Finally, I thank my parents for always cheering: 加油! iii A Critical Analysis of Age-friendly Community Initiatives by Jarmin Christine Yeh Abstract Problem: As aging and urbanization trends converge, developing “age-friendly community initiatives” (AFCIs) has become a global movement and important policy area, aspiring to support people’s desires to age in place regardless of age, income, or ability level. This project interrogated how AFCIs have been operationalized in practice and in the lived experiences of older people. Methods: Situational analysis was a theory-methods package used to compare the conceptual frames undergirding AFCIs with expert knowledges and lay perspectives. Historical and literature reviews, participant observations, and semi-structured in-depth interviews were conducted with thirteen AFCI experts and seventeen older adults asked to chronicle their everyday lives using disposable cameras. Findings: The rational dreams of AFCIs and material realities of aging in place are misaligned. Older adults elucidated a moving tension between the daily interiority of identity and contingencies of a changing environment that produces a sensation characterized as the uncanny. The vicissitudes of life and precariousness of their positionalities exposed tactics for “passing” as creative forms of resistance to their expulsion from society. This revealed how there are normative structures around which formal systems or institutions involved with AFCIs could impinge upon older adults; highlighting society’s interest in ensuring they remain healthy and safe, lest they be a threat to themselves or burden on others. This project illuminated how aging in place finds meaning through the quotidian; the mundanity of this work is the crux of its poignancy. AFCIs form a biopolitical paradigm because they not only seek to rework boundaries between bodies and environments, they operate as modes of individual and population governance for the sake of health; yet, struggle to find ways to preserve the inclusion of older people in the ongoing social system.   • Older Adults and Homelessness
    Position Paper Older Adults and Homelessness In partnership with: 1 The population of older adults experiencing homelessness in Calgary is growing quickly, and housing and service providers need to understand how best to help this highly marginalized group of people. Given this context, more systemic efforts need to be made to prevent homelessness before it occurs. Preface Calgary’s older adult population is increasing quickly as the first wave of the baby boomers reached 65 in 2011. As of the 2016 census, there were 138,405 individuals over 65 in Calgary, or 11% (Statistics Canada, 2017). Projections estimate that by 2026, there will be 206,000 individuals over 65, which will rise to 287,000, or 15% of the population, by 2042 (City of Calgary, 2017; City of Calgary 2016). Services and programs, especially for vulnerable older adults, will need to keep up with this increase in demand. Conscious of this, the Older Adult Council of Calgary created a series of position papers to look into key issues of concern to this growing population, with a focus on more vulnerable older adults. This paper focuses on arguably the most marginalized group of older adults: those experiencing homelessness. Introduction Homelessness can affect individuals of any age, but older adults face unique vulnerabilities. People who have experienced episodic or chronic homelessness throughout their life can seem to age prematurely, or be “functionally geriatric.” There are also some people who experience homelessness for the first time as an older adult (Burns, 2016; McDonald et al., 2007). Many of these people are stigmatized multiple times: by age; by homelessness; by mental health issues, or; by substance abuse.

Is a House Always a Home?: A Survey of Homelessness Laws By: Marlei English1 March 6, 2020 Homelessness is a plague that spares no country, yet not a single country has cured it. The type of legislation regarding homelessness in a country seems to correlate with the severity of its homelessness problem. The highly-variative approaches taken by each country when passing their legislation can be roughly divided into two categories: aid-based laws and criminalization laws. Analyzing how these homelessness laws affect the homeless community in each country can be an important step in understanding what can truly lead to finding the “cure” for homelessness rather than just applying temporary fixes. I. Introduction to the Homelessness Problem Homelessness is not a new issue, but it is a current, and pressing issue.2 In fact, it is estimated that at least 150 million individuals are homeless.3 That is about two percent of the population on Earth.4 Furthermore, an even larger 1.6 billion individuals may be living without adequate housing.5 While these statistics are startling, the actual number of individuals living without a home could be even larger because these are just the reported and observable numbers.

It discusses the life events and processes that often trigger, protect against and predict the likelihood of someone becoming homeless (and/or roofless). It argues, that people’s routes into homelessness are complex, multiple and interlinked and are the result of biographical, structural and behavioural factors. This complexity increases with the age of the individual and the duration of their rooflessness. The thesis explores the homeless culture as a counter-culture created through people being pushed out of mainstream society. It argues, that what happened to people in the past, created the nature of the homeless culture. Furthermore it is argued that any serious attempt at resettling long-term rough sleepers needs to consider what it is that the homeless culture offers and whether or how this can be replicated within housed society.

LE DANTEC, School of Literature, Media, & Communication, Georgia Institute of Technology, USA We examine the local data practices of citizens in Mexico who use Facebook sites as a platform to report crimes and share safety-related information. We conducted 14 interviews with a variety of participants who collaborate as administrators and contributors of these online communities. The communities we ex- amined have two central components: the citizens who crowd-source data about instances of crime in dif- ferent neighborhoods in and around Mexico City, and the administrators of the Facebook sites who use the crowd-sourced data to intervene and collaborate with other stakeholders. From our interviews, we identify the community, data, and action practices used by group administrators to collect, curate, and publish in- formation about public safety that would otherwise go un-reported. The combination of these practices improves the reputation of the groups on Facebook, increases trust, and encourages sustained participation from citizens. These practices also legitimize data gathered by group members as an important grassroots tool for responding to issues of public safety that would otherwise not be reported or acted upon. Our find- ings contribute a growing body of work that aims to understand how social media enable political action in contexts where people are not being served by existing institutions. Lemley‡ As robots and artificial intelligence (AI) increase their influ- ence over society, policymakers are increasingly regulating them. But to regulate these technologies, we first need to know what they are. And here we come to a problem. No one has been able to offer a decent definition of robots and AI—not even experts. What’s more, technological advances make it harder and harder each day to tell people from robots and robots from “dumb” machines. We have already seen disas- trous legal definitions written with one target in mind inadver- tently affecting others. In fact, if you are reading this you are (probably) not a robot, but certain laws might already treat you as one. Definitional challenges like these aren’t exclusive to robots and AI. But today, all signs indicate we are approaching an inflection point. Whether it is citywide bans of “robot sex brothels” or nationwide efforts to crack down on “ticket scalp- ing bots,” we are witnessing an explosion of interest in regu- lating robots, human enhancement technologies, and all things in between. And that, in turn, means that typological quandaries once confined to philosophy seminars can no longer be dismissed as academic. Want, for example, to crack down on foreign “influence campaigns” by regulating social media bots? Be careful not to define “bot” too broadly (like the California legislature recently did), or the supercomputer nes- tled in your pocket might just make you one.

ZETTLER** Although scientists have been manipulating genomes since the 1970s, the recent discovery of Clustered Regularly Interspaced Short Palindromic Repeats (“CRISPR”) has expanded the possibilities not only for what gene editing might accomplish but also who might accomplish it. Because CRISPR is relatively easy, efficient, and inexpensive, it is accessible to individuals— known as “citizen scientists”—who work in nontraditional laboratory settings and may not have formal scientific training. Prompted by concerns about human applications of CRISPR, the United States is cohosting a series of international summits on human gene editing, while organizations around the world race to issue their own reports and recommendations. For the most part, however, these efforts have focused on the use of CRISPR by professional scientists working in institutional settings who are already subject to layers of formal and informal oversight.
