1. Introduction

Colombo the capital city and economic and administrative hub of the country, is covered by a piped water supply system. However, the system suffers from low and fluctuating system pressure and intermittent supply; hence, some areas of the city receive water only in off peak hours, and others receive water for only 6–10 hours a day on average. Many parts of the distribution network in Colombo were built over 100 years ago. Though there have been various projects to address the increasing water demand in the city, significant rehabilitation of the network has not been carried out, causing non-revenue water (NRW) still remain around 49%., which was around 55 five years back. The National Water Supply and Drainage Board (NWSDB), under the Ministry of Water Supply and Drainage (MWSD), supplies piped water to 127,000 metered service connections in Colombo.

The Greater Colombo Water and Wastewater Management Improvement Investment Program (GCWWMIIP) aims at delivering better urban water supply and sewerage services in an effective and efficient manner in Colombo city area. The Investment Program comprises: (i) Establishing Colombo-wide Non-Revenue Water (NRW) reduction mechanism; (ii) Rehabilitating the water distribution network; (iii) Strengthening institutional, operational and implementation capacity of National Water Supply and Drainage Board (NWSDB) and Colombo Municipal Council (CMC); (iv) Increasing public awareness on NRW; and (v) Improving wastewater management in the Greater Colombo Area beyond Colombo city.

The Greater Colombo Water and Wastewater Management Improvement Investment Programme is aided by the Government of , Asian Development Bank (ADB) and the investment program is to be implemented from 2013 to 2019. The program uses a Multi-Tranche Financing Facility (MFF) investment approach for Project 1 & 2. Project 1 of the MFF will concentrate on improving water supply in North & East part of Colombo city while West & South part of the Colombo city covered under the Project 02. The targets of Project 01 and Project 02 are to reduce the overall NRW in Colombo city from the current 49% to less than 18% by the end of 2020 and improve the water supply system.

1.1. Purpose of the Report

As Colombo is the capital city and highly crowded city of Sri Lanka, it was anticipated that the project implementation GCWWMIIP may cause significant inconveniences to the people living in Colombo City and the commuters who travel to Colombo City every day for various works, in the

Social Safeguard Monitoring Report – 2019 following ways as majority of the works (pipe laying & replacement) has to be carried out in the public roads which are used by public daily.  Dust and noise pollution  Non- availability of parking slots due to pipe laying activities  Temporary closure of roads for construction works & traffic diversions  Traffic congestion due to project activities  Damaged road surfaces after construction  Frequent Water Interruptions  Land acquisitions for construction activities

In order to minimize the impacts arising from the above factors, various measures have been proposed to incorporate during the implementation. This Annual Safeguard Monitoring Report produced to report the progress of measures taken during the implementation of the projects, in line with the requirements set out by ADB during the project formulation stage.

As most of the project impacts are temporary in nature and unlikely cause any significant permanent adverse damages, according to ADB safeguard guidelines, GCWWMIIP – Project 1 and 2 have been categorized as Category –B.

This report has been divided into two parts, the first part reports the progress of Project -01 while the second part reports about Project-02.

This report has jointly been prepared by Social Safeguard Officer of PMU, NWSDB and the Environmental, Health & Safety Manager of NRWCSC under the guidance of Project Director and Deputy Team Leaders of NRWCSC.

1.2. Roles and Responsibilities of the Project Staff on Social Safeguard

For the successful implementation of the social safeguard activities during the project implementation the duties & responsibilities have been spread-out as follows among the NWSDB, Consultants & Contractors.

1. NWSDB – This refers to the PMU of GCWWMIIP headed by the Project Director. It ensures that all the social safeguard measures are taking place in accordance with Sri Lankan legislation and ADB guidelines. It has allocated a dedicated Social Safeguard

officer to handle the social safeguard activities including land acquisition, public complaint handling etc. by coordinating with Project Consultants, NGO & Contractors.

2. NRW Management & Construction Supervision Consultants (NRWCSC) – In the Consultancy Team dedicated Environmental / Health & Safety Manager is appointed to oversee the environmental and safety aspects during the implementation of the project and he has been assisted by the respective packages project manager & other staff assigned for construction supervision activities. Further, the Deputy Team Leaders (2 Nos) assigned to look after the construction supervision in Project 1 and 2 areas ensure the contractors follows the social safeguard measures during the implementation of works through contractors. Thereby public complaints are maintained at lower levels and handled effectively if arise.

