Brescia, 25 January 2017 Circular Economy: what we want

• The definition of preparing for re-use and methodology must be clarified to avoid unintended consequences and regulatory burden for second hand operators • Separate quantitative targets for preparation for re-use are needed away from recycling to ensure access to re-usable products and create thousands of local jobs • The role of social enterprises working in waste management must be explicitly supported within the waste directives through social clauses in tendering procedures • Rules on Extended Producer Responsibility (EPR) rules must better support preparation for re-use and repair activities • Specific incentives and targets are also needed in the Packaging and Packaging Waste Directive to encourage more re-use of packaging and durable design • Concrete legislation is needed to improve the ease of repair of our products beyond waste directives

• A definition of preparing for re-use that exclusively refers to products/materials that have become waste • A definition of recognized preparing for re-use operators along the lines of RREUSE proposed definition • Separate preparing for re-use targets: 3% of the total municipal waste generated by 2025 and 5% by 2030 • Preferential access to the waste streams for social enterprises • The inclusion of social enterprises within certain provision in the implementation of EPR schemes • Compulsory separate collection of textile at national level by 2020 • Encouraging the use of pre-demolition audit (albeit to promote quality recycling rather than re-use

• Spain set a PfR target in the national Waste Plan 2016-2022: 50% PfR and Recycling by 2020 of which 2% will be PfR from Textile, WEEE and Furniture. Moreover by Royal Decree on WEEE: 2% PfR of large appliance and 3% of IT equipment to be PfR by 2017. 4.700 additional jobs are expected. • Flanders (BE) set employment targets of 3.000 FTE combined with 5kg re- used material per capita by 2015. 5.000 jobs have been created . Targets have now be raised to 7kg per capita • France take back scheme on furniture with target of 50% over 4 year. The scheme promotes the participation of Social Enterprises. Textile Eco-tax of 0,68 EUR/item with collection target of 300,000 Tons by 2019. Social clauses facilitate operations of Social Enterprises (ECO-TLC). • Sweden has introduced a reduced VAT rate (down from 25% to 12%) rate on repair activity of bikes, clothes and shoes plus Tax deductions on repair of white goods • Austria : plan to introduce a bonus of 600 EUR per person/year for repair operations

In Flanders a “Circular Economy” approach started as early as 1993. With the strong support of the Regional Government and the active participation of local authorities, the Waste Agency (OVAM) and Social Economy, the Circular Economy (re-use sector) is a reality of: • 120 re-use centers managed by 31 Social Enterprises with specific geographical coverage (to avoid useless competition) • 65,000 Tons of material collected every year • 5,140 jobs 75% of which for workers from disadvantaged groups • 110 Millions EUR combined turnover 50% generated through sales • 5 Millions paying customers
