Sir, wth reference tetter No. ARKND12212I17-18 dated 1g.09.2017 received through ARKA Educational and cultural .Arka rrust sponsoring Body of Jain University, on the s.ubject cited above, I am directed to inform you that the uGC has received Lf th" Act No. 14 ot 20'17 of the state Legisrature of Jharkhand wherein Arka Jain" "opy rinireoity, ppp. ro Kerala Public School, Mohanpur, Gamharia, Dist. - seraikela Kharsawan asztoa, Jharkhand - has been established as a Private University vide Notifica1on-r.lo. lo.os/Aglz- 7?l-eg. dated 04.07 .2012. rn view of the estabrishment of the Arka Jain Universis; opp. To Kerala Public school, Mohanpur, Gamharia, Dist. - Seraikela Kharsawan I asztoa, Jharkhand by State Act, the name of the Univeisity has been included in the list maintained by the UGC on its website www.uoc.ac.in. 1 . The incluslon of the name of the University in the list of Universities maintained by the UGC does not by itself allow the University to make admissions in its programmes. This may be done only after credtion of requ ired academic and physical infrastructure facilities, including library, laboratories and appoi ntment of teaching and supporting staff as per the rms and standards laid down by the UGC and Statutory Council(s) concerned. 2. The University rs now requested to submit detailed information in {he enclosed format (Annexure.l) (soft copy as welt as py) hard co along with supporting documents duly attested by the Registrar of the University within a period of 3 months from the receipt of this lefte r. This format along with appendices is atso avaltable on the UGC website .uqc.a c.ln 3' After receipt of the rnformation in the above mentioned format, the foilowing procedure would be adopted by the UGC for inspection of the University:_ ,,/ (^) The information received from the University in the prescribed format would be posted on the UGC website within 10 days of the receipt of the information (Annexure-l). Comments would be invited from the general public within 1 month thereafter about the information submitted by the University. The same information (Annexure-l) shall also be posted by the University on its website immediately. The comments received from the general public would be placed before the visiting UGC Expert Committee for perusal. (b) An Expert Committee would be constituted by the UGC to ascertain whether the University fulfils the criteria in terms of programmes, faculty, infrastructural facilities, financial uiaOitity, etc. as laid down from time to time by the UGC and other concerned statutory bodies such as AICTE, BCl, MCI' DCl, lNC, NCTE, PCl, etc' of ,4c) The UGC Expert Committee would visit the University within 3 months of the receipt the information (Annexure-l) for on the spot assessment of infrastructure and other facilities available with the University. The report prepared by the UGC Expert Committee would be sent to the University within 2 weeks of the completion of the visit for comments. .6The University may respond to the report within a period of two weeks afte r its receipt. After receipt of comments from the University, the report and commen ts from the University, if any, would be placed before the Commis sion for consideration (e) The Commission shall take final decision in the matter. lt may require the University to submit a compliance report in respect of the observations/suggestions of the UGC Erp"rt Co..iitee. The'compliance report submitted by the University shall be placed before the Commission for consideration. (f)onapprovaloftheCommission'anApprovalLetterwouldbeissuedbytheUGCtothe " effeci that the University fulfills the criteria in terms of programmes, faculty, infrastructural facilities, finincial viability, etc. as laid down from time to time by the UGC and other concerned statutory bodies. to do so, (g) lf it is found that the Private University has, even after getting an opportunity '"'fril"d to comply with the provisions bf the various UGC Regulations including UGC (Establishment of and maintenance of standards in Private Universities) Regulations, may pass )oog ano suggestions given by the UGC Expert committee, the commission of the degree an order proii-niting tnJUniveisity from offering any course for the award and/orthepost-graduatedegree/diploma,aSthecasemaybe,tillthedeficiencyis rectified. (h)TheUGCmayalsotakenecessaryactionagainstaUniversityawardingafirstdegree.,,ndlo,apost.graduatedegree'WhicharenotspecifiedbytheUGCandinformthe public in general through a public notification' Vs.State of , 1o o.oer the iudqment of the Hon'ble Supreme Court in the case of Prof. Yashpal centres beyond ' Cnnattisgart', in"r" is no provision to have Regional Centres/off-campus Hon'ble apex court' the the territorial jurisdiction of the state. ln view of the iudgement of University is requested to adhere to the following:- /a. No off-campus centre(s) is opened by the University outside the territorial jurisdiction of the State in view of the judgement of Hon'ble Supreme Court of lndia in case of rof. Yashpal vs. State of Chhattisgarh ln case the University has already slarted any off campus centre outside the state, it must be closed down immediately. lt may also be ensured that any off campus centre within the state shall be opened only as per the provision laid down in the U GC (Establishment of and maintenance of standards in private Universities) egulations, 2003 and with the prior approval of UGC. c The University shall not have any affiliated Colleges. d The University has to follow UGC (Minimum standards and procedure for award of M.PhiYPh.D. degree) Regutations, 2009. 5. The University is required to follow the UGC (Establishment of and Maintenance of Standards in Private Universities) Regulation, 2003 and other Regulations issued from time to time and posted on UGC website www.uoc.ac.in.
