 pitches is more than enough for a 8 thru 10 year old arm.

Base running: Teach runners to over first base when beating out a ground ball. Teach them how to cut the corners sharp when rounding the bases as well as running in as straight a line as possible. Teach them about tagging up, looking for the base coach for help. Aggressive base running is recommended.

Stealing: Stealing is permitted, teach them to look for signs from the coach. It is strongly recommended that you use the base coach to relay the sign. This keeps more players involved in the game. The runner should have the proper stance before leaving the base and not the "Little League" track stance. The kids should be taught the cross-over step that they will be eventually using in the older Leagues.

Relays: Out fielders are to be taught to hit the relay infielder. A ball hit to left field should be relayed to the shortstop who is out in short left field and aligned with the appropriate base. A ball hit to right is relayed to the second base who is positioned in short right. A ball hit to center would be relayed to either the second baseman or shortstop depending on the base running situation. It is recommended that you begin with all relays be towards the second base so that the players can begin to understand the concept of a relay. If they become proficient at this, you may introduce relaying to the correct base. The relay player should be taught the proper relay position(ready to throw) and to align himself with the base. An advanced technique on this skill is for the baseman to help him align("go left","go right").

Catcher : The catcher should be taught the proper position, squatted down, on the toes not on the knees, throwing hand protected behind the right knee. He/she should be taught to slide over to block a wild pitch. The catcher should be encouraged to make every throw back to the pitcher accurately. Overthrows delay the game, put the pitcher off stride and creates bad habits that are carried over to the Major League where runners can steal on bad throws. Coaches should start teaching how to frame a pitch. Cover first on a grounder when no one is one base.

Defensive positions: Teach all positions to all players with emphasis on positions preferred by individual players. It is critical to teach players to cover their positions while a defensive play is being made.

Baseball knowledge: Players should learn the following: When to tag up When to run using sound base running judgment(this takes time to develop...be patient) When to back up plays Basic concept of baseball signs and their use...again use your base coach. Throwing ahead of the lead runner. not to the pitcher to stop play Learning to think ahead while on defense i.e. "What will I do if the ball is hit to me?"

PHILOSOPHY...... Most importantly, the coach is to be sensitive to the physical and emotional needs of each player. He/She must stress the fun aspect of the game. A young player ending the season with more self esteem and confidence at the end of the season than at the beginning is the true measure of a successful youth sports coach

THROWING (GENERAL): stand sideways glove shoulder at target, ball in glove under chin, BREAK - take ball back with elbow shoulder high, arm L shape, glove extend out towards target, fingers on top of the ball, don't lead with the palm, step to throw, pull glove to body, release ball, following through ball hand to glove knee, also remember step to catch

PITCHING: PRIMARY GOAL - put ball in play, don't let them hit it hard, stress control/location, changing speeds, movement; stress timing/tempo give body time to deliver pitch smoothly, 5 STEPS; 1) rock, comfort step back to shift weight, 2) pivot, turn pivot foot parallel to rubber, 3) balance pint, lift knee (do not swing) ball and glove under chin, 4) break, step towards plate ball back palm down, 5) throw, release ball follow through ball hand to knee

BASE RUNNING: General, take a chance, gamble, put pressure on defense; remember two quick steps better and quicker than one long step; out-of-the-box - right handed hitter, lead with right foot; left hander hitter, use cross-over step lead with left foot, head and eyes on 1b, run through first, brake down (stop), look right for over throw, making turn; loop out hit inside corner of base (either foot) with inside lean go 2 or 3 steps pick-up ball; at 1b - know # of outs, score, game situation, look for signs, talk to coach, take base running (athletic) position (NOT SPRINTER), feet shoulder width or wider, knees bent, arms at side, hand closed in a fist, use edge of bag to push off cross-over and explode towards 2b. When going to next base, e. g. first to third base, and after hitting second base, throw right shoulder to infield so that the body will follow inward.

All managers and coaches are to attend the pre-season coaches meetings in mid march for review of teaching methods for the above skills. This training will be given at the coaches meeting in March and at the July Summer Camps The following Clinics are conducted to provide concurrent training for coaches and players

25. Managers and coaches will undergo basic First Aid kit administration training offered by the TOWN Nurse at the annual Coaches Meetings in mid March. Dates of training are noted below. At least one team coach was in attendance Item 7 23. The safety coach or team manager is to survey the field prior to that start of any game or practice for safety hazards. From Umpire Manual 6. Prior to games, Umpires are to inspect the field for safety hazards and suitability for play when wet conditions exist

Item 10 From our Coaches Manuals 18. Promptly report any safety problem and potential safety problem to the Safety Officers noted above. Managers and coaches are to inspect the playing equipment before any game and report missing and/or damaged equipment to the League Equipment Director, DJ Greco 860- 306-4079 The home team manager is responsible to set out the field equipment for games – bases & umpires' gear. The home team Manager is responsible to lock the equipment box during the course of the game and assure the box is closed and locked after the game. The manager should notify the League Commissioner if equipment replacements are required at any field during the season. The provided equipment box key must be returned to the League with equipment return.

