And which languages do you speak? 18 A. Well, I am a Kono by tribe, but I can speak Mende as well, 19 Krio and English. 09:33:04 20 Q. And could you write in English? 21 A. Yes, yes. 22 Q. And why did you choose to testify in Krio before this 23 Court? 24 A. I chose Krio because I knew I was coming to testify in the 09:33:31 25 presence of white people and I'm not used to their accent. I 26 wouldn't want to be asking questions to be repeating over and 27 again, so that's why I want to testify in Krio; because this 28 thing is very important and I can express myself better in Krio. 29 Q. Mr Witness, do you remember the month of May 1997? 09:35:26 25 A. Yes, I remember. 26 Q. And where were you at that time? 27 A. I was in Motema, Kono District. 28 Q. Well, on that day, that is 25 May 1997, it was a Sunday, I 2 was in church teaching at the Sunday school. I heard a group of 3 soldiers coming and they were singing while coming and they were 4 dancing and the song was not favourable to the church and myself, 09:36:28 5 so we stopped the service to know what they were singing about. 6 PRESIDING JUDGE: Mr Witness, you are going a little bit 7 fast as you speak. The interpreters are interpreting everything 8 you say and broadcasting it also and people are writing it down, 9 so can you speak a little bit more slowly and pause at the end of 09:36:50 10 each sentence. 11 THE WITNESS: Okay. So I said on 25 May 1997, and that was 12 on a Sunday, and I was in church teaching at the Sunday school, I 13 saw a group of soldiers coming from the Gaya Junction end which 14 was where the headquarters of the soldiers was and they were 09:37:34 15 singing while coming and dancing, but the song that they were 16 singing did not sound favourable to us. 17 MR WERNER: Your Honour, the witness gave a name, Gaya, I 18 think it's already in front of your Honours but for the record 19 it's G-A-Y-A: 09:38:04 20 Q. Now, Mr Witness, do you remember that song? 21 A. Yes. 22 Q. And would you be able to sing it for this Court? 23 A. Yes, I can sing it. 24 Q. Please do so, Mr Witness. 09:38:21 25 A. While they were coming they were singing saying, "Hey, hey, 26 hey. That is the song they sang. 9 MR WERNER: Your Honours, I'm going to clarify one word but 09:39:14 10 before that could the record demonstrate that the witness 11 actually sang the song. 12 PRESIDING JUDGE: Yes, the witness sang and it was 13 translated verbatim by the interpreter. Please proceed. 14 MR WERNER: 09:39:32 15 Q. Mr Witness, you said the song, "Anybody we no want soldier 16 we go kill you like a fowl". Could you explain that word? Could 17 you explain that word? 18 MR ANYAH: Madam President, it might be helpful if the 19 witness is asked to repeat the song but not sing it so a proper 09:39:59 20 record is made of the language used in the song. That is the 21 words that make up the song, because as it appears on the record 22 as he sang it it doesn't appear that it was translated in its 23 entirety and it's not clear as it appears on the record. 24 MR WERNER: I absolutely agree, your Honours.     ISS MONOGRAPH No 116 PERPETUATING POWER: SMALL ARMS IN POST-CONFLICT SIERRA LEONE AND LIBERIA It is estimated that between eight and ten million small arms are circulating in West Africa; the real number is probably higher. Civil war in the Mano River Basin, where resources such as diamonds, rubber, and timber create buying power for political factions of all persuasions, has sustained the international flow of weapons to the region. With United Nations missions in both Sierra Leone and Liberia and the accompanying disarmament and demobilisation in both places having come to an end, markets for small arms and light weapons in West Africa are still open for business. Disarmament, demobilisation, and reintegration processes have created their own weapons markets across borders as prices for handing over a weapon vary from country to country. State-centred solutions to illicit arms proliferation do not work when the state in question cannot fund traditional security operations. Borders are porous, and though they should be closed or better monitored, that is not a short- or medium-term option. Instead, this monograph looks at the factors behind the demand for weapons in Sierra Leone and Liberia, focusing on the buyer side of the market to determine whether proliferation can be stemmed, or at least slowed down, through more creative measures. Abstract In this paper I discuss the political economy of Sierra Leone and how it should in‡uence the World Bank’sCountry Assistance Strategy (CAS). The main focus of the research is to try to understand the extent to which the perverse political incentives which drove the country into poverty and civil war between 1961 and 1991 have re-asserted themselves since the return of peace in 2002. This question is made particularly compelling by the return to power in 2007 of the All People’sCongress Party, who presided over the decline of the country. My preliminary conclusion is that while there are some obvious changes in the political environment, appeal remains in the political strategies which were so costly to the nation and some new forces which have emerged have potentially perverse consequences.

Abstract1 In this manuscript, a companion to Acemoglu, Reed and Robinson (2013), we provide a detailed history of Paramount Chieftaincies of Sierra Leone. British colonialism transformed society in the country in 1896 by empowering a set of Paramount Chiefs as the sole authority of local government in the newly created Sierra Leone Protectorate. Only individuals from the designated \ruling families" of a chieftaincy are eligible to become Paramount Chiefs. In 2011, we conducted a survey in of \encyclopedias" (the name given in Sierra Leone to elders who preserve the oral history of the chieftaincy) and the elders in all of the ruling families of all 149 chieftaincies. Contemporary chiefs are current up to May 2011. We used the survey to re- construct the history of the chieftaincy, and each family for as far back as our informants could recall. We then used archives of the Sierra Leone National Archive at Fourah Bay College, as well as Provincial Secretary archives in Kenema, the National Archives in London and available secondary sources to cross-check the results of our survey whenever possible.
