ALBANIA MoH Overview The ratio of Albanian doctors per 100.000 inhabitants in our country is 132,9. The ratio of nurses/midwifes is 408 per 100.000 inhabitants in our country. We have 1625 family doctors in Albanian region overview In general: 501 health workers per 100,000 habitants (physician, midwife, nurse and technical staff). Problems (1) Limited number of the health human resources, No equal distribution (not only geographical) of the medical staff, (external & internal migration), Decrease of the professional elite (motivation), Insufficient number of the family physicians, Problems (2) Traditionally lack in experts in different fields of Public health management, health economy, health promotion, policies and health planning. Standard fulfillment at the nursery service level according to the profile of the service that they offer. (Basic professional education in nursery field continue to have oscillations and to be without standardization) Lack of the professional creditation system, Problems Lack of the continuous professional educaction system, Lack of the national strategy (associated with a national plan) for human resources??? Our objective To establish a national system for human resources based on the evidence, using the European experience and WHO recommendations. Actually: 1. We don’t have a integrated information 1. We can’t use system for human the information in resources; the decision- 2. We collect the data making process from different information sources; 2. Difficulties in 3. We can’t have the planning human information in time; resources and 4. The information is in needs hard copy. 3.High cost … In the future… (1) To prepare a national plan for human resurces in health sector. In this process, is absolutly nessessary to invate experts from the Ministry of Finance (very important component), In the future… (2) To ameliorate the geographical distribution (or to re-distribute) of human resources, aplying the rules of labour market, In the future… (3) Administrative harmonized collaboration (between institutions) National integrated health information system To establish a system of Accreditation of teaching/education system, continuous education with adequate curricula harmonized with European standards.
