For the last two months, we have been hit very hard by the pandemic and there seems to be no near end in sight. The Emergency proclamation in January, ostensibly to fight COVID-19 has now been proven to be a complete political sham. Malaysia is the only country in the world where after Emergency has been declared (together with the suspension of Parliament), the pandemic situation has actually worsened instead of improving. This inability to contain the pandemic is the result of an incompetent and anti-democratic government that is weak in leadership and poor in policy planning. I get no joy in criticising the PN government but it is now as clear as day that without the checks and balances provided by parliament, their incompetency will only grow to the detriment of Malaysians from the pandemic. However, this newsletter is not so much about politics; for that you can follow me on my active social media posts. This newsletter is basically a report card of sorts of what my office and I have been doing in the last six months.

    February 11, 2016 The Honorable Mr. Barack Obama President of the United States of America The White House 1600 Pennsylvania Avenue, NW Washington, DC 20500 Dear Mr. President, As members of parliament from Southeast Asia, dedicated to the promotion and protection of human rights, we write to express our desire for you to make discussion of human rights and the democratic aspirations of the people of ASEAN a priority during the upcoming summit at the Sunnylands estate in California on 15-16 February 2016. As you are surely aware, democracy is struggling in Southeast Asia. Many countries in our region have taken dramatic steps backward in the past two years. While Southeast Asia appeared to be on the cusp of a genuine political transformation only a few years ago, more recently the region has instead witnessed military takeovers, the rollback of fundamental rights, intensifying government-sponsored discrimination against ethnic and religious minorities, and the increasing persecution of activists and opposition voices, including fellow parliamentarians. These setbacks constitute a fundamental threat to the future of the ASEAN Community and the US relationship with it. While we recognize and understand your administration’s desire to strengthen trade and security cooperation with Southeast Asian governments, we urge you to proceed with caution. Human rights, democracy, and basic dignity cannot take a backseat to economic or security prerogatives. Open dialogue on fundamental political and rights-based questions is vital to ensuring the sustainability of bilateral relationships and promoting broad-based benefits of trans-Pacific cooperation. When you sit down with ASEAN leaders in California, we urge you to press them on unfulfilled human rights commitments and to directly raise specific concerns with them.

In clearing the air over his controversial “front door” statement in regards to the rare earths refinery last week, Wong (left) said he regretted the “indirect way” in which he had spoke, as this had led to the misunderstanding. “The reason for the confusion and resulting disappointment was due to my poorly made ‘off-the-cuff’ statement, which gave the impression that I welcome Lynas. “Should Pakatan form the next government of Malaysia, the Temporary Operating License (TOL) for Lynas to operate must be revoked and stop work order must be issued immediately,” he said in a statement issued today. Wong explained that in order to then challenge the termination of the TOL, Lynas must go through the most stringent and transparent detailed environment impact assessment (DEIA) process, of which he was sure there would be little chance of success. “In my professional view, given my experience as an environmental consultant, Lynas will not be able to comply with the many requirements of the DEIA, including stringent public consultation process and especially on the disposal of the processed waste. “To put it simply, once the plant is shut down, there is no chance for it to reopen again” he said. The same, he added, applies to other projects which pose a hazard to the environment as well as to the health and livelihood of the people, such as the gold mining in Raub, Pengerang petrochemical plant and the construction of dams in East Malaysia.

However, most research points to social media being used mainly for broadcasting of information, and there is a need to test whether the interactive features are being used and are influencing election results. With the ability of researchers to download and collect masses of raw data from various social media such as Twitter and Facebook, the research into social media is now becoming more quantitative. With traditional media completely owned and controlled by the government, while the internet is free and uncensored, the use of social media in Malaysia has exploded over the past few years, with a corresponding use of this medium in campaigning, leading to researches attributing this to the rise of a viable opposition. In this paper we study passive interaction using data captured directly from the 2013 Malaysian General Election candidates’ Facebook Pages (FP), and show that the success of a candidate who is active and popular on Facebook rises to 77% when compared to the 38% general success rate of all candidates.

    The APPGM-SDG (All Party Parliamentary Group Malaysia for Sustainable Development Goals): Towards Mainstreaming SDG in Issues and Solutions of Parliamentary Constituencies Danial Mohd Yusof* and Zainal Abidin Sanusi** Abstract This paper looks into the creation of the APPGM (All Party Parliamentary Group Malaysia) in various fields as one of the 14th Malaysian Parliament Reform Agenda. It will explain the origins and rationale of APPG in relation to the need for multilevel and multi-stakeholder engagement over themes and issues with parliament for interaction, documentation, transparency, education and reference. It will then describe the guidelines and rules for the creation of APPGM, and more specifically, the proposal, formation and set up for the APPGM for Sustainable Development Goals (SDG) from the meeting minutes of the House Committee of the Dewan Rakyat. This also includes a discussion of the pioneering parliamentary constituencies involved in 2020 and the outcome of research on identified themes and issues mapping, proposed and ongoing project solutions and dynamic partnerships taking place in implementing the program. It will also highlight the favourable decision to continue with the APPGM-SDG and the proposal for the involvement of additional parliamentary constituencies in 2021. The paper will conclude by stating the importance of the APPGM-SDG in advocating and incorporating sustainable development as a practical model for parliamentary constituency issues and solutions. It was a very busy 2019 in terms of community projects; we did a total of 81 projects in Subang Jaya and Kinrara. However, we have had a relatively disappointing 2019 for parliamentary reforms. My parliamentary work continued with full attendance of all sittings, except two days when I was away overseas on official duties. The year also saw me attending some 80 hearings and meetings for the Public Accounts Committee (PAC). For 2020, I will move on from PAC to chair a new select committee, The International Relations and Trade Committee. On diplomatic engagements, I also have had a very busy 2019. The highlight of the year for me was to go to New York to give a talk at the UK Mission to the United Nations. Parliamentary Reforms: July to December 2019 From July to December 2019, there were two parliamentary sessions. The first parliamentary session was from July 1st until July 18th 2019. The second parliamentary session was from the 7th of October until the 5th of December 2019. During both parliamentary periods, there were very few legislative reforms passed.
