Plzeň, meanwhile, recovered from a disappointing start to win each of their last three fixtures en route to topping Group G. Previous meetings • The two clubs have never met in UEFA competition. • Partizan have won both of their previous two home games against Czech opponents, including a 5-0 victory over Sparta Praha in the quarter-final of the 1965/66 European Champion Clubs' Cup, in which they eventually finished as runners-up. • Plzeň's only tie against Serbian opposition came in the 2015/16 UEFA Europa League play-offs, when they won 2-0 away to Vojvodina to complete a 5-0 aggregate success. Form guide • Partizan have won three (including the last two) and lost two of their six home European fixtures this season, keeping three clean sheets. They scored two goals in each of their group stage matches in Belgrade. • Partizan are into the knockout phase of the UEFA Europa League for the first time after four group stage failures. The last season in which they successfully came through a group stage was 2004/05, when they reached the last 16 of the UEFA Cup. • Plzeň's 2-0 victory at Hapoel Beer-Sheva on matchday six of the group stage was their first European away win in 13 attempts (D5 L7), stretching back to that 2015/16 UEFA Europa League play-off win in Serbia against Vojvodina. • This is Plzeň's fourth participation in the UEFA Europa League round of 32. They were defeated by Schalke in 2011/12 but reached the last 16 on each of their last two appearances, beating Napoli in 2012/13 and Shakhtar Donetsk in 2013/14 and in each case winning the away leg. Their last two UEFA Europa League campaigns, in 2015/16 and 2016/17, ended at the group stage. • Partizan won last season's Serbian Superliga. Their path to the UEFA Europa League round of 32 began in the second qualifying round of the UEFA Champions League and has already taken in 12 European matches. This 13th fixture makes 2017/18 the club's longest ever European campaign. • Runners-up in last term's Czech First League, Viktoria Plzeň lost to FCSB in the third qualifying round of the UEFA Champions League but finished above the same Romanian opponents in their UEFA Europa League group, having trailed them by six points halfway through.     UEFA Research Grant Programme 2011/12 Researcher: John Hughson, Professor of Sport and Cultural Studies, Director of the International Football Institute, University of Central Lancashire, Preston, UK Project: Football Supporter Culture in Serbia: Considering an anti-violent future 1 This final report is presented to UEFA as a position paper on the future directions for the football supporter culture in Serbia. The proposals with which the report concludes are admittedly ambitious, but not, in the opinion of the author, unrealistic. The proposed recommendations are achievable, depending on the commitment of relevant organisations. The author remains at the disposal of UEFA and the key organisations in Serbia for further advice and input towards the pursuit of positive directions in Serbia’s football supporting culture. The research undertaken for this report has informed academic outputs that are presently in preparation for submission to refereed academic journals. These intended publications and a related larger, on-going, project on ‘positive futures’ for Serbian sport are outlined in the concluding section of this report. Background The key intention of the project is to contribute to the larger plan – actively pursued by UEFA – to eradicate violent conduct from football supporting in Europe. Although much has been accomplished since the darker years of the 1980s, hooligan type activity remains a problem and, understandably enough, UEFA has acknowledged its role as an organisation with responsibility toward the resolution of this problem. The answers are not simple and any attempt to present facile and easy solutions would rightly be dismissed by anyone with knowledge of football associated violence – right through from senior administrators in the sport, to the police, the media and the majority of violence 2 abhorring football fans.

A club must obtain a GBE from the IFA before a migrant is permitted to undertake any employment duties for the club (including participation at training and in friendly matches). A migrant can register for a club without a GBE but, in order to play/ manage any football, he must have obtained a GBE, been assigned a Certificate of Sponsorship by that club and secured leave to remain under Tiers 2 or 5 of the PBS (subject to satisfying any other eligibility requirements of the IFA and any competitions the club participates in). 2. A club can apply for a GBE for a migrant at any time during the Season. In order to apply for a GBE, a club must hold a valid Sponsor’s Licence under Tier 2 and/or Tier 5 of the PBS.