3. Consultants for Community Mobilization & Behavioral Change – The NGO consultants mainly creates gender and project awareness in the low income settlement areas (tenement gardens), encourages women leadership in WUGs and provides trainings in WASH, small water repair works to enable them to handle the minor repairs and avoid water losses.

4. Contractors: I. System Rehabilitation for NRW Reduction in Colombo City Contracts Contractors – The Colombo City has been divided into four parts and contracts are awarded to four different Contractors to handle the System Rehabilitation works. In each Contract Package, contractor has assigned a suitable responsible person to handle the social & environmental safeguard measures.

II. Building Construction Contractors – These building are constructed in the land provided by NWSDB and most of them are away from residential areas. However, contractor takes precautionary actions to minimize the social & environmental impacts during construction. The contractors nominated safety officers / managers to look after the social, environmental and safety aspects of the relevant sites.

It is noted that in this project there is no land acquisition involved, because pipe laying works are being carried out within the road reservations of RDA, CMC and PRDA roads. The land for building constructions are belongs to government of Sri Lanka, and no private lands acquired for building construction works. Hence, no resettlement process involved in this project.

2. Status of Land Acquisition and Resettlement Plan of GCWWMIIP

The survey and assessment undertaken during preparation of the project indicated that the project will entail some degree of resettlement impact. Therefore, GCWWMIIP is designed to minimize land acquisition and resettlement impacts. The initiatives undertook by the Project are:

1. Utilize the existing road reservation for rehabilitation of existing water supply facilities (pipe laying). 2. Utilize vacant Government land to the extent possible for new facilities. 3. Where Government land is unavailable due to constraints (proximity and elevation requirements) in locating facilities, land selected to minimize any dislocation.

The above aspects are addressed as relevant in this report. Further, to avoid public inconvenience due to pipe laying activities such as traffic congestion, noise etc., most of the pipe laying (about 70%) activities in all four contract packages are being carried out during night time (9.00 pm to 5.00 am). Further, in highly congested underground service locations, contractor use steel plates to cover the trenches and provide access to traffic during the daytime.

3.2. Scope of Work

System Rehabilitation for NRW Reduction in North part of Colombo city is an integral part and the Project 1 of the Colombo Water and Waste Water Management Improvement Programme funded by the ADB and the GOSL and it is expected to rehabilitate the water supply pipe line network with particular emphasis on reducing the present high level of NRW and establishing District Metered Areas (DMA) with reservoir based zoning so that the National Water Supply & Drainage Board (NWSDB) is able to monitor NRW on a continuous basis and take remedial measures to minimize the water losses.

This contract includes pipe replacement, relining, bursting, transferring service connections, setting up DMAs by installing valves and flow meters in identified locations, carrying out monitoring and performing all connected work essential to confirm by measurement that the physical water losses of the commissioned new system is below 18% after the construction is complete. It is noted that the present NRW level is estimated to be around 49%.

This Contract is for the water supply distribution network improvement in the group of subzones 1, 2,3,4,5,6,9,10,11 & 26 which constitute sixteen DMAs.

3.2.2. Functioning of Grievance Redress Mechanism of Package I

A project-specific grievance redress mechanism (GRM) has been established to receive, evaluate, and facilitate the resolution of affected person’s (AP’s) concerns, complaints and grievances about the social and environmental performance of GCWWMIIP.

Grievance Redress Mechanism for Package I area was established in 14th October 2015 so far including the reporting period it has been functioning in an efficient manner.

Majority of the complaints reported were received via hotline number assigned to this particular package and all received complaints forwarded to the newly introduced WhatsApp group for Package I for quick response. Project Managers, Engineers and Engineering Assistants of both NWSDB Project Implementation Unit (PIU) and Contractor side are the member of above group. The PIU staff follow up the all received complaints on a regular basic up to its closure.

During the year 2019, 304 complaints received to PIU of NWSDB and all the issues were settled in the field level. Reported issues were mainly related to dust generation, reinstatement issue, no

Social Safeguard Monitoring Report – 2019 water supply, drainage line damages, house connection damages, storm water line damages, water leakages and drains block. Volume of complaints received for the year 2019 considerably high. However, the impact of those reported issues were temporary and problem could be able to solve within the short term period. Received complaints details and action taken are listed as Annexure 01.

