It is bordered on the North and Northeast by the Republic of Romania, through along land border. There are 3 protected areas located on the territory of Gen. Toshevo municipality - Loznitsa /405,4ha/, Rositsa /213,1ha/, Bezhanovo /121,7ha/ and natural landmark Aboretum. /3.8 ha/. In the villages of the municipality there are preserved many cultural sites and expositions (museums, churches, old houses, etc.) characterizing their way of living and past. In the village of Krasen you can find sites connected to Yordan Yovkov’s life and work. There is a reconstructed rural house in the village of Dubovik, General Toshevo municipality which offers tourist services and attractions (traditional rural customs of the region and fire- dancers). The closeness of the seaside resorts – Shabla, Kavarna, Albena, Balchik /Bulgaria/ and Mangalia /Romania/ is a precondition for establishment of tourist itineraries, which would be interesting attraction for the visitors of those resorts. Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies. Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. Silva Balcanica, 19(1)/2018 DENDROLOGICAL DIVERSITY IN SANTA MARINA HOLIDAY VILLAGE - SOZOPOL AS AN EXAMPLE OF CONTEMPORARY LANDSCAPE DESIGN TRENDS IN BULGARIA Svetlana Anisimova Faculty of Ecology and Landscape Architecture, University of Forestry – Sofia Abstract The paper presents dendrofloral characteristics of Santa Marina Holiday Village, situated on the Southern Bulgarian Black Sea coast. The systematic structure and species composition of woody ornamentals, the absolute and relative quantitative participation of each species were analyzed. A total number of 227 woody species, 315 species and intraspecific taxa, respectively of 110 genera, belonging to 54 families, were recorded. Furthermore, 44.4% of the families were represented by only one species. The results indicate a significant tree and shrub diversity, competitive with the one displayed in some Bulgarian historical parks famous for their dendrological collections. Some of them have been rarely cultivated in the green spaces in Bulgaria so far. A trend of a large scale use of alien species and cultivars was established. Consequently, the participation of autochthonous species is insignificant (5.9%). A relatively high percentage of coniferous and evergreen woody species provides the constant ornamental effect of the holiday village green spaces. All ecosystem services provided by woody species depend on their adaptability to extreme environmental conditions (Chen, Jim 2008). In recent years, the diversity of ornamental tree and shrub species and cultivated varieties has grown considerably (Knapp, 2010; Chalker-Scott 2015; Sjöman et al., 2016.).

There are altogether 9 records of Gannet in Bulgaria over the last 100 years, all on the Black Sea coast. This paper describes the three most recent records. On 29–31 July 2008 6 individuals were observed in the vicinity of St. Constantine and Elena Resort (12 km north of the town of Varna, Varna Region, NE Bulgaria). Gannets were fi shing by numerous (typical) dives, accompanied by a fl ock of Cormorants Phalacrocorax carbo and Yellow-legged Gulls Larus michahellis. A review of all the species’ records in Bulgaria, as well as the subfossil records in the Black Sea region is given. The Black Sea Wave Energy: the Present State and the Twentieth Century Changes
THE BLACK SEA WAVE ENERGY: THE PRESENT STATE AND THE TWENTIETH CENTURY CHANGES Vasko Galabov Abstract In this paper we present a study of the present state of the Black Sea wave energy. The studies of other authors are based on the use of input data from atmospheric reanalysis or a downscaling of such reanalysis. Instead of reanalysis data, we use input data from the operational limited area numerical weather prediction model ALADIN. We showed that the estimations of the Black Sea wave energy based on reanalyses deviate significantly from the real potential. We showed also that the highest values of the mean annual wave power flux is between 4.5 and 5.0 kW/m2 and the near shore areas with the highest wave energy potential are the southernmost Bulgarian coast and the coast of Turkey north of Istanbul. While we showed that the wind data from the reanalysis are not useful for the estimation of the actual wave energy potential, we claimed that the reanalysis data is useful to study the long term changes of the wave energy of the Black Sea. We used the 10m winds from the recent ERA-20C reanalysis, which covers the period 1901-2010. We performed a 110 years hindcast with these winds using the SWAN wave model. The results for the area with the highest mean annual wave energy showed that there was an increase during the first half of the XX century followed by a small decrease and again a period with elevated wave energy during the seventies. After 1980 there is a steady decrease of the Black Sea wave energy.