Additionally, GLL hires a local sports equipment vendor, Clean Sports, Inc., to clean, repair or replace any defective equipment in our inventory. The specialized cleaning process has a sanitizing cycle designed to remove fungus and bacteria.

Excessive bleeding/suspected bone injury or other major injury, call 911. Direct all other players away. Stay with injured player until help arrives and direct the responding officer to the player. Notify parents. Maintain an account of the incident and report to League President and Board Safety Officer

Item 12 Our local experience is that it is best to place first aid kits in our field equipment boxes rather than give one to each team coach. This assures the kit will be available without depending on every coach remembering to bring the kit to his/her game From the Safety Coach Guidelines ➢ Ensure a replenished first aid kit is available for minor accidents From the Coach Manual Safety Section 14. Item 13 From the Coaches Manual Safety Section 1. During practices, players should be spaced so that no one is endangered by wild throws, missed catches, or batted balls. 2. Batters, base runners and base coaches must wear batting helmets during games, practices and when in the batting cages at Robbs Farm and Butler Field. 5. Catchers must wear full protective gear (masks with throat guard, shin guards, chest protectors and cups) when catching or warming up . It is recommended that all male players wear cups 7. Bats, helmets, and other equipment should be kept well removed from the playing field 11. The on deck position and the use of donuts and/or bat weights is not allowed. Managers are responsible for implementing this rule. Umpires are instructed to enforce this rule GLL has completely stocked its hardball fields from Minors to Seniors with breakaway bases. Throwdown bases are used in Rookie and Tee Ball Divisions

GLL submits its 2019 Safety Plan which is posted on our web site for Coaches, players and parents to review. The GLL registrations, baseball and Softball will be submitted by March 31 and will be supplemented at a later date to include add late registration. That Plan is as follows:

Glastonbury Little League Safety Plan Note to all Parents, Coaches and players Glastonbury Little League annually submits a non-mandatory Safety Plan to the national headquarters in Williamsport,Pa as part of its A Safety Awareness Program(ASAP). The submittal is quite extensive incorporating many items and issues. Audits of the lighting at Ross Field, survey reports on every field we use, safety education and alerts of coaches and other volunteers, accident management and reporting protocols , local safety initiatives, etc. Approval of the Safety Plan results in a discount in our medical insurance coverage premiums which helps us minimize our registration fees. While the total plan is not listed below, our local initiatives for the last season and the upcoming season are. Safety suggestions are sought and are most welcome. Players, parents and coaches are urged to participate in these initiatives where applicable

2020 Safety Plan

Facilities 1. Replace worn Coaches box mats at Butler Field 2. Metal Halides lights at Ross Field were installed in 1991. They are now operating at the LL minimum level. Replace all fixtures with LED fixtures to restore light levels and cut operating costs. This is GLL funded 3. Repair grade levels and dirt composition at GHS #10 outfield for quicker recovery after rain storms 4. Trim trees at all fields where they overhang the field and potentially hamper play. 5. Explore possibility of adding infield mix at Butler fields

Equipment

1. Inventory existing equipment and replace missing and damaged items with purchases from DSG ADStarr 2. Purchase and replace filters in Ross Concession Stand Deep fryer 3. New bases and plate at Nayaug Field.

Education

GLL Batting Cage Operating Rules

1. Use of batting cages is not permitted without presence of League approved and scheduled Cage Equipment Operator(CEO) 2. The CEO only is to operate the pitching machine 3. On Deck batters are not permitted inside or outside of the cage 4. One batter at a time only in the cage. Coaches and players in waiting must be outside the cage. 5. Batter must be in the batter’s box facing the pitcher/pitching machine before ball can be released 6. GLL approved coaches only are allowed to pitch to a batter 7. The GLL provided L-Screen must be use in the Manual Pitch cage 8. Players and coaches are to retrieve the balls and return them to the CEO. 9. GLL provided helmets and bats are to be returned to the CEO for storage 10. Teams may not exceed the time scheduled for use 11. All trash is to be picked up and dispensed in the trash barrels 12. Soft toss of any type or tees is not allowed against the cage or field fencing 13. Cage users are not to intrude onto the Butler Field playing areas while games are on-going. Practice teams have priority during practices. 14. Parking on the Butler Field side of Forest Lane is prohibited