3.2.3. Safeguard Implementation of the Year 2019 1. Safeguard Training Programme.

Social and Environmental safeguard training programmes were conducted to contractor’s technical and supervisory staff on 25th, 26th and 27th February 2019 at Project implementation unit. For the effectiveness of the programme, staff were divided in to 3 groups and conducted accordingly.

2. Dust control In order to minimize inconvenience to public due to dust, special attention was paid to control dust generation continuously. Six numbers of water bowsers are engaged by the contractor for pressure testing, dust controlling and watering quarry dust. Further the road surfaces were cleaned by brushing and sweeping to minimize the dust of the working area

3. Environmental Parameters Monitoring Environmental parameters monitoring of construction stage was done at package I area on 3rd and 4th October 2019. Air quality, Noise, Vibration and water quality parameters were checked.

4. Attending Public Grievances and Public Discussion Attending public grievances in an effective manner, regular site inspection and public dialogues are main reasons for the smooth functioning of the project. Therefore project has given special attention to these activities and carry out on regular basis.

5. Project information dissemination As a part of the project information disseminations, notice distribution, loud speaker announcements were carried out well before the commencement of construction work in the particular road by the contractor under the supervision of the NWSDB.

6. Road reinstatement Project has paid special attention to Road reinstatement work in area where pipe laying works are completed. Temporary reinstatement works complete on the same day of excavation. The contractors are instructed to complete permanent reinstatement work after 3 dyas of pipe laying. It is very much helpful to maintain the satisfactory relationship with the residents of the area and motorists using those roads.

7. Occupational & Public safety at site The contractor is equipped with all the safety gear for workmen, equipment necessary for road safety during the night work including lighting, excavation and road reinstatement. All the safety equipment especially footwear, safety jackets, helmets, were provided to the workers

according to the job assigned to them. Only few reportable accident and near misses occurred during the reporting period. The detail of them are mentioned in the environmental monitoring report.

8. Traffic controller assign to traffic flow management Contractor assigned the traffic controller where pipe laying work carried out and PIU NWSDB staff closely monitor the above work. In addition, at night time, the Contractor provide electric lightning signal equipment indicating construction site for safety traffic control.

9. Displaying Notice board To make aware the residents and motorist about the pipe laying work, project notice board displaying every pipe laying sites with the details including the hotline number for complaints or assistance.

3.3.3. Functioning of Grievance Redress Mechanism of Package II

A project-specific grievance redress mechanism (GRM) has been established to receive, evaluate, and facilitate the resolution of affected person’s (AP’s) concerns, complaints and grievances about the social and environmental performance of GCWWMIIP.

Grievance Redress Mechanism for Package II area was established on 03rd February 2016 at Thimbirigasyaya divisional Secretariat office and 10th February 2016 at Colombo divisional secretariat office. Up to date it has been functioning in an efficient manner.

Majority of the reported complaints received via hotline number and all received complaints forwarded to the newly introduced WhatsApp group for package II. Project Managers, Engineers and Engineering Assistants of both NWSDB PIU and Contractor side are the members of above group. NWDSB PIU staff follow up the all received complaints.

For the year 2019, 82 complaints received to project implementation unit of NWSDB and all the issues were settled in the filed level. Reported issues related to dust generation, reinstatement issue, no water supply, drainage line damages, drains block, house connection damages, and storm water line damages water leakages. Received complaint details are listed as Annexure 02

3.3.4. Regular Site Inspection and Public Consultation

Making aware of ongoing project activities are very important to get the support from public in the project area. Hence regular site inspection and dissemination of project information was done by project staff. Especially when the pipe laying path is not clearly identified due to the existing

3.3.5. HIV/AIDS & STD and Dengue Prevention Programme

Special awareness and training program was conducted for the entire project staff and workers of the contractor, client and the consultant on following topics, on 18th June, 2019 at Maligawatta Pradeepa hall. Parallel to that awareness sessions a health screening camp was also conducted.

 Prevention of HIV/Aids and other Sexually Transmitted Infections (STI).  Prevention of spreading dengue.  Prevention and managing the risk of non-communicable diseases (NCD).

