Watts is Professor of Economics at East Texas Baptist University in Marshall, Texas. Abstract This paper presents a monetary explanation for the U.S. recession of 1797. Credit expansion initiated by the Bank of the United States in the early 1790s unleashed a bout of inflation and low real interest rates, which spurred a speculative investment bubble in real estate and capital intensive manufacturing and infrastructure projects. A correction occurred as domestic inflation created a disparity in international prices that led to a reduction in net exports. Specie flowed out of the country, prices began to fall, and real interest rates spiked. In the ensuing credit crunch, businesses reliant upon rolling over short term debt were rendered unsustainable. The general economic downturn, which ensued throughout 1797 and 1798, involved declines in the price level and nominal GDP, the bursting of the real estate bubble, and a cluster of personal bankruptcies and business failures. -

While the entire Project includes a land based portion as well, the marine archaeological assessment focused on the approximately 600 metre long shoreline and in-water areas. For the purposes of the marine archaeological assessment, the limits of the Project area will be confined to the in-water and previously lakefilled areas. The marine archaeological assessment is comprised of background research and in-water archaeological assessment extending 250 m into Lake Ontario. TRCA with support from the City of Toronto, completed an Environmental Study Report (ESR), in accordance with Conservation Ontario’s Class Environmental Assessment for Remedial Flood and Erosion Control Projects (Class EA) to develop a long‐term solution to address the shoreline erosion around Gibraltar Point (TRCA, 2008). Work was conducted under a marine archaeological license (2016-13) held by Scarlett Janusas. The field portion of the archaeological assessment was conducted over a period of days in September and October of 2016 under good conditions. -

Using twenty-four semi-structured interviews with key informants, it describes the array of interventions undertaken by governmental and non-governmental actors in their respective domains to shed light on how the challenge of integrating trans- portation and land use planning is addressed on both sides of the border. Evidence concerning the political dynamics in Toronto and Chicago demonstrates that the capacity of metropolitan institutions to adopt and implement plans that integrate transportation with land use fundamentally depends on the leadership of the province or the state government. Although the federal government of each nation can bypass the sub-national level and intervene in local affairs by funding transportation projects that include land use components, its capacity to promote a coherent metropolitan vision is inherently limited. -

Can., etc., Justice of the Supreme Court of Ontario. 2While after the formation of the province there seems to have been no statutory or other obligation of a legal nature upon them so to do, it was the custom from the beginning of the separate provincial life of Upper Canada in 1792, as before, for the trial judges to make a report to the lieutenant governor upon every capital case in which a conviction was made and the prisoner sentenced to death. -

STAFF REPORT ACTION REQUIRED Rail Siding and Cost Sharing Agreement: City of Toronto and Toronto Port Lands Company Date: April 24, 2013 To: Public Works and Infrastructure Committee From: General Manager, Toronto Water Wards: All Reference P:\2013\Cluster B\TW\pw13010 Number: SUMMARY Toronto Water is seeking approval to enter into a ten (10) year rail siding use and cost sharing agreement between the City and the Toronto Port Lands Company (TPLC) for the use of a rail siding owned by the TPLC which services the Ashbridges Bay Wastewater Treatment Plant (ABTP). The rail siding is used by Toronto Water to deliver goods including process chemicals to the ABTP for daily use in its operations. Toronto Water will continue, as per past practice, to be responsible for operating and maintaining the rail line within the boundary of the ABTP site. Under this agreement, Toronto Water will pay one third of the costs reasonably incurred by TPLC to maintain in a state of good repair the rail line on TPLC land to the west of the ABTP. RECOMMENDATIONS The General Manager of Toronto Water recommends that: 1. City Council authorize the General Manager of Toronto Water to negotiate, enter into and execute a rail siding use and cost sharing agreement, including any renewals, extensions, amendments, revisions or assignments of such agreement, with City of Toronto Economic Development Corporation (c.o.b. Toronto Port Lands Company) or any of its successors or assigns on such terms and conditions as may be acceptable to the General Manager, Toronto Water, and all in a form acceptable to the City Solicitor. -

Members of these societies, frustrated by their sense that the emerging Federalist executive branch of government was becoming dangerously elitist, and alienated by decision-making in Congress, met regularly to compose resolutions to publish in local and national papers and so make their concerns widely known. Many Federalists, in and out of government, became wary of these societies and their increased presence in the public sphere.
