Increasing recycling rates, diverting waste from landfill and improving the Council’s assets will also address value for money which is a key priority. FINANCIAL IMPACT: Not applicable FORWARD PLAN KEY DECISION REFERENCE NO.: Not applicable 1. RECOMMENDATIONS 1.1 The Joint Waste Committee is asked to note the contents of this report, and to comment on any aspects of the performance of the Partnership’s Phase A contracts. 2. EXECUTIVE SUMMARY 2.1 This report advises the Joint Waste Committee of the performance of the three Phase A contracts applicable to the South London Waste Partnership (“the Partnership”), which have been operational since September 2008. 3. DETAIL CONTRACT 1 – LANDFILL AND TRANSPORTATION (VIRIDOR WASTE MANAGEMENT LTD.) 3.1 The contract is operating effectively with municipal solid waste delivered to Viridor’s Beddington Farmlands Landfill facility by all Partnership boroughs. 2 3.2 Viridor continued to operate over the recent Bank Holidays to receive waste and recyclables delivered to their facilities. There were no operational issues reported. 3.3 There are no performance or complaint issues relating to this contract. CONTRACT 2 – MANAGEMENT OF HOUSEHOLD REUSE & RECYCLING CENTRES (ENVIRONMENTAL WASTE CONTROLS) 3.4 EWC continue to perform well in respect of the diversion of household waste from landfill for reuse and recycling. 3.5 Table 1 shows the recycling actual diversion rates for each of the six HRRCs during the most recent two years of the contract (September 2009 to October 2011) and year to date 2011/12. This table also includes the relevant contract targets for each facility and actual performance of each facility prior to the commencement of the contract with EWC. These rates exclude inert material delivered to the facilities. There were no operational issues reported. 3.7 All complaints received by SLWP officers regarding the six HRRCs are brought to the attention of EWC management, who have, on each occasion, investigated the complaints and responded. 3.8 EWC continue to perform above their contractual performance targets. 3.9 EWC continue to sample waste in HRRC landfill bins to ascertain whether recyclable material is being incorrectly disposed of. The most recent samplings have shown about 5% recyclables in the bins which is considered a good performance standard. CONTRACT 3 – MATERIALS RECYCLING SERVICES, COMPOSTING AND ADDITIONAL TREATMENT SERVICES (VIRIDOR WASTE MANAGEMENT LTD) 3 Composting 3.10 Following the modification work carried out by Viridor on the existing processing equipment at Beddington the majority of green waste from the Partnership is being dealt with there. 3.11 A small amount of the Partnership’s green waste is still being delivered to an approved composting facility at Foxhall in Suffolk. There is no additional cost to the Partnership as a result of this service change. 3.12 Food waste continues to be delivered to the Vertal facility located in Willow Lane Industrial Estate, Merton. Croydon, Merton and Sutton are delivering direct to the facility whereas Kingston is bulking the food waste at Villiers Road with Viridor managing the ongoing transportation to Vertal for processing. 3.13 Since notification from the Environment Agency regarding odour issues at the Vertal facility there has been no further action. Contingency plans are still in place should any enforcement action occur. Materials Recycling Services 3.14 All co-mingled and single stream dry recyclable materials collected by Kingston, Merton and Sutton continue to be transported by Viridor to their materials recycling facility (MRF) at Crayford in Kent for processing. 3.15 This service is performing well, with the MRF recycling 97.93% of all recyclable material received. Energy from Waste (EFW) 3.16 Suitable household waste from the Partnership continues to be delivered to the Lakeside energy from waste (EFW) facility. 3.17 During 2011/12 a total of 33,250 tonnes of waste was delivered to the Lakeside facility. 3.18 10,000 tonnes of this waste was delivered under the current contractual obligation. 3.19 The remaining tonnage was delivered under a separate agreement between Viridor, Suffolk County Council and SLWP. This arrangement allows the Partnership to deliver an additional 40,000 tonnes of waste per annum to the Lakeside facility on behalf of Suffolk County Council. 3.20 There are no complaints or invoicing issues relating to this contract. CONTRACT MANAGEMENT 3.21 The reviewed contract management structure previously described to Committee has continued to develop. 3.22 This structure provides additional capacity for the Partnership to focus on commercial management as well as operational management. 4 3.23 A process of identifying commercial opportunities with both contractors has begun; contract management meetings have been amended to allow this work to progress in partnership. 3.24 To further enhance performance management, the Management Group has agreed that expanded reporting will be provided on a monthly basis to Management Group.
