On 20 June 2014 the appeal was recovered for the Secretary of State's determination, in pursuance of section 79 of and paragraph 3 of Schedule 6 to the Town and Country Planning Act 1990, because it involves a renewable energy development. Inspector’s recommendation and summary of the decision 3. The Inspector recommended that the appeal be dismissed and planning permission refused. It was noted that planning permission for fracking was granted through the County Council. However, there was no need for permission to carry out seismic surveys on land if the landowner had given consent. There were concerns regarding fracking and any application made to Derbyshire County Council would be thoroughly scrutinised, however there were only certain grounds for refusal. Concerns were expressed regarding the methods the companies were using to approach landowners and Councillor Western confirmed that the companies had been challenged over the way they made contact and dialogue was ongoing. This report contains our final proposals for the Metropolitan Borough of Rotherham's boundaries with the City of Sheffield, the 'Metropolitan Borough of Doncaster, the District of Bassetlaw in Nottinghamshire, and the Districts of Bolsover and North East Derbyshire in Derbyshire. We are not suggesting any radical 'changes but are making a number of minor proposals to make the Boundary more clearly identifiable and to remove anomalies. Our Recommendations in respect of Rotherham's boundary with Barnsley are contained in our earlier report No. 601. ANNOUNCEMENT OF THE START OF THE REVIEW i 2.
