The ability to take up the issues of my mandate including topics of some controversy with them in direct conversation has made for a better understanding of the current situation and appreciation of their respective efforts. I am also especially grateful to Ambassador Michael Scanlan and his staff at the OSCE Mission to Moldova for their invaluable assistance in both the organization of my visit and in briefing me prior to my arrival in Chisinau and throughout my stay. I believe Ambassador Scanlan’s knowledge and guidance helped me to ask the right questions and look critically at the answers I received. ODIHR has worked closely with civil society partners in Moldova and helped prepare the ground for this visit. I am especially indebted to Jan Fahlbusch for his advice and involvement. A View from the Jewish Community By its own estimate the Jewish Community of Moldova numbers about 15,000. The community operates a Jewish library, two general Jewish schools and three synagogues, and it is nearly unique in having a unified presence on both banks of the Dniester. It is an aging community, with half its members older than 50, due in some measure to the steady rate of emigration. -

This paper is an in-depth analysis of the role of the Republic of Moldova in the Eastern Partnership and its influence on relations with the Russian Federation. The analysis of the role of the Republic of Moldova in the Eastern Partnership and the prospects for relations with the Russian Federation are necessary, given that the interests of the European Union and Russia intersect in Eastern Europe, and Moldova has been in the past 10 years between East and West. In the situation created Moldova finds itself between two regional powers – the EU and Russia. The European Union, as well as the Russian Federation, are major partners for the Republic of Moldova, and the orientation to the east or west often depends on political desire. The Republic of Moldova is one of the countries in Eastern Europe where Russia, by various methods, tries to maintain its influence, directing all forces against the EU enlargement to the East. In the context of the Republic of Moldova’s rapprochement with the EU, the main geostrategic interest of the Russian Federation is to maintain control over the former Soviet republics. And in order to maintain its status of great power, Russia needs to maintain its influence, including its military presence in Moldova, as a tool for exerting political pressure. However, the current reality, namely that the draft resolution proposed by the Republic of Moldova on “The complete and unconditional withdrawal of foreign military forces on the territory of the Republic of Moldova” was adopted at the UN General Assembly on June 22, 2018, questions the continuation of the presence Russian military in the Transnistrian region. -

Public Opinion Survey: Residents of Moldova September-October 2017 Detailed Methodology • The survey was coordinated by Dr. Rasa Alisauskiene from Baltic Surveys/The Gallup Organization on behalf of the Center for Insights in Survey Research . The field work was carried out by Magenta Consulting . • Data was collected throughout Moldova (with the exception of Transnistria) between September 23 and October 17, 2017 through face-to-face interviews in respondents’ homes. • The sample consisted of 1,514 permanent residents of Moldova aged 18 and older and eligible to vote and is representative of the general population by age, gender, education, region and settlement size. • A multistage probability sampling method was used, with random route and next birthday respondent selection procedures. • Stage One: All districts of Moldova are grouped into 11 groups; all regions (with the exception of Transnistria) were surveyed. • Stage Two: Selection of the settlements (cities and villages). o Settlements were selected at random. o The number of settlements selected in each region was proportional to the share of population living in the particular type of the settlement in each region. • Stage Three: Primary sampling units were described. • Sampling frame: Moldova Statistical Databank. Weighting: Data weighted for 11 regional groups, urban/rural, and gender. • The margin of error does not exceed plus or minus 2.5 percent. • The response rate was 65 percent. • Charts and graphs may not add up to 100 percent due to rounding. • The survey was funded -
