ST JOHN’S HERITAGE ASSOCIATION...This new organisation, set up to help protect another corner of YOUR village, continues to make progress in its infancy. To help us grow we do need members and donations so we would be grateful if you could give some serious thought to joining us as we try to ensure that YOUR local church is here for generations to come. Most people think of the church as only being there for somebody else and not them, and that it is used only on one day per week!. However, we would like to see it used for a wide range of community activities such as music concerts and art exhibitions. But to do this, and to maintain its fundamental purpose of spreading God‟s word, we do need to protect and improve the fabric of the building. 6 Dear Friends, A couple of weeks ago, it was reported that in the Canterbury Diocese in the year 2010/11, there had been a decline of about 9% of those attending church. Response to this news was varied, and ranged from “well what do you expect?” (from non-church goers) to “it‟s such a shame” (from church goers). On the day the figures were released Julia George, a presenter on BBC Radio , asked listeners to phone in "So do you have to go to church if you are a Christian?” Opinions, as you might expect, varied from yes to no and everything in between, and as you might expect, my answer was “yes”. I am sure many are thinking, or saying, well it would be wouldn‟t it – it‟s her job! On the day the news was released, there happened to be a meeting of some clergy in Deal and we had a brief discussion about the topic as you might expect. During the discussion one of my colleagues suggested that Julia had in fact asked the wrong question, and I was and still am in total agreement that she should have asked: “Why wouldn‟t you go to church if you are a Christian?” In this rural part of Kent, 90% of the population say that they are “Christian” on the census form, but unfortunately far fewer rarely attend a service regularly in their local Parish Church. It seems rather strange that if you join a golf club, WI group, gardening club, reading club, health club, etc. that for the most part people attend the meetings and gather together with a group of like-minded colleagues. So why the decline in numbers attending church if 90% of those living in the community profess to be Christian? To some extent it does have to do with people moving away and dying. Certainly in one of the parishes, three people dying led to a decline of 10% in regular attendance. But that certainly isn‟t the complete answer and I believe that it has far more to do with changes in the way we live as a society. I have been in the parishes for just over three years and during that time I have witnessed what I believe to be a decline in “community” of which the church is a part. The “church” used to be at the centre of village and community life. Very few people had cars – only the rich; buses were very infrequent and everything happened in and around the village, with the “church” at the centre of that life. There was nothing on television – that is if you had one – and any music on the “wireless”(radio) was very funereal. There were no clubs or events to attend on Sunday morning - football, hockey, cricket, horse-riding, boot-fairs etc. - and of course all shops were shut and so the whole family went to church to meet and to be with their friends. It was also the church that started schools and church youth clubs where you probably met your boyfriend or girlfriend – soon to be husband or wife. The church was where people met and came together as community – looking after each other – and caring for one another. And for the most part people didn‟t have great incomes or mortgages or any stocks and shares to worry about. The sad fact is, the more we have materially, the more we want and the more we worry and the less satisfied we become with our lot in life. Things have changed and I am glad about some things, but sad about others. A one, two or three car family means that most have access to go anywhere they want; split families mean that “quality” time together is very limited, if it happens at all. I for one am delighted that “children should be seen and not heard” is for the most part a thing of the past. When I was young I attended Sunday School twice – it was boring and I didn‟t want to be there and I didn‟t go back. So apart from the occasional Christmas Carol Service (to try and get some Christmas spirit – whatever that was) I didn‟t go to church. I was one of life‟s commuters – getting up very early in the morning to catch the train to London every week day, returning home very late in the evening, having something to eat before going to bed so that I could get up and go to work again the next morning. 