Dan Beasley is a native Tennessean who graduated from Hendersonville High School in 1982. Dan went on to graduate from the University of Tennessee-Knoxville in 1986. He began his work for the Farmers Home Administration (FmHA), the predecessor agency to Rural Development, in April of 1987 in Morgan County, Tennessee as an Assistant County Supervisor. Furthermore, Beasley served as County Supervisor for FmHA in Scott, Blount, Knox, and Sevier Counties.

In 1990, Mr. Beasley transferred to the FmHA State Office as a Program Analyst, which included service as the Agency Management Control Officer, Appeals Coordinator, Public Information Coordinator and Freedom of Information Officer. After transferring to the Rural Business- Cooperative Service (RBS) as Rural Business & Cooperative Development Specialist in April 1997, he was named RBS Program Director for Tennessee in August 1998.

RBS is one of the three federal agencies which make up the USDA mission area of Rural Development. RBS provides a wide array of loan, grant and technical assistance programs, which focus on job growth, business development and cooperative assistance in rural Tennessee. Currently, Dan resides in Hendersonville, Tennessee with his three children.

Kei Hayashi, Principal of BJH Advisors, has extensive experience advising clients on innovative financing and development strategies for real estate projects. Kei gained expertise in economic development financing tools and real estate development through her leadership position at the City Economic Development Corporation (NYCEDC), where among other responsibilities she was the executive director of the Industrial Development Agency (NYCIDA). Kei also advises clients on public processes, and provides market and economic analysis related to development decision-making. In addition to leading BJH, Kei is currently an adjunct professor in the Planning Department at the Wagner School of Public Service at NYU, where one of her graduate teams is providing planning research for the redevelopment of the Bedford Union Armory in , New York.

As Vice President of the New York Office of BAE Urban Economics, Kei conducted financial feasibility, pro forma, and highest and best use analysis for a parcel in Jamaica, Queens on behalf of the Port Authority of New York and New Jersey and the Greater Jamaica Development Corporation. At the NYCIDA, Kei worked on developing financing products, including bond programs, to assist a range of borrowers – from small industrial and non-profit entities to large governmental issuers. Kei was in a leadership position at the NYCIDA when the Mets and Yankees used tax-exempt bonds to finance new stadium assets, and was also there during NYCIDA's approval of the Hudson Yards Development Corporation's financing of the No. 7 Subway line extension. Kei is familiar with the issuer landscape in New York City and State, as well as the various options borrowers may have to structure their capital markets transactions.

Kei is currently working with the Design Trust for Public Space to study policy solutions and financial incentives for manufacturing preservation in the Garment District. She is also working with a large commercial developer on the Brooklyn waterfront with financing strategies, including Historic and New Markets Tax Credits. Finally, she is advising numerous not-for-profit clients on economic development benefits and financing possibilities for their real estate assets.

As Director of Education & Programs for the Council of Development Finance Agencies, Katie Kramer oversees the Council’s expansive educational offerings through the CDFA Training Institute, which includes 10 training courses covering the basics of development finance, bonds, tax increment finance, revolving loan funds, seed and venture capital, and other development finance-related topics. She designed the

curriculum for the Intro P3 Finance Course, and served as editor of the Innovation Finance Reference Guide and Tax Credit Finance Reference Guide. Ms. Kramer also manages the CDFA Training Institute's Development Finance Certified Professional (DFCP) Program.

In addition, Ms. Kramer is responsible for managing all of CDFA’s outreach and programming efforts including webcasts, field seminars, and design and communications activities. In her role, she interacts with thousands of development finance practitioners each year, guiding them through their professional development and understanding of the diversity of development finance programs. Previously, Ms. Kramer served as CDFA’s Development Director for five years managing membership and sponsorship activities and assisting with the planning and marketing of CDFA’s events and publications. She has published numerous articles for CDFA, including in the Council's Development Finance Perspectives magazine, and has also been a guest lecturer at the Ohio State University.

Before joining CDFA, Ms. Kramer worked in the Assessment Division at Ballard & Tighe, Publishers as Project Coordinator where she managed projects involved with the development of standardized language tests. Prior to Ballard & Tighe, Ms. Kramer was employed by Scripps College as Assistant Director of the Annual Fund where she organized fundraising campaigns for alumnae, parents, and students. She studied art history at Scripps College and is a graduate of Cleveland State University.

Jim Miller is an Executive Vice President for The Pizzuti Companies, one of the nation’s leading real estate development firms. Mr. Miller is responsible for the creation of real estate development opportunities across the country for Pizzuti, which is headquartered in Columbus, Ohio, with office in , Illinois and Orlando, Florida. Mr. Miller’s responsibilities include identifying and evaluating building and land sites for acquisition, park and vertical development including acquisition, zoning, incentives, infrastructure development, economics and marketing. He has managed numerous internal and external teams in several cities and has developed more than 20 single-tenant office and industrial projects valued at more than $400M.

Mr. Miller has coordinated developments for notable clients such as Whirlpool, AT&T, IBM and The McGraw-Hill Companies. Additionally, he provided oversight for Pizzuti’s Midwest Region and led a team of brokerage, property management, maintenance, marketing, economic development, construction, sales, development, and administrative assistants in the region. As the leader of the region, Mr. Miller was responsible for, profitability and identifying, recruiting, hiring and managing the regional team. As leader of the Midwest Region, Mr. Miller built a team of sales, development, and management professionals that successfully created, managed and maintained a $300M office/industrial portfolio.

Mr. Miller joined The Pizzuti Companies in 1990, bringing with him more than 20 years of industry experience. He has been particularly helpful in establishing many public/private partnerships with municipalities. Known for his ability to listen to clients regarding their needs, Mr. Miller is able to translate their challenges into viable and productive solutions for all parties involved. He has the ability to integrate site analysis, government incentives design and construction, while also coordinating all of the legal and financial transactions required for the leaseback process. Mr. Miller’s client-focused approach has earned him a solid reputation for delivering value for his customer’s needs.

A native of Columbus, Ohio, Mr. Miller is a 1978 graduate of The Ohio State University, earning a bachelor’s degree in Industrial Engineering. In the community, Mr. Miller has been very active with the Columbus Chamber of Commerce and Big Brothers of Central Ohio, as well as the Parents Association of The Columbus Academy where he has served on a number of committees and on the Board of Trustees. Mr. Miller and his wife, Diana, have two children and reside in Dublin, Ohio.

Dave Misky is the Assistant Executive Director of the Redevelopment Authority of the City of Milwaukee. He has 15 years of diversified experience in real estate development with a strong focus on environmental issues. He currently oversees the City of Milwaukee’s Real Estate, 30th Street Industrial Corridor, and Brownfield programs. Dave and his team manage projects from small vacant residential lots to vast economic drivers that address development plans, zoning changes, gap financing, and environmental aspects of remediation and sustainability. One of the largest developments Dave has managed has dealt with all of these aspects….the Menomonee Valley Industrial Center, an award-winning project where the most visible Brownfield in the State of Wisconsin was turned into a successful industrial park.

Dave holds a bachelor's degree from UW-Milwaukee and a master's degree from UW-Madison.

Randy Taylor, CPA, CGFO, has served as Finance Director for the City of Huntsville since 1998. The Finance Department manages city accounting, budget, purchasing, payroll, and tax operations. He advises the Mayor and City Council on fiscal matters, including budget and capital planning, debt management and economic development. Prior to working for the City, Randy worked in public accounting and for Huntsville technology firms.
