L'objectif de ce cours est de donner, en trois semaines, une vue d'ensemble des differents aspects de la propriete industrielle, notamment quant a leurs liens avec le developpement industrial et commercial des pays en developpement. De 1978 a 1987, 276 fonctionnaires venant de 90 pays en developpement de tous les continents, ont participe a ce cours. C'est dire que ce cours et, avec lui, le CEIPI, ont acquis une reputation reellement mondiale. Il a semble utile de rassembler dans une publication, cet annuaire, les 276 participants aux dix premieres sessions du cours. On trouvera dans l'annuaire !'indication de l'annee de la mise a jour des informations concernant chaque participant. Je souhaite en particulier que cet annuaire permette aux anciens participants au cours de Strasbourg de maintenir des contacts professionnels fructueux avec leurs homologues dans les autres pays en developpement. J'ai eu le plaisir, l'annee derniere, a !'issue de la dixieme session du cours, de rendre hommage a M. Jean-claude Combaldieu, Directeur general de l'INPI, aM. Jean-Jacques Burst, Directeur general du CEIPI, et au CEIPI 1ui-meme, pour leur contribution exceptionnelle a la formation des cadres des pays en developpement dans le domaine de la propriete industrielle, en leur remettant, ace titre, la medaille d'or de l'OMPI. Je voudrais leur renouveler ici, au nom de l'OMPI, !'expression de rna profonde gratitude. A£d·~ Directeur general Organisation Mondiale de la Propriete Intellectuelle page 2 FORrWORD Each year since 1978, WIPO has held in Strasbourg, together with CEIPI, the Center for International Industrial Property Studies, and with the assistance, particularly the financial aid, of INPI, the French National Institute of Industrial Property, a general introductory course on industrial property for developing countries. The aim of the course is to give, in three weeks, an overview of the various aspects of industrial property, particularly as regards their links with the industrial and commercial development of the developing countries. Between 1978 and 1987, 276 officials from 90 developing countries of all continents have participated in the course. This means that the course, and therefore also CEIPI, have indeed gained a truly worldwide reputation. We therefore felt that it would be of value to reunite within one publication, that is to say this directory, the 276 participants at the first ten editions of the course. The directory shows the year of updating for the particulars given in respect of each participant. It is my special wish that this directory should enable the past participants in the Strasbourg course to maintain fruitful professional contacts with their counterparts in the other developing countries. I had the pleasure, last year, at the close of the tenth edition of the course, to pay tribute to Mr. Jean-claude Combaldieu, Director General of INPI, to Mr. Jean-Jacques Burst, Director General of CEIPI, and to CEIPI itself, for their outstanding contributions to the training of officials of the developing countries in the field of industrial property, by awarding them the WIPO Gold Medal. Il y a 10 ans deja que le Centre d'Etudes Internationales de la Propriete Industrielle a eu le privilege et l'honneur de se voir confier par !'Organisation Mondiale de la Propriete Intellectuelle, l'organisation'du Cours d'introduction generale a la propriete industrielle pour les fonctionnaires des pays en developpement. Ces 10 annees constituent une tres belle experience pour le CEIPI qui garde un souvenir imperissable des differentes promotions qui se sont succedees a Strasbourg. Outre la qualite intellectuelle indiscutable et un desir tres grand d'apprendre, ces auditeurs venant de tous les pays les plus eloignes ont fait preuve de qualites humaines et de coeur absolument remarquables. Le CEIPI se felicite de la collaboration qu'il a eu l'avantage d'instaurer avec l'OMPI. Il souhaite ardemment qu'elle se perpetue. Il sait tout ce qu'il doit au Directeur general de l'OMPI, Monsieur Arpad Bogsch, qui l'honore en siegeant a son Conseil d'Administration ou il lui prodigue les conseils les plus autorises et les plus avises. Mais le CEIPI n'oublie pas que cette oeuvre a pu etre realisee aussi grace au concours actif de l'Institut National de la Propriete Industrielle de la France auquel il rend hommage. Ten years ago already, the Center for International Industrial Property Studies was honored to be entrusted by the World Intellectual Property Organization with the organization of the General Introductory Course on Industrial Property for officials of the developing countries. These last ten years have been a marvellous experience for CEIPI and we treasure an everlasting memory of the groups of participants that have successively come to Strasbourg. In addition to their obvious intellectual qualities and a great will to learn, the trainees from all the most distant countries have shown quite remarkable human and moral qualities. CEIPI is happy to have worked together with WIPO. Its ardent wish is that this cooperation should continue. The Center is fully aware of its debt to the Director General of WIPO, Dr. Arpad Bogsch, who indeed does it the honor of sitting on its Administrative Council, giving the benefit of his extremely authorized and most pertinent advice. However, CEIPI is not forgetful of the fact that this project was also made possible by the active assistance of the National Institute of Industrial Property of France, to which it expresses its thanks. It is gratifying to think that all these participants who have received their basic training in Strasbourg now form part of the widespread international family of industrial property, which knows no frontiers. Abstract Approximately one quarter of Zimbabwean adults left their country of birth during the past twenty years. These sojourners are increasingly dispersed as tightening immigration regimes in preferred destinations and fluctuating global opportunities lead them to places with fewer historical links to Zimbabwe. This dispersive process fractures many families between multiple international locations. Nevertheless, the idea of family remains centrally important to diasporans, who work with relatives around the world to care for children and elders, to acquire important documents like passports, and to prepare for an eventual return home. Following from performative and relational theorizations of kinship, this dissertation argues that collaborative projects are crucibles in which families are forged and reconfigured. This exploration of how dispersion shapes family life deploys three analytical lenses: history, space and technology. Contemporary journeys are historically linked to a century of dispossession and labor-migration in Southern Africa. Colonial governments used onerous “bioinformational regimes” to subjugate Africans and profit from their labor.

Many Coloureds have historically denied the reality of the boundaries that have separated them from whites or Europeans, and more recently, have reinforced the boundaries that have separated them from black Africans. Zimbabwe at Independence was the poster child for progress and change on the African continent. It was a place where, “the wrongs of the past [would] stand forgiven and forgotten… [and] oppression and racism were inequalities that [would] never find scope in the political and social system.”3 Yet thirty years later, amid growing disillusionment over promises of a unified Zimbabwe, a destitute economy, and the perpetuation of racial inequality and oppression, there is an effort among Coloureds themselves to reify the Coloured category4. The categorization of people tends to develop in the course of specific histories of particular places. Local nuances color this. In Southern Africa, following the victory of the South African National Party (NP) in 1948, the term “community” was used as a euphemism for racial exclusion.