Cage Equipment Operator

Batting Cage Equipment Operators Duties

1. Arrive 15 minutes before scheduled start time 2. Ipods or other similar devices are not allowed. The CEO needs to hear what is going on. 3. Unlock both cages and Pitching Machine(PM) shed 4. Convert the chute to the proper level, baseball or softball(tools in the PM shed). The use schedule will be posted inside the PM shed 5. Turn on PM and test pitches for accuracy, assure that no one is in the cage while doing so 6. Set the PM speed to the speed marks indicated on the PM control. Do not vary these indicated speeds. 7. Assure that no one except the batter is in the cage before dropping the ball 8. Assure the batter is in position and is looking for the pitch 9. Show the ball to the batter before dropping it into the chute 10. Do not allow the use of the manual cage without an adult coach involved and supervising it. Non-team players are not allowed. Continued violation of same requires you to clear the manual cage and lock it up. 11. The L-Screen must be in use if the coach is pitching in the Manual Cage 12. The players and coaches will pick up the balls, place them in buckets and bring them to you, passing them through the opening in the PM shed protection netting. 13. Sessions must end by the times listed on the schedule. Additionally, CEO’s will not be paid for overtime. 14. Assure all the balls are picked up, placed in the buckets and returned to the PM shed after each evening’s use 15. Assure the GLL bats and Helmets are returned to the PM shed after each use. 16. Sign your name and date on the work/payment list located in the PM Shed 17. Assure that both cages and the PM shed are locked before leaving the cage. Check twice.

SECTION 2 SAFETY Safety Coach Guidelines Safety Coach: One coach shall be designated the Team Safety Coach. A league provided cap would be used to maintain visible emphasis on safety.

Why a safety coach: GLL has an excellent record regarding player injuries, however there have been incidents that could have been avoided by more visible and preventive actions. Therefore, GLL is adopting a policy to elevate the importance of safety by assigning Safety Coach to each of its teams in every division of play. Responsibility: Implementing Glastonbury Little League Safety Policy. Highlights are listed below – see Section 2 of the GLL Coaches Manual for additional description.

Accidents Evaluate the extent of the injury. Excessive bleeding/suspected bone injury or other major injury, call 911. Direct all other players away. Stay with injured player until help arrives and direct the responding officer to the player. Notify parents. Maintain an account of the incident and report to League President and Board Safety Officer as soon as practical. Treat minor injuries (cuts, abrasions, etc with first aid kit)

Preventive Action ➢ Bring the player’s phone contact list to every game and practice along with cell phone. ➢ Become aware of players special medical needs (i.e. allergies, bee stings, etc) ➢ Never leave a player unattended after game or practice (thru Junior League). ➢ Dugout Discipline – Assure all coaches remain IN the dugout during game situations, entry shall be unobstructed, bats in bat racks, and equipment bags hung or stored under benches. ➢ Assure no On-Deck Batters, no person shall handle a bat during the game unless they are at the plate or approaching the batters box ➢ Assure base runners and base coaches are wearing league-approved helmets. Bats shall be clear of the playing area. Catchers must wear full protective gear (masks with throat guard, shin guards, chest protectors and cups) when catching or warming up pitchers. ➢ Assure players are not wearing watches, rings, or jewelry during the game. ➢ Reinforce the umpire’s decision to call games for lightning and darkness ➢ Evaluate playability of the field and condition of the equipment prior to games. Report unsafe field and equipment conditions to Safety Officer and/or League President ➢ Ensure a replenished first aid kit is available for minor accidents ➢ Assure field equipment box is closed and latched during games ➢ Assure that only League approved individuals are acting as coaches during games and practices . Education ➢ Prohibit head first slides ➢ Monitor batter count for maximum number of batters faced by one pitcher ➢ Collision avoidance – call for the ball when fielding; proper slides in base running situations. ➢ Proper release of bat after a hit (no thrown bat) ➢ Don’t turn your back on the baseball! ➢ Proper catcher position: equipment forward, fist behind gloved hand or shin guard. ➢ Stress location and change of speed for pitchers – curve balls must not be used in this league. ➢ -LIGHTNING FACTS AND SAFETY TIPS

2) To determine how far away a lightning strike is, count the number of seconds between the flash and when you hear the rumble of thunder. Divide this number by 5 to get the distance (in miles) lightning is away from you. (i.e. count to 5 and storm is ONE (1) MILE AWAY!!

