Many want the opportunity to exercise political power and to satisfy their personal ambitions. Others seek office in order to serve the public and to improve their communities. Regardless of motivation, political ambition seems to define Chicago politics. In elections held between 1979 and 1995, 1,135 candidates ran for the 50-member city council. 1 More importantly, the number of candidates who ran in 1995 (289) was 122 percent more than the number who ran in 1979 (130). 2 Thus, interest in serving on the Chicago city council appears to have become more intense over time. Of the many candidates who seek local off ice, which ones are the most successful? Do incumbents dominate election outcomes and, if so, why? In what ways does the political environment affect when candidates run for off ice? How does campaign finance affect election outcomes? The 1This total excludes candidates who ran in special elections. 2The increase in the total number of candidates running for alderman occurred despite their being no real change in the average number of open seat contests in these five elections. The average number of open seat elections was 6.2, with a standard deviation of 1.5. 2 purpose of this study is to assess these issues in local politics by examining four aspects of city council elections: the factors that determine election outcomes, the advantages of incumbency, the behavior of candidates challenging incumbents, and the role of money in local election campaigns. In order to answer these questions a dataset including more than 700 Chicago city council candidates who campaigned for alderman between 1979 and 1995 was collected. Although others have examined factors that explain election outcomes (see Lieske 1989), this study adds to the literature by studying a larger number of candidates over a longer period of time than is found in most studies of city council elections. The determinants of when candidates' decision to run for office and how money influences the local political process, however, are two areas of the urban politics literature that, to date, either have not been examined or have not been examined very thoroughly. As a consequence this study will enable us to more fully understand local politics and city council election dynamics. The first section of this chapter discusses how city councils and city council elections have been viewed in the urban politics literature, with specific attention paid to Prewitt•s (1970) work on San Francisco Bay Area cities. In this section I seek to set the context for a more political understanding of city council politics. The second section 3 discusses factors related to electoral success in city council elections. By way of comparison, I also discuss findings of scholars who study congressional elections, especially those relating to the advantages of incumbency.

Gradel University of Illinois at Chicago Department of Political Science May 17, 2017 2 Since Mayor Rahm Emanuel and the new Chicago City Council were sworn in two years ago, there have been 67 divided roll call votes or roughly three per month. A divided roll call vote is not unanimous because at least one or more aldermen votes against the mayor and his administration. The rate of divided roll call votes – twice the rate in Emanuel’s first four year term – combined with an increase in the number of aldermen voting against the mayor – are indications that the aldermen are becoming more independent. Clearly, the city council is less of a predictable “rubber stamp” than it was during Mayor Richard M. Daley’s 22 years and Emanuel’s first four year term from 2011-2015. However, this movement away from an absolute rubber stamp is small and city council is only glacially evolving. The increase in aldermanic independence is confirmed by a downward trend in the vote agreement with the mayor, with only five aldermen voting with him 100% of the time and another 22 voting with him 90%. The number of aldermen voting with the mayor less than 90% of the time on divided votes has risen to 23 over the last two years. Aldermen are also more willing to produce their own legislation and proposed solutions to critical city problems than in the past rather than wait for, or to clear their proposals with, the 5th floor.

Gradel University of Illinois at Chicago Department of Political Science April 28, 2020 The Chicago Municipal Elections of 2019 sent earthquake-like tremors through the Chicago political landscape. The biggest shock waves caused a major upset in the race for Mayor. Chicago voters rejected Toni Preckwinkle, President of the Cook County Board President and Chair of the Cook County Democratic Party. Instead they overwhelmingly elected former federal prosecutor Lori Lightfoot to be their new Mayor. Lightfoot is a black lesbian woman and was a partner in a major downtown law firm. While Lightfoot had been appointed head of the Police Board, she had never previously run for any political office. More startling was the fact that Lightfoot received 74 % of the vote and won all 50 Chicago's wards. In the same elections, Chicago voters shook up and rearranged the Chicago City Council. seven incumbent Aldermen lost their seats in either the initial or run-off elections. A total of 12 new council members were victorious and were sworn in on May 20, 2019 along with the new Mayor. The new aldermen included five Socialists, five women, three African Americans, five Latinos, two council members who identified as LGBT, and one conservative Democrat who formally identified as an Independent. Before, the victory parties and swearing-in ceremonies were completed, politically interested members of the general public, politicians, and the news media began speculating about how the relationship between the new Mayor and the new city council would play out.

Also, there are a number of very high-ranking corruption investigations under way and our former Governor faces trial in 2010. It's entirely possible that many of the Chicago officials the 10C has been working with may be under investigation. (3) Lack of Infrastructure. Our city is falling to pieces around us.

    Chicago's City Council's Increasing Independence Chicago City Council Report May 7, 2003 – November 15, 2006 Authored By: Dick Simpson and Tom Kelly University of Illinois at Chicago Department of Political Science December 27, 2006 1 In our earlier study of the Chicago City Council, from May 7, 2003 until December 7, 2005, we highlighted the Council’s newly found independence. In this last year, from December 15, 2005 to November 15, 2006, there has been increasing independence in city council voting. During the last eleven months there have been 20 divided role call votes, approximately two per month. The average aldermanic support for the mayor on these key divided votes has decreased slightly from 84% to 83%. More importantly, the mayor lost the “Foie Gras Ban” and the more critical “Big Box” ordinance, which for the first time since he was elected in 1989, forced him to use his mayoral veto. His father, Richard J. Daley, did not have to use the mayoral veto during his 22 years in office. On the other hand, Mayor Harold Washington used his veto powers frequently during his first four-year term. This Mayor Daley’s near total control of the previously rubber stamp city council has been weakened by the continuing patronage and corruption scandals. He has faced growing opposition at the grassroots, including labor unions, community groups, and organizing in the minority communities by previous and current mayoral candidates Jesse Jackson Jr., Luis Gutierrez, Dorothy Brown, and Bill "Dock" Walls. Five major issues have dominated the city council in the last year: (1) foie gras ban in restaurants, (2) aldermanic pay, (3) minimum wage requirements for large retailers (“Big Box Ordinance”), (4) a requirement for hotels to inform guests of a hotel workers’ strike, and (5) the downtown parking garage deal.

EXECUTIVE SUMMARY Health and Budgetary Costs of Tobacco Use in Illinois Tobacco-induced diseases cost $785 million in state Medicaid expenditures in 2005; over 1 percent of the state budget in the 2010s went to treating the health effects of tobacco. Tobacco Industry Influence Tobacco industry campaign contributions to elected officials in Illinois between 1995 and 2012 totaled at least $4.9 million. In every two-year election cycle between 1995-1996 and 2011-2012 the tobacco industry gave campaign contributions to most (58% to 88%) state legislators.

The youngest of three siblings, Gilliam, was raised in the Chicago neighborhoods of West Chesterfield and Lawndale. Gilliam’s parents, Mr. Arthur C. Gist and Vivian M. Gist, were small business owners. She attended Burnside Elementary School, and graduated from St. Mary High School in 1961. In 1965, she received her B.A. degree in history at Mundelein College. Gilliam also completed coursework in the graduate department of Public Management at DePaul University. Gilliam then became a history teacher from 1965 to 1968 in the Chicago Public School System. Gilliam worked with the City of Chicago’s Committee on Urban Opportunity in 1968 as a social planner for the poverty program. Between the years of 1973 and 1979, Gilliam became Assistant Budget Director Commissioner of Consumer Services for the City of Chicago.