3.3.6. Awareness Programme for Police Officers at Maradana Police Station

In order to obtain the fullest cooperation from police during the project implementation in the area, an awareness session was arranged on 23rd March 2019 to Police officers of Maradana Police station. Main objectives of above programme is disseminate the project information and difficulties involved and the measures taken by NWSDB for the speedy completion of the project. Following the programme, promotional items (Project Named Mug and recycle Bags) were distributed to the participants who participated for this awareness programme.

Another special project awareness programme was conducted for police officers at Borella police station on 7th September 2019.During the programme project implementation arrangement, difficulties that project has faced and over coming of those issues were discussed.

GCWWMIIP as a part of project information dissemination strategy had organized an awareness programme on 27th June 2019 at the Campbell Park Hall, Borella, Colombo -08, to three wheel drivers in the Colombo East area to make aware them regarding the ongoing project activities in the region. During the event an informative stickers were pasted on 112 three wheels operating in the region. The programme was followed by an entertainment stage drama of popular actor Mihira Sirithilaka and his crew to articulate the main message to the audience.

3.3.7. Safe Operation Procedures to Minimize the accident and public inconvenience

In order to ensure the occupational safety at major construction sites/pipe laying sites, following operational procedures are being implemented:

 Before starting the daily construction activities, designated safety officer visits each and every construction site to ensure that all the workers and staff are equipped with necessary PPE, and also other due safety precautionary methods are in place, to minimize the risk of potential accidents at sites. ‘Safety Inspection check list’ is used for this purpose where the safety officer inspects and certify there in with his signature that the particular pipe laying sites are safe for the workers and also for the general public.  After starting the works at sites, random safety checkup visits are carried out by the designated safety officers.

 All moving machinery and electrical appliances are periodically checked and proper maintenance is carried out in order to ensure their safety eligibility.  Proper shoring is ensured for all deep excavation sites where the trench depth is more than 2.5m.  Legal and physical eligibilities of the machine operators are checked randomly.

Following safe operational procedures are being practiced at major pipe laying sites, in order to minimize the public inconvenience:  Works at construction sites/pipe laying sites are started only after taking due approval and permission from the relevant local authorities and local police.  Necessary coordination with the local police authorities is maintained and their assistance is sought for pipe laying/excavation works at roads where high traffic volume exists.  General public and motorists are adequately made aware on road diversions and narrowed locations on the road due to ongoing pipe laying works.  Excavated soil is transported properly covered and dumped only at permitted and approved dumping yards.

 Excavated soil and filling material such as quarry dust are unloaded and heaped at pipe laying sites only on laid polythene sheets, so that it becomes easy to wash and clean the site floor / road surface, after finishing the daily site work.

3.3.8. Welfare Facilities Provided to the Employees.

Adequate numbers of toilet facilities have been provided to the employees, separately for males and females, as per the national guidelines of Sri Lanka (Factory Ordinance). Standard first-aid equipment and tools are available with a trained first-aider at all the time. Dining room with adequate space and facilities ensured. Portable shelter huts are provided for the workers as resting locations during the site work.

3.3.9. Dust Control and Site Cleaning Work

Adequate number of water bowsers have been allocated for the entire project covering all pipe laying/construction sites, also portable water tanks (1000 Liter) are provided to all construction sites so that the site cleaning and dust controlling measures become easy and ensured.

3.4.1. Scope of Work

This contract is for construction of proposed NRW office building at Maligakanda. This proposed building is designed to construct as seven storey building. The work comprises of construction of all the stories (including roof slab) in the building with a total floor area of approximately 3300 m2, including the provision of basic services and utilities such as design, supply & installation of bellow items

 Air conditioning system  Elevator systems, Design  Lightening protection system  CCTV/ Security system  Telephone, local area network system & public addressing system Note:  The land belongs to NWSDB (Water Board) and there is no any resettlement impact to public.  The contractor is equipped with all the safety gear for workmen, equipment necessary for the safety during the construction work.  All the monitoring parameters were within the permissible levels.

3.4.2. Social safeguard & Environmental Achievement  No lost time accidents  Continuous improvement was followed up/monitored at site PPE and awareness  No environmental pollutions were reported.  No public complaints were received during the period.

