Dan Rostenkowski, and another must defend a challenge to his nominating petitions, state records showed Monday. 3 The withdrawals still left Rostenkowski facing at least five challengers in the sprawling 5th Congressional District as he confronts additional inquiries into his congressional spending practices. One challenger, former Ald. Dick Simpson, called on Rostenkowski Monday to repay hundreds of thousands of dollars Simpson said was misspent on what he called "ghost employees." SPRINGFIELD — The eight-way Democratic primary involving beleaguered U.S. Rep. Dan Rostenkowski's Northwest Side congressional seat has been reduced by two candidates and a successful petition challenge could reduce the race to five. Democratic state Reps. Rod Blagojevich and Nancy Kaszak of Chicago notified the State Board of Elections on Monday that they were withdrawing their congressional candidacies and instead seeking re-election to the legislature. In addition, a campaign volunteer for former Chicago Ald. Dick Simpson, another Democratic challenger to Rostenkowski, filed an objection to the candidacy petitions filed by Raymond Howard (Lear) in the Northwest Side 5th Congressional District. If the objection is upheld by the elections board, that would leave Simpson, state Sen. John Cullerton, Michael Wojcik and John McCarthy, a supporter of jailed political extremist Lyndon LaRouche, as challengers to Rostenkowski in the March 15 Democratic primary. The powerful Rostenkowski, 65, is considered vulnerable by some because of a federal investigation of his possible role in a cash-for-stamps scheme at the House Post Office. 4 In addition, the investigation of Rostenkowski, the chairman of the House Ways and Means Committee, has expanded to include his possible employment of "ghost payrollers," people who collect paychecks without showing up for work. Michael Bendas and John Cleland are competing for the Republican nomination in Rostenkowski's district. Among other primary challenges filed Monday, the last day for objections to be recorded by the State Board of Elections: - U.S. Rep. J. Dennis Hastert, a Yorkville Republican, had his re-election petitions challenged by Steven Perry of Elgin, his primary opponent in the west suburban 14th Congressional District, and two others. - Freshman state Sen. I’m here this afternoon with Eugene Reineke, but you mentioned usually you’re known as Gene. Reineke: That’s correct, Mark. DePue: Why don’t you tell us where we are. Reineke: We’re here at my current employer, which is Hill & Knowlton, Inc. It’s a public relations firm, and we’re located at the Merchandise Mart in downtown Chicago. DePue: Which has a fascinating history itself. Someday I’ll have to delve into that one. We’re obviously here to talk about your experiences in the Edgar administration, but you had a lot of years working with Jim Thompson as well, so we’re going to take quite a bit of time. The first part of this section is a memo by John Zaller, "Cognitive Responses to Survey Questions" which documents and discusses the coding scheme for the cognitive experiments on the Pilot Study. Those who plan to use these data should, without fail, read this memo. 2. The Zaller memo is followed by the open-end master codes: a) direction of response b) emotional intensity and elaboration of thought c) Frame of reference and content code 3. Numerous variables refer to PF 10. PF 10 is a function key used by CATI interviewers in recording comments of respondents. These side comments have been coded for this study. 4. In Wave 2 variables, respondents who were interviewed in Wave 1 but not re-interviewed in Wave 2 have had data variables padded with O's. This is not explicitly stated in the variable documentation. COGNITIVE RESPONSES TO SURVEY QUESTIONS The 1987 Pilot study carried a series of questions designed to elicit information about what is on people's minds as they respond to survey questions. The basic method was to ask individuals a standard policy question and then to use open-ended probes tofind out what exactly the individual thought about that issue.

This is my twenty-third session with Gov. Jim Edgar. Good afternoon, Governor. Edgar: Good afternoon. DePue: We’ve been at it for a little while, but it’s been a fascinating series of discussions. We are now getting close to the time when we can wrap up your administration. So without further ado in terms of the introduction, what we finished off last time was the MSI discussion. That puts us in the 1997 timeframe, into 1998. I wanted to start, though, with talking about some things in Historic Preservation. When I say SUPPORTERS we investigate waste, fraud, corruption, mismanagement and inefficiency in city, suburban and state government, the response is usually along the lines of, “Sounds like long-term job security.” AND PARTNERS, And, in fact, looking back at 2015 is enough to disgust Illinois residents and enrage Chicagoans. As I write this, we’re more than half a year without a state budget, we’ve seen the indictment of the Chicago Public Schools CEO on bribery charges, the resignation of the city’s police chief in the wake of the police shooting of a teenager, and that’s on top of 122 stories our investigators completed in 2015. If there’s ever been a time when we need the BGA, it’s now. Every day, every headline, every City Council meeting and every legislative battle is a reminder that we need a watchdog. We’ve been blessed with ardent supporters and generous donors, but we can’t do this watchdog work alone. Better government is up to us—all of us, including you.

Green, Director January – 2007 Research Assistance Ms. Jearlean Fleming Ms. Rose Sanchez This report is a non-partisan analysis of the 2006 Illinois General Election. It is produced by the Institute for Politics at Roosevelt University – in cooperation with the Illinois State Board of Elections and is funded in part with a grant from AT&T Illinois – its author is Institute Director, Paul Green. Comments on this material are welcomed – email [email protected] or fax 312-341-4325. 1 I 2006 General Election: Illinois Turnout There is an old Chicago political adage, “If you don’t vote – you don’t count.” In the 2006 mid-term elections less than 50% of registered Illinois voters went to the polls – thus in effect giving those individuals who did vote over twice as much power to pick the state’s leaders. Overall the total 2006 turnout was 65,516 votes less than in 2002 (See Table I). Also continuing an ongoing demographic shift – only the five collar counties (DuPage, Kane, Lake, McHenry and Will) voting region saw an increase in voter turnout while the other three regions experienced a vote decrease. Percentage-wise the five collars constituted nearly one-fourth of the Illinois vote – this collar county statewide vote percentage gain came mainly at the expense of Chicago. The state’s biggest city voted less than 19% of the statewide vote which a generation ago would have meant big trouble for Illinois Democrats.

In August, Brady led Quinn and Whitney, 39-30-11. Democrats are three times as likely to be undecided and more than twice as likely to support one of the third-party candidates as Republicans are. As such, Brady pulls 83% of Republicans to Quinn’s 62% of Democrats. Quinn has managed to narrow the score among independents, trailing Brady now only 39-27, versus 40-15 a month and a half ago. Whitney is down to 8% of unaffiliateds, after having outranked Quinn at 19% last time. Those who had been leaning toward the Green Party nominee seem to be coming home to Quinn, as Whitney is also down to 3% of Democrats, from 10% in August. Voters have soured even further on Quinn’s job performance over his already dismal 23- 53 figure in August. He now posts a 24-60 approval rating, tying him for the fifth least popular governor of 30 PPP has polled on this year.