3) Once the lightning is 6 miles away (30 seconds between lightning flash and thunder), take shelter!

4) Outside activities should not be resumed until 30 minutes after the last audible thunder as lightning can strike up to 20 miles from the storm cell.

5) Take shelter in a safe building like a large enclosed structure or an automobile. Do NOT take shelter in a baseball dugout, picnic shelter or under a tree.

6) Know the forecast. If the forecast calls for thunderstorms, be on the lookout for threatening skies and be prepared to take shelter if dangerous weather approaches. Bring a transistor radio…listed to AM band for static or get live-local weather updates every 10 minutes from WTIC NEWS-TALK 1080.

7) Even though the thunderstorm may be as far away as 20 miles, a “bolt from the blue” can happen. If hair on people’s head or body “stands up”, even if it’s sunny where you are, lightning is about to strike…take shelter.

8) If someone is struck by lightning, call 911 immediately. If the victim has no pulse for 20-30 seconds, start CPR. But make sure the safety of others is not jeopardized. It is unsafe to be outside if a thunderstorm is near or in progress (lightning can strike in the same place twice).

Lightning kills more people each year (80-100) than tornadoes and hurricanes combined

Concession Stand Manual

Introduction

The two principle objectives of the Richard H. Ross Field Concession Stand are to provide baseball fans at this field wholesome meals and/or snacks at reasonable prices as they enjoy watching ball games and to be a source of funds that support various League activities. Customer courtesy and food safety are paramount in the operation of the stand. While volunteer workers are important they must be versed in the basics of the stand operation prior to handling food and serving the public.

The purpose of this manual is to provide a guide to Stand Managers in the preparation of menu items and to provide rules and guidelines for stand decorum.

Thank you for accepting the responsibility of Stand Manager for this season. With you lies the success of this very important Glastonbury Little League activity

Stand Admission

1. No one under 14 years old is allowed or permitted to work in the stand

2. Volunteer parents are not allowed to bring under aged children in the stand while they are on duty.

3. Only volunteers who are actually working may enter the stand.

4. Glastonbury Little League Board members are allowed in the stand to conduct League functions such as collecting fundraising tickets, registrations, etc. Names of the Board Members will be posted in the stand.

5. Coaches and players are not allowed to enter the stand or to use the press box

6. Use of the press box for video taping or other reasons is not permitted unless approved by a Board member on site.

7. Smoking is not allowed in the stand.

Scoreboard and Pitch Count BoardUse

The scoreboard is not to be operated other than by a Board member or a person approved by the Board of Directors. The names of the Board Members and the approved scoreboard operators will be posted inside the Stand. Only the scoreboard operator is allowed in the booth. Offsprings, friends, etc., are not. The cabinet that houses the scoreboard control and food supplies must be kept locked.

Public Address System

The Public address system is not to be used without the specific approval of the League President, or the League Equipment Director.

Phone Use

The general public may use the phone located in the stand. Conversations should be kept reasonably short. Users may not enter the stand to make calls. Long distance calls are not permitted. The process for use of the phone is as follows: A. The user who remains outside the stand asks for the phone B. The Stand Managers ask for the phone number C. The Stand Manager dials the number and hands the `phone to the user

The Stand Workers

All Stand workers are to complete the national and league volunteer application for for background checks.

The Volunteer must be 14 years old or older to work the stand

Children and siblings of volunteers are not allowed in the stand while the volunteer is on duty.

The volunteer should have a neat appearance. Dirty clothing, etc is to be discouraged.

A volunteer who is coughing, sneezing, appears ill is not allowed in the stand. The Stand manager is to inquire if there is any suspicion of illness..

The volunteer must routinely and thoroughly wash his/her hands prior to performing any duties

Menu items are not free to volunteers

The stand manager is to indoctrinate the volunteers on the use of the cash register, customer courtesy, food presentation and basic stand cleanliness. It is preferable for the stand manager to cook the food.

Volunteers are not to touch the electrical breaker box located in the stand

Stand Decorum

Customer Courtesy: Interchanges with all customers, regardless of age, are to be polite and accommodating. Complaints are to be handled with either item replacement, adjustment(warm coffee, buns,etc) or refunds with apology for inconvenience.

