It deals with change in the number of dwellings, based on the planning process. It includes those sites that have planning permission (hard commitments) and those that have been identified in principle as being suitable for housing development (soft commitments). The exceptionally high number of dwellings under construction would under normal circumstances have suggested that this is more likely to be down to natural fluctuation, with high completion levels to be expected in forthcoming years. However, the social distancing measures introduced near the end of the monitoring year which affected construction sites, and the likelihood of a recession as a result of Covid-19 measures means that there is significant uncertainty. -

Introduction 1.1 The Urban Capacity Report sets out the different strands of policy and practice that, as a combined approach, demonstrate the Council are seeking every opportunity across Central Bedfordshire to maximise the use of available land within settlements, before looking to greenfield sites within the countryside in order to accommodate future growth requirements. This will ensure the Local Plan meets the requirements of the NPPF and the emerging direction of future policy as set out in the Housing White Paper. 2. Key Findings 2.1 The Urban Capacity Report discusses the following strands of policy and practice: Luton, Dunstable and Houghton Regis Urban Capacity Potential Study (2016) 2.2 Luton, Dunstable and Houghton Regis have a significant role to play in contributing towards growth within the Luton Housing Market Area (HMA). The Council commissioned Nexus Planning to prepare an Urban Capacity Study to identify the potential for achieving additional capacity from developments within the Luton, Dunstable and Houghton Regis conurbation. The Study conducted a two stage assessment: Stage One – A baseline assessment confirming the sites identified in the SHLAAs and ELRs for Central Bedfordshire and Luton Borough were still suitable for residential development. No new sites were considered. Stage Two – Testing the sites against alternative densities to see whether they could be increased to deliver additional homes. 2.3 The study concluded there may be an opportunity to increase development capacity by 148-496 dwellings within Central Bedfordshire, achieved through increasing density. -

REPORT OF THE INDEPENDENT INQUIRY INTO THE CARE AND TREATMENT OF ALEXANDER CAMERON Commissioned by Berkshire Health Authority September 2000 PREFACE AND ACKNOWLEDGMENTS On 26 April 1997, Alexander Cameron killed his mother, Mrs Eileen Cameron. Mr Cameron was receiving out-patient treatment at the time, having been discharged from Fair Mile Hospital on 12 December 1994. He was admitted to a secure hospital in May 1997, and he remains detained there, having since been convicted of manslaughter on the grounds of diminished responsibility. There have already been two reviews of Mr Cameron’s care and treatment during the period before his mother’s death. One of these was an internal review undertaken by members of the NHS trust which manages Fair Mile. The other was undertaken by two external consultant psychiatrists. A third review, more than two years on, was a further source of distress for Mrs Cameron’s daughter, Julie Cameron. We therefore particularly wish to acknowledge the constructive and measured way in which she and her partner helped us. We also wish to acknowledge the way in which the professionals involved in Alexander Cameron’s care and treatment worked with us during what was a difficult time for them. Their candour, and commitment to providing the best possible service to local people, was commendable. Such candour is to be encouraged because it is the ultimate test of professionalism. The mature professional who accepts that their practice, or local practice, can be improved upon thereby ensures that the future direction of the service is based, not on falsehood, but on a true, comprehensive, understanding of its current state. -