8 Eventually I came to the conclusion that there must be more to life and to cut a long story short, after going to my local parish Church for some six months and being confirmed during that time, I asked God to come into my life, and he most certainly did. It was the most overwhelming sense of love and protection – and does God exist? No question whatsoever – a resounding yes! If you‟ve met someone in the street you know that you have met them, so why on earth wouldn‟t I want to go and spend some “quality” time with Him – one of my best friends on a Sunday morning? So, is it good for Christians to meet together to come and worship the creator God? I say yes. Think of a roaring coal fire in the middle of winter. Warm and glowing red. Take one of the coals and put it on the side and it soon turns back to black or grey – it‟s lost its warmth, its life, its very presence, its purpose of being – yet put it back amongst the other coals and it soon begins to glow once again- and it‟s just the same with meeting up with fellow Christians . We (the churches) are changing and will continue to change – trying to reach out to our local communities. Kingsdown now has a Funday Sunday Service on the third Sunday of the month – enjoyed by young and not so young alike. Studdal has a “Messy Church” on the fourth Sunday of the month. So please, let us know what type of “spirituality” you would like to explore and let us know how we can come together as a Christian community so that we can be at the heart of a thriving, caring community for the good of all. Dear Villagers, I would like to publicly express my thanks for the effort and work that is being put in, on a voluntary basis, by a dedicated and professional team, in the organization and running of the Village Hall for the benefit of the community. This is not always appreciated, and some of the criticism which has been voiced in the wider community is not very constructive. There has been a lot of work done over the last years and the progress made should be applauded. There is still much to do, but with the positive input that can be seen I am sure the results will be appreciated by everyone who takes advantage of and uses the hall. It is not only the trustees of the Hall; there are many other volunteers who are involved with the project who give their time and skills. Other voluntary organisations, such as Kingsdown Conservation, and individual people in the village, who willingly give their time to make Kingsdown a pleasant place to live, should also be recognised. In our different roles we sometimes come together co-operating for the benefit of the Community and this shows a very positive expression of interest in the village. th Tea and Chat in Ripple…Tea and Chat met on May 13 in Ripple Village Hall and listened to Amanda Martin, the Climate Change and Energy Conservation Officer from Dover District Council explaining details of the Energy Deal Scheme and how it could help to control domestic energy costs. Amanda was both entertaining and informative and her talk was much appreciated. The afternoon ended with a Quiz, which, as usual, generated at least as much heat as light. I would like to take this opportunity to pass on my thanks to everyone who recycled their electricals in our pink skip at the end of April. The skip, which was placed with us for a week, was full to the brim when it was taken away and the project was so successful we have asked KCC if we can host the skip on an annual basis. We will find out in Jo Hygate July if we were the most successful school in the amount of goods we recycled – so fingers crossed. Some of you may have spotted that one of our mobiles has had a bit of a face lift. Over the Easter holidays work was carried out on the external walls and roof. The Ordinary Meeting of the Parish Council followed on from this meeting and Councillors discussed many topics. Councillors are keen to organise a beach clean in July to keep Kingsdown Beach looking tidy and fresh for residents and visitors throughout the summer months. Councillors are keen to try and assist the elderly and vulnerable residents within the Parish who have transport issues and are looking into ways to help, this will be discussed in more depth at the next meeting. The Community Warden advised members that a speed check had been carried out in Kingsdown and the highest speed recorded was 28mph. 19 Ringwould-w-Kingsdown Parish Council - Newsletter for 2013 7.5 Tonne Weight Restriction for Kingsdown - Residents around Kingsdown and Ringwould will have noticed posts being put for new road signs, these are for the long awaited weight restriction which we hope will help with the problems of large vehicles trying to get through Kingsdown with all the havoc that they cause. It has taken a long time but hopefully the restriction will go some way to resolve the problems with large Lorries. For vehicle access purposes Kingsdown will have two areas: Kingsdown Beach, which includes Kingsdown road, Cliffe road, Under cliff road, Jarvist Place, North and South Roads and Wellington parade. If possible, when ordering deliveries would residents who live in these areas please ask for large vehicles to approach the village via Walmer. This should prevent these Lorries from transiting Upper Street or The Rise, which causes the bulk of the problems. Kingsdown Village, which is the rest of Kingsdown. Residents should request large vehicles to approach Kingsdown via Ringwould Road. The scheme isn't perfect but we believe it will alleviate most of the problem with large vehicles. 