3.5.1. Scope of Work

The Scope Work of the contract is construction of three storyed buildng with floor area of 1288.5m2 and associated landscaping works for the Area Engineer’s office at Mattakkuliya. The work consists of all structural works and finishes, supply and installation of network system PAB system, Lightning protection system, Public addressing system, Fire protection and detection system. Supply and Installation of passenger lift, supply and installtion of VRV air conditioning system, supply and installation of 500kv generator and supply of furniture etc

3.5.2. Current Status

The land belongs to NWSDB (Water Board) and there isn’t any Involuntary Resettlement impact. The Area Engineer’s office was established in the building from 8th April 2019 and O&M officers are functioning now.

Rehabilitation of West part of Colombo city water supply scheme, update GIS database and DMA design, establishment of hydraulically isolated DMAs for easy monitoring and reduction of water losses, Carryout NRW management within each DMA and reduce NRW to below 18%.

4.1.3. Progress of the Social and Environmental Safeguard activities in 2019

1. Joint site inspection was carried out at night time to ensure proper safety, Traffic and environmental arrangements are in place.

2. Health Safety and Environmental Manager (HSEM) carried out site inspection with site safety officer during the night time and checked about wearing of Personal Protective Equipment’s at site.

3. Contractor’s staff those who followed “Good safety practices” at site were awarded by the Management on 18th March 2019 at Kuppiyawatta yard to appreciate them.

4. HSEM monitoring Noise weekly, according to the Environmental Management Implementation plan to ensure no nuisance to public in the area.

5. Weekly tool box talks were conducted and discussed traffic arrangements, PPE, Sign boards and underground utilities, and Dust controlling.

6. Traffic controllers are using illuminated hand lights to control traffic in complex area.

7. Proper sign boards are provided when working at site.

8. HSEM conducted a special on site Tool box talk about Underground Electrical cables and importance of wearing proper PPE.

9. Proper signboards, barricades and warning lights are provided for working area.

4.1.4. Dengue and Mosquito Breeding prevention program. Due to the rapidly spreading of dengue diseases, a special awareness programme was conducted at CGC yard on 20th July 2019 by CMC and also contractor paid special attention to regular fogging for prevent Mosquitos/Dengue.

4.1.5. Hearing of Public Voices

Build up good relationship, attending to public complaints and hearing to public is very important for smooth functioning of the project. Project team ready for those kind of work promptly.

4.1.6. Road Permanent Reinstatement

Permanent Reinstatements was carried out after completion of backfilling and compaction according to the specification.

For the Year 2019, from January 1st to December 31st, 19 complaints were received in package III area. Received complaints are mainly related to no water supply, dust generation issue, reinstatement issue, water leakage, site cleaning issue and low pressure of water supply. Those complaints were settled in the field level and impact of those issues were temporary.

4.2.1. Scope of work

This contract constitutes improvement of the water supply distribution network in the group of 23 DMA or subzones namely 20A, 20B, 31A, 31B, 31C, 32A, 32B, 33A, 33B, 33C, 33D,34, 35A, 35B, 35C, 36A, 36B, 37A, 37B, 37C, 37D, 38A & 38B. There are Approximately 170 km of pipe lines, transfer nearly 35,000 service connections, nearly 15 km is considered to be rehabilitated with trenchless technology (Relining), Laying of approximately 155 km. of pipes of diameters laying from 1000 mm. to 63mm.

4.2.5. Safeguard Awareness Program

A special awareness programme was conducted by the contractor in their Office on 16.09. 2019. During the programme, social and environmental safeguard factors and quality of work had been discussed. All the Engineers and Technical Staff participated for the above programme.

Contractor has conducted awareness programme for all the supervisors, labors, machine operators and drivers on 02/09/2019 at their yard premises. The objective of the programme was, to enhance the awareness of the occupational health and safety and apply to these things are to site work. Health, Safety and environmental manager of project consultant’s also delivered the special speech on this occasion.

4.2.6. Dust Control & Road Cleaning

Applying proper method for site cleaning and dust controlling caused to minimize the public inconvenience as well as it is helpful for the wellbeing of the dwellers in the area. Therefore contractor has paid special attention to dust controlling work and road cleaning for keep the site in tidy situation. NWDSB supervisory staff closely monitor of above work.

