If I may I would like to start us off by talking about the J.C.R.A. (Jersey Competition Regulatory Authority) and the opening up of the market. I will start with the most recent information I have received in the paper today that the hearing on the number portability has once again been postponed. Would you happen to know any reason for that? Senator P.F.C. Ozouf (The Minister for Economic Development): You have an advantage over me, Chairman, of having read the J.P. (Jersey Evening Post) but I am aware of this and I have to say that I will ask Mike King to comment on this. I am pleased to hear that the hearing is off because of the reasons … I will let Mike explain and then make a comment. Mr. M. King: Yes, I think it is fair to say that the E.D.D. (Economic Development Department) assessment of the situation regarding the hearing on O.N.P. (Operator Number Portability) was that there was room for discussion between particularly Jersey Telecom but also other operators and the regulator to look at alternative ways of resolving the issue of portability in the shortest timeframe, at the lowest cost and in such a way that would deliver to the customers of Jersey a solution which would allow them to have full number portability and free up the market.

    STATES OF JERSEY REVIEW OF THE MINIMUM WAGE IN JERSEY: PROCESS AND RATE – CONSULTATION EXERCISE Presented to the States on 16th April 2021 by the Minister for Social Security STATES GREFFE 2021 R.62 2 REPORT REVIEW OF THE JERSEY MINIMUM WAGE: PROCESS AND RATE - CONSULTATION EXERCISE Executive summary The Social Security Minister has decided to review the way in which the Jersey minimum wage is set. The current process is set out in the Employment Law and is described in more detail below. It has been in place for 15 years. The Minister has decided to review the current system and to look at possible alternatives for Jersey and invites contributions to this consultation exercise. The consultation also considers how the next minimum wage rate should be set. Introduction Jersey has a minimum wage – an hourly rate that applies to all employees over school leaving age, with a lower rate set for trainees. This rate is set by law and employers must pay employees at least at this rate. The process by which the minimum wage is set is contained in the Employment Law and the way in which a new minimum wage is brought into effect is also set out there. Over the last 15 years it has become the custom to review the minimum wage rate and set an increase at least once a year, usually in April. Over the last 5 years, there have been several challenges to the minimum wage level from politicians, which have led to States debates. The most recent challenge was made in September 2020.

    Appendix OS10_Proposition P107_2017 – Future Hospital Approval of Preferred Scheme and Funding STATES OF JERSEY FUTURE HOSPITAL: APPROVAL OF PREFERRED SCHEME AND FUNDING Lodged au Greffe on 31st October 2017 by the Minister for Treasury and Resources STATES GREFFE 2017 P.107 PROPOSITION THE STATES are asked to decide whether they are of opinion to refer to their Act dated 23rd October 2012, which requested the Council of Ministers to bring forward proposals for a new Hospital, and their Act dated 1st December 2016, which approved in principle the site location for the new General Hospital; and – (a) to approve the Preferred Scheme contained within the Future Hospital Outline Business Case with a capital expenditure budget of up to £466 million; (b) to approve, in accordance with the provisions of Article 3(3)(a) of the Public Finances (Jersey) Law 2005 (“the Law”), the establishment of a Special Fund to be known as the “Hospital Construction Fund” and to approve the Fund’s purpose, as set out in Appendix A to the report accompanying this proposition; (c) to authorise, in accordance with Article 21(1) of the Law, the Minister for Treasury and Resources to borrow up to £275 million towards the construction of the Preferred Scheme, and to direct that the amount borrowed be paid into the Strategic Reserve Fund; (d) to agree that the Strategic Reserve Fund policy be amended so as to authorise the transfer from the Strategic Reserve Fund to the Hospital Construction Fund, drawn down as required, the sum representing the balance of up to £466

  • Jersey Location Geography Climate
    Jersey Location The Bailiwick of Jersey is located in Europe and has a total area of 45 square miles. Jersey is the largest of the Channel Islands, which are located in the English Channel, off the coast of Normandy, France, and include Guernsey, Alderney, Sark, Herm, and Jethou. Jersey is 9 miles long and 5 miles wide. The island is 14 miles north of France and 100 miles south of Great Britain. It is bordered on the north by the English Channel and on the south by the Bay of Mont St Michel. Its political boundaries also include the reefs of Minquiers and the Ecrehous. (Jones) Geography The geography of the island is mainly gentle and rolling, with rougher hills along the northern coast with the English Channel. The highest point is 143 meters, while sea level is the island’s lowest point. The island’s location in between the Bay of Mont St Michel and the English Channel gives the island tidal ranges of over 40 feet, among the largest range in the world. Most of the island is a plateau which sweeps towards sea level as one travels south. The west end of the island features St Ouen’s Pond, which is Jersey’s largest fresh water source. The interior of the island is home to pastoral grazing lands and home to most of Jersey’s agriculture. Climate Jersey’s climate is quite temperate, due to its location in the English Channel. The island is the sunniest place in the British Isles with an average of over 1,951 hours per year.

    2.10 Deputy M.R. Higgins of The Minister for Treasury and Resources regarding the impact of the recession on the Island: Does the Minister believe that Jersey has come out of the recession? If his answer is yes, on what basis is his belief based; and if no, when does he think the Island is likely to do so; bearing in mind the current performance of the financial services industry and the state of its world markets? Senator P.F.C. Ozouf (The Minister for Treasury and Resources): There are signs that our economy is no longer in recession and has returned to modest growth this year. The Business Tendency Survey results showed an increase in the balance of financial services companies, reporting an increase in profits for the first half of this year and employment in June was 750 higher than a year ago, taking it to the highest June level recorded. Retail sales volumes have also continued to grow, up 4 per cent on last year. However, as the Deputy points out, the world markets have been affected by the unprecedented troubles in the euro area and the U.S. (United States) in recent months. This and the prevailing uncertainties will affect the speed of our recovery into 2012 and possibly beyond. The Fiscal Policy Panel has incorporated these risks into their economic forecast and has judged that economic growth may continue in 2012 but the risks are weighted to the downside. They have, therefore, revised their range of the central expectation for 2012 to minus 2 percent to plus 2 per cent compared to a forecast of between 0 per cent and 3 per cent for 2011.