Cleanliness: Spills and drops are to be picked up and cleaned immediately. Food containers, bags, boxes are not to be left on the counters in public view. The serving counter is to be wiped frequently. Filled waste baskets are to be emptied. Personnel are to wash hands at the beginning of the shift and frequently thereafter.

Food Serving:Unwrapped items are not to be handled with bare hands. Examples of this type of item are hamburgers, hot dogs and pretzels. Use the provided disposable gloves. Customers are to be served as quickly as possible.

Food Storage: Dairy products and items that may spoil at room temperature are to be refrigerated

The Menu

Beverages

Non Carbonated beverages are dispensed from the dispenser provided by the vendor. The cups, located in the cabinet below the dispenser, are to be kept face down when taken out of the cabinet to prevent airborne contamination. Advise Don Longtin if the dispenser gurgles.

Sports drinks and water are kept in the cooler near the soda dispenser. Supplies are kept in the press box area. Three to four hours is required to properly cool a fresh load of Powerade or its equivalent(Gatorade, Pump).

Coffee, Tea and hot chocolate are produced with the BUNNMATIC. Do not produce more than one full container of coffee, so as to maintain a fresh supply. Hot water is obtained by removing the lid from the top right water inlet and pouring one pot of cold water in this inlet. An equivalent amount of hot water will pour from the bottom right outlet into an empty pot. Make sure old coffee grinds and filter are removed from the percolator before pouring. Coffee is produced by placing one bag of fresh coffee and one filter in the percolator section. DeCaf coffee is available. Maintain beverage temperature by turning on coil heater(red light goes on). Sweeteners are placed on the serving counter. Half and Half is to be kept in the refrigerator at all times. Request for water are accommodated by pouring tap water in a soda cup

Ice Cream:

Ice cream products are normally stored in the freezer section of the refrigerator or the separate freezer. Do not leave containers at room temperature.

Candy Products Candy products except for Skittles and Twizzlers are to be stored in the refrigerator

Nachos Chips are stored upstairs(check for use date) as are unopened cans of Nacho Cheese. Once the cheese can is opened it must be refrigerated when not in use. To prepare, fill serving plastic tray with chips and cheese in the appropriate tray compartments. Heat and dispense the cheese from the appropriate equipment.. Use food handling gloves (stored near chips) when handling chips. Opened chips bags are stored in top cabinet.

Hot Dogs Hot dogs are stored in the freezer as well as are the buns. Date of purchase are marked on dog boxes Do not thaw dogs at room temperature. Thawing must be done in refrigerator. Place frozen or thawed dogs in hot water pot on stove to heat. Do not leave in water for extended period as they will lose their flavor. Remove buns from freezer and allow to thaw out in refrigerator. Place heated dogs on grill for final cooking i. e., temperature should be above 155 degrees F. Place dog in bun and wrap item in provided wrapper and place in buffet tray in oven set at 140 degrees F or above Assure buffet cover is in place to prevent drying. Condiments in individual single serve packages may be placed on serving counter. Other condiments are to be refrigerated and provided upon customer request. Serve unwrapped gos with cellophane food handling gloves located near nacho chips

Hamburgers and Cheeseburgers Hamburgers and their buns are stored in the freezer, Cheese is stored both in the freezer and the refrigerator. Date of purchase are marked on burger boxes Do not thaw burgers and buns at room temperature. Thawing must be done in refrigerator.Hamburgers are to be cooked well with no rare section to a minimum temperature of 155 degrees F. Place cheese on hamburger for producing cheeseburger. Occasionally test burgers temperature with supplied food thermometer located in utensil drawer. Do not leave cheese stored at room temperature. Place burger in bun, wrap in "Sav-Wrap" and place in buffet tray in oven set 140 degrees F or above. Condiments in individual single serve packages may be placed on serving counter. Other condiments are to be refrigerated and provided upon customer request.

Important: The number of dogs and burgers cooked ahead is at the discretion of the Stand Manager. Do not let volunteers make this determination. Care is to be used to minimize left over waste after the games. The grill closes at 7:45 on weekdays and at 3:00pm on Saturdays

Giant Pretzels Pretzels are stored in the freezer. Remove pretzels from bag using food handling gloves. Lightly spray light side of pretzel with water from water spray bottle. Dip this side into salt provided by manufact7Pretzels are stored in the freezer. Remove pretzels from bag using food handling gloves. Lightly spray light side of pretzel with water from water spray bottle. Dip this side into salt provided by manufacturer. Place in toaster oven for 3 &1/2 minutes, bell will ring when finished. Remove and hand in pretzel warmer. Prepare 2 or 3 unsalted pretzels. Serve using Sav-Wrap which is given to customer for their handling. When assessing products for useability, when in doubt throw it out!!