Workers are wearing PPE during the field work and it is regularly inspected by safety officers.

Project Managers, Engineers and Engineer’s assistants of both NWSDB PIU and Contractor side are the member of above group. NWDSB PIU staff follow up the all received complaints.

There were 52 number of complaints received to NWSDB PIU and all received complaints solved in the site level. There is no any outstanding issue for the year of 2019.The received complaints could be categorized as, dust generation issue, site cleaning issue, Water leakages, non-removal of excess construction material, road reinstatement issue, drain blocks, power cable damage low water pressure supply.

This proposed building is designed to construct as five stories under this contract. The work comprises of construction of all the stories in the building with total floor area of approximately 9,800m2, including the supply and installation of basic services and utilities such as  Air conditioning & mechanical ventilation system  Water supply &drainage system  Elevator Systems  Fire protection ‘  Lightening protection system  CCTV/Security system  Telephone, local area network system & public addressing system

4.3.2. Awareness Programme for Workers

Contractor and supervisory staff are highly concerned about the health and safety of the workers. Therefore, regularly conduct awareness and training programme for workers.

4.4. Booster Pump House and Care Taker Quarters at Eli House Reservoir Site

The construction land belongs to NWSDB, there is no any involuntary resettlement impact. Work was completed by 31st December 2018 and substantial completion certificate was issued with effect from this date.

5. Reducing NRW in Government Owned Condominium Housing Units

5.1. Introduction

Under the GCWWMIIP funded by ADB, it is expected to rehabilitate the water supply network in the Colombo city area with a view to reduce the present high level of NRW. Also the Ministry of Construction, Engineering Services, Housing and Common Amenities and Ministry of City Planning & Water Supply had a Joint cabinet memorandum to renovate water supply system in government owned condominium housing scheme at Colombo city.

Thirty-two such condominiums located in Colombo City area have been shortlisted for rehabilitation.

5.2. Scope of work  Underground Sumps, Pump Houses and Overhead Water Tanks of housing schemes will be renovated  Existing pumps will be repaired and new standby pumps will be installed  Existing old uPVC plumbing system will be replaced with new HDPE pipelines  An automatic pumping system will be implemented  Customer water meters will be relocated to a suitable outdoor location & defective customer water meters will be replaced

5.3. Implementation of Social Safeguard Activities -2019

Awareness Programme for Residents Following any of contract awarded to water supply rehabilitation in condominiums, PMU relevant officers, contractor and condominium management committee of the housing scheme conduct an awareness programme for residents in the housing scheme. During the awareness programme, residents can be able to aware of the project scope, details of the contractor, arrangement for water supply rehabilitation work and other needed information.

Prior Notice Distribution Once the date and time confirmed for awareness programme, NWSDB-PMU prepare a notice about the awareness programme and distribute all residents in the condominium. The notice is prepared in both Sinhala and Tamil language.

6. Community Mobilization, Awareness & Behavior Change by Sewanatha

6.1. Basic Details

6.2. Progress of the Year

GCWWMIIP project interventions aimed to improve better water services in Colombo City Area. During this year emphasis was given to community involvement activities in water management. The programme to reduce water wastage at Public Stand Posts (PSPs), identify potential PSPs that could be disconnected and strengthening WUG as a local entity to involve in water management both at HHs and PSPs were implemented.

Specific activities which were implemented during the reporting period includes, Gender awareness programme, verification of field data with billing data and School WASH programme. Draft Directory of PSPs was prepared including Active – Connected and Active – Disconnected PSPs.

During this year, Household (HHs) Visits were continued to evaluate the impact of the program activities and to ascertain any behavioral change that could be observed. Considerable improvement in adoption of HH health and hygiene practices was observed during the HH visits. The CMC has commenced improvement of sanitation facilities in some settlements due to request from CMABC and WUGs.

6.3. Gender Awareness and Women in Leadership Role in WUGs

During the year, women empowerment activities have been carried out in all 4 packages. The programmes consist of Trianing on WASH, O&M and gender perspective.

