According to the 2017 Uganda National Household Survey, the number of poor Ugandans increased from 6.6 million in 2012/13 to 10 million in 2017 (Twinoburyo 2018). Uganda’s population growth is also the fourth highest in the world (The World Bank Group 2018). With the cost of manufacturing and purchasing construction materials like cement increasing due to scarcity of raw materials (Kamukama 2018), many Ugandans are unable to afford to construct homes.

    24 NEW VISION, Friday, February 1, 2019 COMMENT OPINION Animal feeds law long overdue abinet has given a go ahead for the agriculture ministry to table the Animal Feeds Bill 2018 before Parliament. This Cis a positive development, if not long overdue for a country that boasts of agriculture as its backbone. It comes at a time, when there is an outcry, especially from small scale farmers about the proliferation of substandard animal feeds on the market. Without a law to regulate the sector, many farmers have suffered untold losses, with others being forced to abandon the practice altogether. With a law in place, manufacturers of animal feeds will have clearly spelt out guidelines that can guarantee the production of quality animal feeds for farmers. In addition, such a law will come with attendant sanctions for dealing with any form of breach. The study adopted descriptive research design with mixed method approach, utilizing both primary and secondary data. The study was based on the conceptual framework informed by Music Meaning Theory. The study population consisted of 1015 citizens/ teachers, political mobilization musicians and government officials. The sample size was 156 respondents. Data for the study was collected using questionnaires, FGDs and in-depth interviews with key informants. Data was gleaned and analysed by descriptive and inferential statistics using Statistical Package for Social Science. From the findings, the study established that averagely 75% (n=156) of all respondents agreed to the facts that; PMM influenced the Status of National Cohesion among Kenyans in Nairobi. PMM brought Peaceful coexistence, Tolerance among each other, Diversity and inclusivity and that trust among communities is still lower because ethnicity is still considered among the people. On whether PMM brought about peaceful coexistence among Kenyans, 54% ( n=156) said yes while 46% (n=156) said no, 30% (n=156) agreed to the fact that PMM brought about trust among communities while 70% (n=156) disputed. On whether PMM influenced tolerance among each Kenyans, 65% (n=156) said yes 45% (n=156) said no.

    Museveni’s Paradox, Class Dynamics and the Rise of Hustler Politics in Uganda By Liam Taylor During thunderstorms in Kampala the rainwater comes rushing down the hillsides in torrents, through clogged drainage ditches and silty channels, inundating the valleys with sudden floods. The rich make their homes on the hilltops, where the rain runs off their paved compounds. The poor crowd into the wetlands, in one-roomed mizigo rentals sometimes built with small brick walls around the doorway, to hold back the impending tide. In Luganda, an ordinary person is omuntu wa wansi, literally, a “person from down”. It is a metaphor that maps onto the very contours of the city. The ruptures in Ugandan politics can be seen in the contrast between those valleys and hilltops. January’s tumultuous election was a generational contest and a struggle against dictatorial power. But it was also an eruption of class politics, embodied by the rise of Robert Kyagulanyi, a popstar- turned-politician best known as Bobi Wine. “If parliament will not come to the ghetto,” he said when elected MP in 2017, “then the ghetto will come to parliament.” For Yoweri Museveni, now in his 36th year of rule, this upsurge is baffling. His self-proclaimed mission is to haul Uganda out of the sectarian logic of peasant society into the industrial age. In that brave new world, class would replace religion and ethnicity as the axis along which politics was organised. But the distortions of his rule have instead perpetuated old logics and blocked economic transformation, creating alternative forms of urban class politics that he can neither understand nor control.