Fries A new self contained Fryer has been installed. Load the amount of French friesoor chicken tenders desired in the front chute and set the timer to the prescribed amount of time for the amount of fries. The fries will be cooked and dumped into the side receptacle automactically. Let sit for a minute and place the tray of fries under the warming lamp

Stand Close Down Procedures

Games must end by the 9:00pm curfew. Teams are to be advised by 8:50pm that they are approaching the curfew time if they are still on the field.

All cooking utensils must be washed, rinsed and sanititized with germicidal mixture of one tablespoon of bleach to two gallons of water. The floor must be cleaned and swept.

Wastebasket bags are to be securely tied and placed in outside barrels

Perishables must be stored in the refrigerator at 45 degrees F or less Products are not to be re-frozen, they are to be palced on the refrigerator after being removed from the freezer.

The grill is to be cleaned using soda water and scouring pad. with a final wipe with germicidal mixture. The spill tray must be emptied in the supplied container and cleaned and returned to the grill.

The Manager is to stock the refrigerator with buns, dogs and hamburgers from the freezer for the next evenings games. Use the boxes with the oldest dates.

The Stand Director will remove the proceeds from the cash register on a daily basis leaving $30 currency and coins for the next game's start up. The Manager and Director will match the receipts to the register tape output to review overages and shortages if any.

The manager shall turn off the field lights as soon as possible. Assure that the field is clear of players and others before turning off lights.

The manager is to assure that all stand accesses are closed and locked before leaving.

Notify the Stand Director of any existing and/or projected inventory shortages so that they may be re-stocked.

GLL Scorebook

WE have custom designed this scorebook to include all pertinent Safety rules as well as rules that govern our equal playing time mandates both on offense and defense. Pitching rules are also included for each pitch division. The book facilitates the coach entries related to tracking playing time Coaches are required to return the books at the end of the season for GLL auditing. Please note that our GLL scorebook used in out Tees-Seniors Divisions is included. Verbiage relating to playing time mandates and safety protocols are noted below

Glastonbury Little League Fundamental Operating Rules

The following rules apply to all Divisions Tees through Seniors in both Baseball and Softball *No player shall play one inning more than any other player on his/her team. *No player shall sit out of the game for consecutive innings. *Every player must play a minimum of one to two full defensive inning in the infield, depending on the league level played. Check your appropriate Manual. This includes the catcher and pitcher position. *All players on the team are to be inserted in the batting order. That order is to be maintained for the duration of the season/playoffs and rotated one player every game. Specifically, the first batter in the first league game will bat last in the next game and all batters move up one position. This rotation will be implemented regardless of a player’s attendance in any one game. The rotation will not change for post- season play where applicable. *On Deck Batters are not permitted. The next hitter in the lineup shall proceed from the team bench, go to the bat rack and go directly to the batters box. Players are not permitted to have bats in hand while in the dugout. The following are Glastonbury Little League Safety protocols to be followed by Coaches, players and fans

1. On deck batters, batting donuts and weighted bats at every level of play are prohibited. 2. Coaches and umpires are to inspect the field, equipment and facilities for safety. Report any safety issue to the League Safety Officer, Don Longtin 3. Coaches are to call 911 in the case of any emergency 4. Coaches must have a listing of players parents’ contact information at games and practices. 5. Only Glastonbury Little League approved individuals can serve as coaches and volunteers and can interact with players and can be within the field boundaries. 6. Coaches must be aware and implement all pitching rules including mandated days of rest. 7. Coaches are to assure that only Little League approved bats are used in games and practices. 8. Curve balls are prohibited 9. Head first sliding is prohibited except when returning to a base. 10. Protocols on lightning described in the Coaches Manual must be strictly adhered to. The Umpire has sole authority to determine play in the case where lightning is present. 11. Coaches are to have the GLL issued first aid kits and ice packs at games and practices 12. Assure players are leaving with an appropriate person 16. Assure a cell phone in proper working order is available at every game and practice 17. Smoking and alcoholic beverages are strictly forbidden at GLL playing fields 18. Field equipment box lids must be closed when box is not in use