Under the CMABC programme there are several activities conducted in low income settlements in order to improve the community participation in water management through awareness meetings, training, demonstrations and community engagement. The main focus of programme activities were on water management at household (HHs) level, improve WASH Practices in the family and saving water. The main focal point is for these activities is the Water User Groups (WUGs) in a settlement. One strategy used for monitoring of these activities through household visits by Community Facilitators to observe community behavior change and interaction with WUGs members in order to address their problems related to water and sanitation services.

The initial HH visits have been conducted at the beginning of the project in 2017 in order to assess the situation at that time with regard to water, sanitation and payment of monthly water bills etc. More than 990 households were visited for gathering this information and compiled as a database. This activity has been accomplished concurrently with WUGs awareness programs. Therefore, a large number of HHs were visited during the first round.

The second round of assessment was made in mid-2019 allowing reasonable time period for households to adapt these practices and realize the benefits and the impact. The selection of HHs for monitoring was carried out based on the number of gender programmes conducted in project packages.

The gender awareness programs conducted in the settlements received have been well attended by the community members and the field level staff of the CMC in respective areas. During the gender awareness, the community willingness to participate in common activities has been recognized by the participants. The participants have recognized the need for mobilizing women’s groups in sanitation improvement and water management continuously.

6.4. School WASH program

Distribution of notice boards and tool boxes for identified 25 schools under the school WASH program has been completed during the fourth quarter of 2019 which was started in previous quarters of the year. It has been observed that the children of the school health clubs make use of these notice boards for displaying innovative health and sanitation related messages developed by the children. The impact of the WASH program is visible in most of the schools particularly, water saving, sanitation improvement and active participation of school children in school health club activities.

6.5. Stakeholder Awareness – Field Tour – 1. (Maligakanda Distribution Centre & Ambathale Water Purification Facility)

There are many stakeholders involved in planning, designing and implementation of the GCWWMIIP. Therefore, it is necessary to provide a better understanding about the project purpose, intended interventions, expected benefits to the public. As a strategy for achieving above objective, stakeholder awareness through field visit to important locations were considered. Under this program, field visits were conducted for package 03 area involving WUGs leaders, CMABC team members and NWS&DB staff.

The purpose of the field visit is to make aware about the value of saving water, the role of communities in saving water to reduce NRW through consumer initiative and changing attitudes of the target communities on the value of water.

This field visit was conducted on 31st of October 2019 with the participation of stakeholders in package 03 area.

1. It was revealed that, field trips of this nature is important to understand the value of water and community responsibilities in saving water 2. They also felt that, this is a very rare opportunity to visit a government water purification and distribution facilities

7. Conclusion and further actions

All four packages under Project 1 & 2 are in progress now and showing their maximum progress up to today. Even though, project has paid special attention to implement and oversee the safe guard activities in the project area, there are some temporary impacts happened due to the construction activates. But project always tries all the possible avenues to minimize those inconveniences to the general public, especially by scheduling more than 70% of the pipe laying work in the night time.

There are four individual Grievance Redress Committee were established and functioning smoothly upto date. For the effectiveness to the complaints handling, package specific WhatsApp group created in each packages. When receiving a complaint via package specific hotline number or any other channel, it has been forwarded to WhatsApp group. Project Managers, Engineers and Engineer’s assistants of both NWSDB PIU and Contractor side are the member of above group. NWDSB PIU staff follow up the all received complaints until the resolve the issues.

For the year 2019, altogether 457 public complaints were received during the reporting period. Reported all the complaints were resolved in filed level. Hence, there are no any outstanding issues in both project 1 & 2. Reported public complaints can be categorized as water line damages, low pressure water supply, no water supply, water leakages, wastewater line damage, storm water line block, electricity cable damages, sewer line damages, sewer line block, Road damages, Dust controlling issue, and road reinstatement issues.

During the reporting period, there were no any land acquisition and resettlement impact to public in both DI and HDPE pipe laying area. Because pipe laying work are being carried out within the road reservation of RDA, CMC and PRDA roads.

Maligakanda NRW building construction premises, Ellie house area engineer construction site & booster pump station premises and Thelawala training center construction lands are belongs to government. Hence no any involuntary resettlement impact to the general public. Further pipe laying also carried out in the road reservations of RDA, CMC and other authorities. Therefore, there is no land acquisition process involved in pipe laying too.

Implementation of safeguard activities and compliance with the ADB social safeguard requirements stand at satisfactory level in the reporting period of year 2019.