20MPH speed limit - On the subject of traffic problems the Parish Council has been investigating the possibility of 20mph speed restrictions for Ringwould and Kingsdown. This is in its early stages, but the council would appreciate some feed back on whether residents are in favour or not. Damage to Sea Defences - There has been considerable concern since the middle of March when a combination of North-easterly gales and a spring tide caused major damage to the sea defence wall between North Road and Boundary road. Roger Walton spoke at the Annual Parish Meeting about Sea Defences. He explained that the Sea Defences are controlled by DEFRA who are overseen by the Environmental Agency. DDC look at different options and come up with a project appraisal which goes to the Environmental Agency to be approved. If DDC submitted a project appraisal for Kingsdown now, it would not get through. DDC therefore need to look at ways to „phase‟ the work and spread the cost. Shingle is „recycled‟ between Walmer beach and Kingsdown beach to help prevent flooding. The emergency repairs that the Environment Agency have funded have already reached £35,000, the sea wall has been stabilized until it is decided what the next move is. The estimated cost of full repair to the wall is £300,000 which is too much for DDC to fund, so DDC need to submit a „tactical report‟ to the Environmental Agency. DDC are keen to get a proposal submitted and approved. Roger Walton advised that it would cost approximately eight million pounds to re develop all of Kingsdown beach, and this was impossible due to lack of funding. He advised that Sandwich‟s flood scheme was going ahead, but this was due partly to Pfizer sponsoring part of the scheme. Deal‟s flood defense was „sneaked‟ in under the old scheme, and also there are a lot more properties at risk in Deal than in Kingsdown. For schemes elsewhere in the UK, owners of properties that were likely to benefit from a scheme were asked to contribute, but in Kingsdown there are not enough properties to make this affordable and viable. Mr. Walton finished by stating that work began ten days ago to stabilize the area. Rifle Range at Kingsdown - Some of you will be aware that the Government has plans for a coastal footpath around the whole of the UK; East Kent has been selected as a pilot area and Natural have the job of setting up the scheme. As part of the plan any area on the seaward side of the path would be designated as “Spreading room” the idea being that these areas would be open to public access. 20 The MOD however is not keen to allow unrestricted access to the Rifle range at Kingsdown while they are responsible for it. A suggestion has been made that the Parish Council should take over the area, but until the terms of any liability which the council may incur have been clearly defined; we are not committing the parish to any such responsibility. We have contacted The National Trust to see if this is something which they might be interested in. Planning - There has been the usual crop of planning applications during the year. In the current climate these have mostly been extensions to homes, most of which have been granted permission by DDC which is the planning authority for our area. An application for two bungalows in the patch of woodland at the eastern end of Balmoral road raised concern, but permission was not granted and a tree preservation order covering the woodland has been made. The area between Kingsdown Village Hall and the Bothy has had an application for eight houses made; at present this has been withdrawn. The Parish Council did investigate the possibility of buying the land to use as either a car park or an amenity area for the village. The conclusion we reached is that the costs involved would be too great, it would have involved raising a mortgage which would have at least doubled the precept which the Parish Council raises from local householders for the coming 50 years, and this was without any costing for work to convert the area to whatever was planned for its use. Rubbish Collections in North Road - This has been an on-going problem since the new collection system was introduced last autumn. The road has a high proportion of holiday homes and houses with small front gardens. As a result bins are often left standing in the road for long periods. Our District Councillor Sue Le Chevallier has undertaken to negotiate a resolution with the technical dept. of DDC. Animal problems - There are two current problems in the parish relating to animals. Firstly the recreation ground at Kingsdown is suffering from a large number of rabbits digging holes. We have tried various ways of overcoming the problem short of extermination, all to no avail. As a temporary measure we have arranged for a bin of topsoil to be put in the recreation ground so that users of the football pitch can fill up holes which are causing problems, the contractor who makes safety inspections will also monitor the situation. The second problem relates to fouling of footpaths by dog mess; this appears to be getting worse. Once again, we appeal to all dog owners to clear up after their dogs. There is further advice on our web site on this topic. A Village plan for Kingsdown - There is continuing pressure from Kent County Council and Central Government for all parishes to make a parish or neighbourhood plan to allow local communities to have greater influence on the way in which their area develops. As a starting point the Parish Council is working with Kingsdown Conservation Group to form a steering group for a Kingsdown Village Plan. During the next couple of months efforts will be made to get the project off the ground. Anyone who is interested in being involved can contact the Council‟s Clerk who will link you up with the group. BEACH HUTS APPLICATION - The recent application for planning permission by the owners of Kingsdown Holiday Village, Tingdene Ltd. to site mobile beach huts on the area of SSSI beach