Legislative Mandates The State of Connecticut and the Federal government both have legislated mandates pertaining to the reporting of instances of Child Abuse by all individuals in positions of interacting with children. The safety and well-being of all participants in the GLL program is paramount. As adults, we want to ensure that the young people playing in our program are able to grow up happy, healthy and, above all, safe. Whether they are our children, or the children of others, each of us has a responsibility to protect them. Unfortunately, there are those who would seek to do harm to these children, to rob them of their right to feel safe and grow up in a free and healthy environment. As a result of the Federal legislation and combined with Connecticut law, those interacting with children must act as mandatory reporters and therefore, they are required to report or cause a report to be made when, they have reasonable cause to suspect or believe that a child under the age of 18 has been abused, neglected or is placed in imminent risk of serious harm. (Connecticut General Statutes §17a-101a) or where child abuse occurs where a child has had physical injury inflicted upon him or her other than by accidental means, has injuries at variance with history given of them, or is in a condition resulting in maltreatment, such as, but not limited to, malnutrition, sexual molestation or exploitation, deprivation of necessities, emotional maltreatment or cruel punishment. (Connecticut General Statutes §46b- 120) or where child neglect occurs where a child has been abandoned, is being denied proper care and attention physically, emotionally, or morally, or is being permitted to live under conditions, circumstances or associations injurious to his well-being. (Connecticut General Statutes §46b-120). With this in mind, we need to better understand what child abuse is.

What is Child Abuse? Defining child abuse is the first step in battling it. Child abuse can take several different forms: Physical abuse of a child is when a parent or caregiver causes any non-accidental physical injury to a child. There are many signs of physical abuse. If you see any of the following signs, please get help right away. Signs of physical abuse in a child: Physical: • Any injury to a child who is not crawling yet • Visible and severe injuries • Injuries at different stages of healing • On different surfaces of the body • Unexplained or explained in a way that doesn’t make sense • Distinctive shape • Frequency, timing and history of injuries (frequent, after weekends, vacations, school absences) Behavioral:

38 • Aggression toward peers, pets, other animals • Seems afraid of parents or other adults • Fear, withdrawal, depression, anxiety • Wears long sleeves out of season • Violent themes in fantasy, art, etc. • Nightmares, insomnia • Reports injury, severe discipline • Immaturity, acting out, emotional and behavior extremes • Self-destructive behavior or attitudes

28.3% of adults report being physically abused as a child.1

Sexual abuse occurs when an adult uses a child for sexual purposes or involves a child in sexual acts. It also includes when a child who is older or more powerful uses another child for sexual gratification or excitement. Signs of sexual abuse of a child: Physical: • Difficulty sitting, walking, bowel problems • Torn, stained, bloody undergarments • Bleeding, bruises, pain, swelling, itching of genital area • Frequent urinary tract infections or yeast infections • Any sexually transmitted disease or related symptoms Behavioral: • Doesn’t want to change clothes (e.g., for P.E.) • Withdrawn, depressed, anxious • Eating disorders, preoccupation with body • Aggression, delinquency, poor peer relationships • Poor self-image, poor self-care, lack of confidence • Sudden absenteeism, decline in school performance • Substance abuse, running away, recklessness, suicide attempts • Sleep disturbance, fear of bedtime, nightmares, bed wetting (at advanced age) • Sexual acting out, excessive masturbation • Unusual or repetitive soothing behaviors (hand-washing, pacing, rocking, etc.) • Sexual behavior or knowledge that is advanced or unusual • Reports sexual abuse

20.7% of adults report being sexually abused as a child.2

Definition of Child Sexual Abuse. Child Sexual Abuse can be defined as the exploitation of a child by an older child, teen, or adult for the personal gratification of the abusive individual. This form of abuse could involve a range of sexual activities, from touching to non-touching offenses, and may also include acts that are considered non-sexual but are done for the gratification of the abuser. This might include talking to a child in a sexually explicit way, voyeurism, or exposure of private parts to a victim and/or victim’s exposure of his or her private parts

When a parent or caregiver harms a child’s mental and social development, or causes severe emotional harm, it is considered emotional abuse. While a single incident may be abuse, most often emotional abuse is a pattern of behavior that causes damage over time. Signs of emotional abuse in a child: Physical: • Delays in development • Wetting bed, pants • Speech disorders • Health problems like ulcers, skin disorders • Obesity and weight fluctuation Behavioral: • Habits like sucking, biting, rocking • Learning disabilities and developmental delays • Overly compliant or defensive • Extreme emotions, aggression, withdrawal • Anxieties, phobias, sleep disorders • Destructive or anti-social behaviors (violence, cruelty, vandalism, stealing, cheating, lying) • Behavior that is inappropriate for age (too adult, too infantile) • Suicidal thoughts and behaviors

