(Pajhwok) against Daesh.” Afghans.” (Pajhwok) Demands for Continuation of MCG Project The Ministry of Rural Rehabilitation and Development (MRRD) has always made great strides in order to ensure multilateral development, improve rural living standards and promote socio-economic growth in rural areas of Afghanistan in the past years. Certain tangible moves and endeavors indeed caused positively-felt changes in rural living styles in various provinces of the country. The National Solidarity Program (NSP), as a prime example, is one among many initiatives that could manage to perform fundamentally constructive activities in a bid to facilitate development, reconstruct the ripped apart communities, alleviate poverty as well as ensuring considerable socio-economic growth at village level in rural communities. Having performed successfully and made thousands ofachievements, even in remote and arduous geo- graphical points, theNSP is now about to end. However, the Community Development Councils (CDCs) estab- lished through the NSPwill continue to prioritize communities’ indispensable needs and ensure good local governance, with the help of experiences they have acquired while implementing the NSP-funded projects in Afghanistan. Thousands of utility projects executed by the NSP for millions of Afghanis for the sake of development during this periodare in need of maintenance. Although the villagers themselves in most communities have tried to repair the projects to ensure their efficacy properly, they could not afford to achieve this goal on their own considering their low economic condition. Hence, the Government of the Islamic Republic of Afghanistan last yearestablished the “Jobs for Peace” program. Providing villagers with employment opportunities, an important part of this program under the title of”Maintenance Cash Grant (MCG)” is being implemented by the MRRD in rural communities. In addition to repairing the NSP-funded projects already executed, the program is committed to generating short and long- term employments for villagers in various provinces of the country. Designed for three phases, the first and second phases of this program have so far been completed considering climate changes, insecurity and unem- ployment/underemployment rates while the third phase is currently in progress. The initiative not only ensures the operations of the projects, but also provides villagers with employment opportunities in order to meet their family needs. The maintenance of the development projects in the condi- tions in which our communities are suffered by poverty and unemployment is increasingly important.Taking the economic features of the development projects into account, the villagers demand the continuation and sus- tainability of the process.Based on interviews carried out in different communities, the villagers have expressed their pleasure over the initiative and expected to keep the momentum going on properly in future. Said, Muhammad Alim 42 a resident of Andkhoi district, Faryab province who is working for a road project: “I have been working for this project for more than ten days. I was jobless in the past and I used to go to the district center to find work. I could find work only for one or two days; however, I would remain unemployed for the rest of the week. In addition to participat- ing in reconstruction of my village, I receive good wages thatare spent to cover the one- month expenditures of my family. This project is a means of subsistence for me.I hope the MCG project could continue in the future so as to help people get rid of unemployment.” “I have ten membersin my family. I have been looking for work day and night to sup- port my family. However, I could not find work. Most of the times, I did not have bus fare as I had to cover long distances by foot. Thanks to Allah – the MRRD/NSP has provided us with employment opportunities within our own community.I could manage to solve my family problems to a great extent with the assistance of the earnings I get from working for the road project. Therefore, we ask the authorities to expand this program to en- able villagers to support their families”, revealed Bahram Khan 57, a resident of BarSagi village, Shigal district of Kunar province. As of today, Afghan security forces have broken backbone of the insurgents in Arghistan district of southern Kandahar province. The insurgents planned to capture the district and add another start to the profile. However, these scores of militants failed to achieve their nefarious designs. They were defeated and pushed back. The insurgents, hoping to gain victory, have suffered heavy casualties. The provincial government confirmed the attack and defeat of the warmongers. Kandahar is no more their stronghold. But it is hard for them to accept this pinching reality. Their morale is all times low as the Afghan men in uniform are outshining them. Similarly, in the outskirts of Tirin Kot, capital city of Uruzgan province, the insurgents are running towards their sanctuaries to save their skins. In early September this year, the militants launched a coordinated attack and tried to capture the provincial capital which is 170km far from Kandahar City. Kandahar borders Uruzgan prov- ince. Thus, the anti-state elements tried their ill-luck to capture the strategic areas. But, they received a bitter lesson. They were dream- ing of the old past. Situation has changed since last year. The militants can carry hundreds of attacks but the success rate will always remain zero. Extremism and terrorism has no place in Afghan society. Afghans do not want to see their country falling into the pit of violence once again. Insurgents should keep feel pulse of the nation. They would not that violence would not help them to achieve their objectives that prevented the country from development and prosperity. The only option that would help them is to join the peace process and re- nounce violence. The IMF on Monday announced the release of the second install- ment of a loan for Iraq, despite continued financial difficulties with low oil prices and the fight against the ISIS group. The International Monetary Fund released $617.8 million of the $5.34 billion a three-year loan ap- proved in July, following the first review of the government’s reform efforts and progress towards its financial benchmarks. However, the country’s per- formance under the program de- signed to address urgent budget issues has been mixed, and Iraq missed some of its targets, includ- ing the minimum amount of for- eign reserves and the cap on ar- rears to foreign oil companies, the IMF said. “The economic policies imple- mented by the Iraqi authorities to deal with the shocks facing Iraq -- the armed conflict with ISIS and the ensuing humanitarian crisis and the collapse in oil prices -- are ap- propriate,” said IMF Deputy Managing Director Mitsuhiro Fu- rusawa, using an acronym for ISIS. Thought Iraq’s performance “has been mixed,” the IMF reached understandings “on sufficient cor- rective actions to keep the program on track,” the official said in a state- ment. “Resolute implementation, together with strong international support, will be key.” Iraq’s economic reform pro- gram aims to bring spending in line with lower global oil prices, which have been hovering around $50 a barrel, and ensure debt sustainabil- ity while supporting measures to protect the poor, strengthen pub- lic financial management, enhance financial sector stability, and curb corruption, the IMF said.
