El estudio de mercado analiza las empresas de ingeniería que podríamos deno- minar, empresas ACE (Architecture, Construction and Engineering). 2. El sector de servicios de consultoría-ingeniería representaba en 2004 el 0,5% del PIB total canadiense. A pesar del poco peso dentro del conjunto de la economía, es un subsector con gran importancia por las altas implicaciones y repercusiones sobre los demás sectores de la economía. 3. En Canadá los sectores más importantes relacionados con la construcción y grandes proyectos son: el sector inmobiliario, construcción institucional, industrial y comercial, gas y petróleo, generación de energía eléctrica, transportes, agua y medioambiente y minería. 4. Según provincias, las empresas de ingeniería se especializan en determinados sectores, en función de cuál sea la principal actividad económica de la región. Por ejemplo, en la provincia de Alberta hay gran concentración de empresas dedica- das al sector de la energía, concretamente al gas y petróleo. 5. Hay más de 15.000 empresas englobadas en este sector, abarcando desde las pequeñas empresas formadas por un solo trabajador, hasta las grandes empresas multidisciplinares. 6. En general, las fortalezas de las empresas canadienses son el carácter multicultu- ral del equipo técnico, la experiencia reconocida mundialmente en determinados sectores y el dinamismo del sector en Canadá. 7. Entre las debilidades encontramos la falta de integración vertical de muchas em- presas, las dificultades de financiación que les impiden acceder a grandes proyec- tos internacionales, reticencia de los organismos públicos a acometer proyectos en colaboraciones público-privadas, escasez de mano de obra cualificada y excesiva dependencia del mercado estadounidense. 8. El mercado canadiense de ingeniería es un mercado relativamente cerrado a la participación de empresas extranjeras y difícil de penetrar, con numerosos obstáculos para establecerse libremente en el país sin ayuda de un socio local, con un sector altamente fragmentado ( existe mucha diferencia incluso en el ámbi- to legal entre las empresas de arquitectura, ingeniería y construcción) y con un es- Oficina Económica y Comercial de la Embajada de España en Ottawa 5 EL SECTOR DE LA INGENIERÍA EN CANADÁ píritu corporativo que, en ocasiones, evita colaborar con empresas extranjeras, a excepción de que éstas le proporcionen nueva tecnología o recursos financieros de los que carezcan. 9. Las principales oportunidades de negocio se encuentran en el sector de las in- fraestructuras de transporte, en el sector del gas y del petróleo, sector de la mine- ría, generación de energía eléctrica y energías renovables y en el campo del me- dioambiente. 10. Canadá fue en el año 2004 el tercer productor de gas natural y el noveno productor de crudo. Las compañías de ingeniería tienen grandes oportunidades de negocio en proyectos de infraestructuras para el transporte de los materiales, infraestructuras de comunicación para los emplazamientos de los yacimientos, proyectos relacionados con la contaminación provocada por la industria, etc. En la actualidad es uno de los principales sectores económicos de Canadá. 11. El sector de generación de energía eléctrica también ofrece numerosas oportu- nidades de inversión ya que Canadá es el quinto productor de electricidad en el mundo y el cuarto consumidor. En los últimos años se están acometiendo numero- sos proyectos de generación de energía por medios eólicos y quedan todavía mu- chos proyectos en cartera en este sector. El sector eólico en Canadá es un sector con un fuerte crecimiento. 12. El sector de la minería representa el 4% del PIB nacional de Canadá con el ní- quel, el oro, el hierro y el zinc como minerales más importantes del país. A pesar de esto, la minería canadiense también es rica en diamantes y potasio, siendo respectivamente, el tercer y quinto productor de dichos minerales en el mundo. 13. La contratación de servicios por parte de las instituciones públicas se realiza en dos niveles, el federal y el sub-federal (provincial y sector MASH: gobiernos muni- cipales, instituciones académicas, servicios sociales e instituciones de salud), de- bido a la organización política del país. Cada uno de los niveles tiene diferentes competencias pero ambos tienen la obligación de licitar todos aquellos proyectos por un importe superior a 25.000 $Cad y hacer públicos todos los que superen los 10.000 $Cad. 14. La contratación pública de servicios está regulada por diversos acuerdos nacio- nales e internacionales. Las compras públicas sub-federales están reguladas por el AIT (Acuerdo de Comercio Interno), mientras que las federales quedan sujetas al NAFTA y a los acuerdos de la OMC (GPA). 15. La contratación de servicios privada intenta seguir un procedimiento de selec- ción de proveedores basado en la calidad, cualidad y experiencia de las empresas, promocionado por la Association of Consulting Engineers of Canada (ACEC) y respaldado por la International Federation of Consulting Engineers (FDIC). En la actualidad todavía se dan casos de empresas privadas que emplean bases de da- tos de proveedores privadas con los que han trabajado anteriormente. 16. A pesar de los esfuerzos realizados en acuerdos de Comercio Internacional, el Tratado de Libre Circulación de las Américas (TLCAN-NAFTA) y el Acuerdo Ge- neral en Comercio de Servicios de la OMC (GAT), se impide la entrada en el mer- Oficina Económica y Comercial de la Embajada de España en Ottawa 6 EL SECTOR DE LA INGENIERÍA EN CANADÁ cado canadiense a las empresas extranjeras mediante regulaciones locales, re- querimientos técnicos, productos estándar y un procedimiento de adjudicaciones en ocasiones discriminatorio. 17. Las empresas canadienses no están muy presentes en mercados internaciona- les por su escasa experiencia en proyectos de colaboración público-privada, que son los que más auge están teniendo en el ámbito internacional. 18. El principal mercado para las empresas canadienses de ingeniería son los EEUU aunque también es importante su presencia en algunos países de Latinoamérica. 19. Las principales oportunidades de colaboración con las empresas canadienses para las empresas españolas son aquellos proyectos en los que las empresas ca- nadienses requieran financiación o nuevas tecnologías que no posean en el mo- mento. Cabe resaltar el sector de los proyectos en colaboración público-privada (proyectos PPPs) en los que las empresas españolas poseen gran experiencia y que son un sectror en desarrollo en Canadá, especialmente aplicados a autopistas y hospitales. 20. La presencia de empresas españolas en el sector de la ingeniería-construcción en Canadá es relativamente escasa. Las únicas empresas que han realizado pro- yectos o tienen sede establecida en el país son Cintra-Ferrovial, FCC, Acciona In- fraestructuras y Dragados-ACS. INTRODUCCIÓN La ingeniería pone a disposición del cliente su experiencia en el estudio, concepción, diseño o realización de todo tipo de proyecto de obra o equipamiento siguiendo las especificaciones técnicas, económicas, financieras y sociales estipuladas. Los servicios de ingeniería se pueden clasificar según las categorías siguientes: - Servicios de ingeniería especializados o profesionales ofrecidos por em- presas de ingeniería independientes. - Servicios de ingeniería integrados prestados por los departamentos de grandes grupos industriales.

Project Focus Area Addresses the area in which the shopping centre, and associated infrastructure, is situated. 3 Transportation Master Plan Study Process Transportation Master Plans are an approved Provincial process to address infrastructure planning projects under the Environmental Assessment Act. It creates a framework for planning a range of infrastructure projects that may be implemented over a period of time. Public stakeholder consultation is a key component. Larger infrastructure recommendations will require further study by completing Phases 3 and 4 of the Municipal Environmental Assessment process. We are here 4 2.