10.6% of adults report being emotionally abused as a child.3

Child neglect is when a parent or caregiver does not give the care, supervision, affection and support needed for a child’s health, safety and well-being. Child neglect includes: • Physical neglect and inadequate supervision. Examples of physical neglect: • Deserting a child or refusing to take custody of a child who is under your care

2 Statistic provided by Childhelp.org 3 Statistic provided by Childhelp.org 40 • Repeatedly leaving a child in another’s custody for days or weeks at a time • Failing to provide enough healthy food and drink • Failing to provide clothes that are appropriate to the weather • Failing to ensure adequate personal hygiene • Not supervising a child appropriately • Leaving the child with an inappropriate caregiver • Exposing a child to unsafe/unsanitary environments or situations

• Emotional neglect. Examples of emotional neglect: • Ignoring a child’s need for attention, affection and emotional support • Exposing a child to extreme or frequent violence, especially domestic violence • Permitting a child to use drugs, use alcohol, or engage in crime • Keeping a child isolated from friends and loved ones

• Medical neglect. Examples of medical neglect: • Not taking child to hospital or appropriate medical professional for serious illness or injury • Keeping a child from getting needed treatment • Not providing preventative medical and dental care • Failing to follow medical recommendations for a child

While a single indicator may not be cause for alarm, children who are neglected often show that they need help: • Clothing that is the wrong size, in disrepair, dirty, or not right for the weather • Often hungry, stockpiles food, seeks food, may even show signs of malnutrition (like distended belly, protruding bones) • Very low body weight, height for age • Often tired, sleepy, listless • Hygiene problems, body odor • Talks about caring for younger siblings, not having a caregiver at home • Untreated medical and dental problems, incomplete immunizations • Truancy, frequently incomplete homework, frequent changes of school

A crucial step in stopping child abuse before it happens is knowing who might be a child abuser, and where child abuse might happen. For better or worse, the answer to each question is simple. Where can it happen? Anywhere. Who could be a child abuser? Anyone.

Who are the reporters? 41 The legislatively adopted Federal “Protecting Young Victims from Sexual Abuse and Safe Sport Act of 2017” mandates that all amateur sports organizations, which participate in an interstate or international amateur athletic competition and whose membership includes any adult who is in regular contact with an amateur athlete who is a minor must report suspected child abuse, including sexual abuse, within 24 hours to law enforcement. In the case of Glastonbury Little League, this would be ADULT(over 18 years old) Administrators, Coaches, Managers, Umpires, Concession Staff. An individual who is required, but fails, to report suspected child sexual abuse is subject to criminal penalties. If an individual suspects a case of abuse within GLL, they should report it within 12 hours of the alleged incident to the appropriate child services organization and/or local law enforcement as well as, GLL President and CT. District 7 Administrator. There is a “safe harbor” for good faith reporting,

Immunity from liability. Concern is often expressed over the potential for criminal or civil liability if a report of abuse is subsequently found to be unsubstantiated. However, we want adults and Little Leaguers to understand that they shouldn’t be afraid to come forward in these cases, even if it isn’t required and even if there is a possibility of being wrong. All states provide immunity from liability to those who report suspected child abuse in “good faith.” At the same time, there are also rules in place to protect adults who prove to have been inappropriately accused. Little League policies prohibit retaliation of any kind when a good faith report of child abuse is made. Reports of Child abuse will be handled in a confidential manner by the recipients of those reports.

The following Message is automatically sent to all registering GLL Coaches in regards to the JDP Background Checks Protocols and Requirements Thank-you for volunteering to coach in the 2019 Regular season Baseball program. Please attend the live registration on Friday evening, January 11th or Saturday morning, January 12th in the Gideon Welles Cafeteria. We will direct you to the coaches station to complete your Coach application card and note the division you which to coach in and if you have any partner preference. GLL volunteers will be there to answer your questions. Subsequently, you will be advised about an upcoming Coach meeting where details of your team assignment will be available. GLL has long performed background checks on all of its volunteers to assure a safe environment for our children. This season, we are upgrading our process to meet mandates issued both at the state and federal level on organizations such as ours. LL has partnered with JDP, a risk mitigating company, to assist local LL programs to carry out this task. At some point after registering with GLL, the first, middle, last names and email address of Coach Applicants will be sent to JDP for batch processing. Subsequent reports will be available to the GLL President and affected candidate. It is important that the aforementioned items are listed in your registration to minimize mistaken identities. Additional, state and federal now mandates youth sports volunteers to be “reporters” of child abuse occurences should they be noted.