south of South road, has been withdrawn after a very effective campaign by Kingsdown Conservation Group and other members of the local community, which drew support from as far away as Australia. It was a lively meeting in May, as we discussed the Resolution about concern for the demise of the High Street. Sue Gregory gave an impassioned speech in favour of pressure being brought to bear by WI nationally to help the survival of the shops in our local community High Street. Of course everyone had some- thing to say about our lovely Deal, and we voted unanimously for the resolution to be passed. Our members continue to enjoy interests outside the main meeting. The walking Group will have walked at Langdon Cliffs and had a light lunch at the Cafe, the Canasta Group is thriving. We are having an outing to Scotney Castle in June and later in the year, another theatre trip to the Marlowe. At the recent Group meeting our WI won the competition cup for the second year running...for a pair of Opera Glasses. A Gardening Day was much enjoyed. There is lots to do as a member of WI. Our next meeting is in Ringwould Village Hall on 10th Jun at 2pm.The intriguing title of the talk is "Murder Comes Gift Wrapped.." Why not come and discover what it's all about! * * * * * * * * * * * * * * * An Englishman's home is definitely his castle and I say this after just coming back from over the Big Pond where we were visiting our younger son who has recently moved into a new house on a development in Frederickburg, Virginia, managed by a Housing Association which cost him $100 (£75) per month for the maintenance of the area. He has to get their permission to lay a patio (he didn't), no sheds are allowed (he is going to hide one under the elevated decking) and you must ask and get a signature from your neighbour to erect a fence (plastic – wood needs looking after!). So you can imagine how nice it was to get back home, even if the garden looked like a wilderness – long grass, weeds which had grown instead of the seeds I had laboriously sown before leaving. Thanks to some wonderful friends everything in the greenhouse was looking very healthy and today (Sunday12th) I have spent seven blissful hours pottering around planting the French Beans, putting up the pole and planting the Runner Beans, hoping that we don't get a frost this side of the end of May. It has been known. But as I have said before, living in England makes you an expert at anything the weather throws at you. The next few days will be spent potting on things for the Plant Sale on 1st June then working towards the Open Gardens Scheme on 22nd June. The next meeting is on Monday 24th June when Mr March will tell us all about The Walled Garden and the committee hopes you will join us. And, please don't forget the Annual Show on Sunday 1st September – the Schedules are on sale in the Post Office. Happy and safe gardening and fingers crossed for some sunshine and no wind. Readers of this magazine might well have invaluable information concerning people or events; before this is lost we would like to commemorate lives and events with a plaque sited where notable people lived and events unfolded. Residents and visitors alike would derive pleasure from discovering facts about our local heritage. For example a delightful walk takes you up a concrete track from a point on Chalkhill Road opposite The Rise to the wood which my children called the Top of the World on account of the panoramic views. On either side of this track can be seen the concrete foundations probably of hutments and also the bases of what were possibly pylons. It has been suggested that this was the wartime site for a secret facility to help the bombing campaign in the forties called Operation Oboe or possibley a site to intercept enemy radio traffic called Operation Triangle or even an observation post to give advance warning of aerial attacks. Does anybody know for a fact what exactly existed here? We certainly feel it should not be forgotten! Again we believe that the first woman cross-channel swimmer landed sensibly but probably not intentionally near the Zetland Arms. When was this? What do we know of this Amazon? Then there is the Spitfire pilot John Magee killed in the war and author of a wonderful poem called High Flight often used at R.A.F. commemorative occasions. Gas “Fracking” coming to a green field near you…..I am sure that the bulk of readers have heard of “fracking” for oil and gas. But you may not be aware that Coastal Oil and Gas have an approved application to drill an exploratory well in with the support of your local MP. I urge all readers to visit the internet to get a better understanding of what “fracking” can do to the local environment and investigate the private equity companies who do this. A quick summary of all the possibilities: earthquakes, sink holes, poisoning of the local aquifers by the hydraulic fluid and the escaping coal gas, poisoning of local rivers/sea by illegal dumping of liquid exiting the well head, the building of 100s (1000s) of unsightly well heads (ready for a new housing estate?), rapid depletion of wells and finally zero local employment due to the high technology employed. If this is such a good money spinner why a private equity company – why not Shell, BP, Mobile or Total? Some small villages in the USA have been abandoned due to coal methane exiting the wells and entering the water and land. The government have