This is a penalty for customers who have made a choice to produce their own power. If this solar tax is implemented, Utah will not have a chance to be a solar leader. Utah ranks 7th in the United States for solar resource but only 31st for solar homes. Innovation is key to growing and a tax from Rocky mountain power will only put our money in another part of the country RMP is held by Berkshire Hathaway Energy (previously known as MidAmerican Energy Holdings Company until 2014) is a holding company that is 89.8% owned by Berkshire Hathaway, Berkshire Hathaway Energy holds the following companies: MidAmerican Energy Company MidAmerican Renewables PacifiCorp Northern Powergrid (formerly CE Electric UK) Integrated Utility Services UK CalEnergy Generation Kern River Gas Transmission Company Kern River Pipeline Northern Natural Gas Company (Omaha) HomeServices of America BYD Company (10% of outstanding shares) NV Energy Metalogic Inspections Services Intelligent Energy Solutions. Berkshire has owned a controlling stake since 1999.     5.0 Consultation, Coordination, and Public Involvement This chapter details the consultation and coordination between Reclamation and other State, Federal, and local agencies, Native American tribes, and the public in the preparation of this environmental impact statement (EIS). Since the Notice of Intent to prepare this EIS was published in June 2000, input has been actively solicited from a broad range of public constituencies as part of the ongoing public involvement process. Comments and involvement in the planning for and preparation of the Flaming Gorge EIS were generally sought through two broad efforts: communication and consultation with a variety of Federal, State, and local agencies, Native American tribes, and interest groups; and the formal EIS scoping process which invited input from the general public. 5.1 CONSULTATION AND COORDINATION WITH OTHER AGENCIES AND ORGANIZATIONS AND NATIVE AMERICAN TRIBES In June and July 2000, Reclamation invited a number of State and Federal agencies and the Northern Ute Tribe to become cooperating agencies in the preparation of this EIS. The eight agencies that agreed to become cooperating agencies for this EIS are listed at section 1.1.2. Reclamation has hosted periodic cooperating agency meetings throughout the preparation of this EIS, to ensure that all of the agencies were informed of and involved in the issues and analyses related to the EIS.
