  • (BRI) in Myanmar
MYANMAR POLICY BRIEFING | 22 | November 2019 Selling the Silk Road Spirit: China’s Belt and Road Initiative in Myanmar Key points • Rather than a ‘grand strategy’ the BRI is a broad and loosely governed framework of activities seeking to address a crisis in Chinese capitalism. Almost any activity, implemented by any actor in any place can be included under the BRI framework and branded as a ‘BRI project’. This allows Chinese state-owned enterprises (SOEs) and provincial governments to promote their own projects in pursuit of profit and economic growth. Where necessary, the central Chinese government plays a strong politically support- ive role. It also maintains a semblance of control and leadership over the initiative as a whole. But with such a broad framework, and a multitude of actors involved, the Chinese government has struggled to effectively govern BRI activities. • The BRI is the latest initiative in three decades of efforts to promote Chinese trade and investment in Myanmar. Following the suspension of the Myitsone hydropower dam project and Myanmar’s political and economic transition to a new system of quasi-civilian government in the early 2010s, Chinese companies faced greater competition in bidding for projects and the Chinese Government became frustrated. The rift between the Myanmar government and the international community following the Rohingya crisis in Rakhine State provided the Chinese government with an opportunity to rebuild closer ties with their counterparts in Myanmar. The China-Myanmar Economic Corridor (CMEC) was launched as the primary mechanism for BRI activities in Myanmar, as part of the Chinese government’s economic approach to addressing the conflicts in Myanmar.

  • Workshop on Mobile Regulation for Socioeconomic Development
Workshop on Mobile Regulation for SocioEconomic Development & A4AIMyanmar Coalition Meeting July 2022, 2016 Naypyidaw, Myanmar About A4AI The Alliance for Affordable Internet (A4AI) brings together prominent players from the private sector, public sector, and civil society to provide a unified voice and coordinated focus in addressing the shared goal of open, affordable access to the Internet in the developing world. The Alliance aims to increase the affordability of both mobile and fixedline Internet access dramatically. With a focus on policy and regulatory development, and the use of proven good practices, A4AI works to achieve affordable universal access to broadband. Background on the A4AIMyanmar Coalition The Myanmar Ministry of Communication and Information Technology (MCIT) invited A4AI to form an A4AIMyanmar multistakeholder coalition. A Memorandum of Understanding (MoU) was subsequently signed by A4AI and MCIT at the first A4AIMyanmar forum, held in Yangon, on 26th of March, 2015. During the first forum, participating stakeholders identified four priority areas. These areas have the potential to accelerate improved broadband access and affordability, but only if the policy and regulation for them are effective. The Myanmar stakeholders noted the need for effective policy, regulation and implementation in each key area if Myanmar is to achieve affordable universal access. The four priority areas are: ● Infrastructure Sharing and Deployment: Increase the number of opportunities and options for infrastructure sharing in order to reduce the cost of rollout for service providers and the cost of services for endusers. ● Universal Service and Access Fund: Ensuring the proposed universal service and access fund has an effective structure and efficient processes.

  • Ending the Gender Digital Divide in Myanmar: a Problem-Driven Political Economy Assessment
Ending the Gender Digital Divide in Myanmar: A Problem-Driven Political Economy Assessment Sheila Scott, Center for Applied Learning and Impact, IREX with Swathi Balasubramanian and Amber Ehrke ACKNOWLEDGEMENTS The authors wish to thank the many organizations and individuals without whom this research would not have come to fruition. The staff of IREX’s Beyond Access program first noted the negative impact of the gender gap on women’s and girls’ access to information and training at public libraries throughout Myanmar. Field researchers Swathi Balasubramian and Amber Ehrke provided countless helpful insights into research design, resources and early drafts. IREX internal reviewers Sarah Bever, Ari Katz, Stephanie Lake and Samhir Vasdev ensured the analysis was well grounded in the global context of ICT4D and international education. External reviewers Rick Nuccio, Matt Baker and Charles Cadwell shared thoughtful questions that clarified the research lines of inquiry at helpful moments. In Myanmar, the Myanmar Book and Preservation Fund has been a steady companion on the journey towards digital inclusion. We are deeply grateful for the many participants of focus group discussions and key informants who shared their experience with technology and insights on the digital divide today. And a special thanks are extended to Cho Chan Myei Oo for her keen understanding and excellent interpretation skills.