approved fracking, so the only way we can control this company is via the planning process. Call to action: We need to understand our underground environment and identify and ensure against future risks and then use the planning process to ensure 100% compliance with each and every EEC and UK law. We need the following people to help: Old coal miners, geologists, health and safety specialists, environmental experts, insurance brokers, waste specialists, people who work for water companies. We also need accountants who can assess Coastal Oil & Gas resources so they back up any claims they make with hard cash. Finally we need a lawyer or two who may be required to challenge C.O & G though the courts if we find fault with their application. We may also need a fighting fund if the planning process is biased against the local people and we have to resort to the courts. The Follow Up. If we have a large number of interested people we will hold a public meeting to discuss the plan, assign actions to teams of experts, set target dates for completion and agree on follow up meetings to present results and discuss next steps. 30 Loose Fibres We had two lovely meetings in April. We were joined by three new craft folk, one lady didn't know a soul, but she bravely came along, (now she knows lots of us!!) Another lady soon realised she was among friends when she spotted a familiar face, 60 seconds after coming through the doorway. Our latest new member has joined us as her friend is already a regular. So many talented people all together in one hall and so many beautiful things being made. The meeting on the 22nd was a bit special, as all the money raised, through a sale of sewing goodies, plants, and the admission charge, is going to the Macmillan nurses. The Loose fibre folk have raised £112.10. Fantastic! We will be in Ripple village hall on Wednesday 5th and 19th June, 9:30 to 12:30, £2 for the session. Look forward to seeing old friends and new. 32 Farewell but not goodbye At April's Coffee Time gathering, members of St. John's said a fond farewell to Valerie Drew, as Valerie had decided that it was time to move to Deal. Valerie has lived in Kingsdown for nearly 30 years and has been a member of St. John's for many - if not all of those years. Our grateful thanks go to Val for all her help and support as Paro- chial Church Council Secretary and she goes with our love and very best wishes for the future. Cathy

A WEEE SUCCESS! Kingsdown&Ringwould School recently accommodated a pink skip, supplied by Kent County Council, for one week, for the recycling of waste electrical and electronic equipment (hence the name WEEE). After a week, the skip was completely full and weighed in at an amazing 1.4 metric tons! That‟s a lot of recycling! The skip was used by the whole community, residents, parents and the school made use of the facility. The school gates were open for two hours on the Saturday morning to ensure that access was available to all and a steady flow of customers. A big thank you for all the support received during the event. This was a competition event, with the school collecting the most waste receiving a prize. However, whether we receive a prize from Kent County Council or not, the skip has been a great success and we are hoping to make it an annual event. Please remember that battery recycling is on-going. This is also a competition run by Kent County Council and the closing date for this competition is the end of June. However, battery recycling is a facility that the school offers on a permanent basis. Kingsdown Village Post Office still has a collection box for batteries and our thanks go to them for their support. Joanne Turpin

Forms will be available for suggestions and for anyone keen to volunteer in any way.  With membership now exceeding 450 residents across the village, the Group has been delighted to welcome nine new volunteers. Their work will include liaison with other conservation groups, liaison with the village school, help with organising members‟ events, traffic, speeding, transport and parking issues, heritage projects, IT support. We will also have a new Group secretary soon, but the search continues for a planning advisor and someone with experience in fund raising and sponsorship.  The new road signs are now in position, advising that Kingsdown is unsuitable for large vehicles. Let us hope that this will go some way towards easing the difficulties for traffic moving through the village. Mary Lord KINGDOWN BEACH CLEAN Sunday 21st April 2013 We would like to say a really big thank you to the 50 or so energetic villagers who turned up to collect about 70 large orange sacks full of rubbish from our beach all the way from the sea to the road, from Oldstairs Bay to Boundary Road. The good weather on the day definitely helped make this litter pick a successful event, which we very much hope will be repeated. As a bonus, we had sponsorship from Shepherd Neame, the Parish Council, a couple of very generous residents of North and South Roads, and also a few cash donations on the day itself – a grand total of £240, which will go towards the interior decoration of the village hall during the summer break. If any other local groups would like to carry on our pioneering work, we can save them some „behind the scenes‟ organisation, as we have the prepared risk assessment and all the contact numbers of the waste collection services of Dover District Council.
