The ISDN concept is believed by many to be the communica­ tion means for the future information age. A number of national ISDN's interconnected together can provide a high-performance, multi­ service, digital network for global communications. This primer on ISDN is for persons unfamiliar with telecommuni­ cations but who wish to know about this important concept. The re­ port explains the developments in telecommunications technology--from analog to digital--that make possible the efficiencies and economies of an ISDN or ISDN's. Also addressed are technical and policy con­ siderations: Why is an ISDN needed? How is it expected to evolve? What problems will it cause? Who is working on them? Key words: data communication; digital communication; integrated services digital network; ISDN; telecommunications 1. INTRODUCTION A need to move information is growing worldwide. Increasingly, the informa­ tion transfer must be rapid and inexpensive, between points near or far. In response, a global effort is underway to establish a digital network that will transport voice and non-voice information as needed. This network is called the Integrated Services Digital Network (ISDN). An ISDN, or a number of ISDN's, might evolve in each country from existing network(s). In the United States, several ISDN's could emerge from existing telecommunications systems. This report dis­ cusses why pl~ns for an ISDN(s) are being formulated~ what an ISDN is, and some issues that require resolutio~. Digital technology makes the ISDN concept feasible. Telephone systems in the United States and abroad are using digital technology to improve and expand capabilities. Traditionally analog non-voice information, such as facsimile and television, is becoming more dependent on digital transmission. New services such as videotex and teletex already use digital transmission techniques. *Contributors are with the Systems and Networks Division of the Institute for Tele­ communication Sciences, National Telecommunications and Information Administration, U.S. Department of Commerce, Boulder, CO 80303. The marriage of digital technology and information transfer is important to multibillion dollar industries such as banking, product distribution, insurance, manufacturing, medicine, and travel reservations. Industries such as these have their own extensive private telecommunication networks. Office automation, de­ pendent on digital systems, is integral to them. A potential ISDN configuration may consist of the concept illustrated in Figure 1. The U.S. ISDN(s) may interconnect to non-U.S. ISDN's, International Record Carriers (IRC's), value-added networks (VAN·s), and private networks, -in­ cluding local area networks (LAN's). Initially, the u.S. ISDN will use in-place equipment to handle digital bit-streams. As the network and services evolve, the ISDN will include communication equipment that permits integration of voice and non-voice services.

The D channel is a 64 Kbps channel that carries signaling and control for the B channels. The capabilities of the D channel are contained within the customer's Service Configuration. f. Service Configuration 1 - The first Service Configuration for any Local ISDN-PRI Service Arrangement must be a Service Configuration 1. Service Configuration I provides twenty-three (23) 64 Kbps B channels and one (1) primary 64Kbps D signaling channel. The primary D channel is an out- of-band signaling channel used to control and route all of the B channel traffic within the Local ISDN- PRI Service Arrangement.

Two highly visible public communication networks are the public- switched telephone network (PSTN) and the Internet. While they typically pro- vide different services and the basic technologies underneath are different, both networks rely heavily on routing for communication between any two points. In this paper, we present a brief overview of routing mechanisms used in the PSTN and the Internet from a historical perspective. In particular, we discuss the role of management for the different routing mechanisms, where and how one is similar or different from the other, as well as where the management aspect is heading in an inter-networked environment of the PSTN and the Internet where voice over IP (VoIP) services are offered. 1 Introduction Two highly visible public communication networks are the public-switched telephone (PSTN) and the Internet. The PSTN provides voice services while the Internet provides data-oriented services such as the web and email (although voice communication over the Internet is now possible). In both these networks, information units need to be routed between two points. In the PSTN, the unit of information is a call, while in the Internet the unit is a datagram (packet). Thus, in each network, routing plays a significant role so that information units can be delivered efficiently. To accomplish efficient routing, various supporting management functions also play critical roles. Routing in both the PSTN and the Internet has evolved over the years; for details on routing, refer to books such as [1, 9, 8, 16, 19, 24].

This began with point-to-point communication between mainframe computers and terminals, expanded to point-to-point connections between computers and then early research into packet switching. Packet switched networks such as ARPANET, Mark I at NPL in the UK, CYCLADES, Merit Network, Tymnet, and Telenet, were developed in the late 1960s and early 1970s using a variety of protocols. The ARPANET in particular led to the development of protocols for internetworking, where multiple separate networks could be joined together into a network of networks. In 1982 the Internet Protocol Suite (TCP/IP) was standardized and the concept of a world-wide network of fully interconnected TCP/IP networks called the Internet was introduced.

GENERAL Residential IntelliLinQ® BRI Service is an optional service arrangement that uses the Basic Rate Interface (BRI) Arrangement of the Integrated Services Digital Network (ISDN). B. TERMS AND CONDITIONS 1. Explanation of Terms Basic Rate Interface (BRI) Arrangement The BRI Arrangement provides ISDN capabilities from an ISDN equipped switch in the central office. The BRI Arrangement consists of two "B" (Bearer) channels and one "D" channel (2B+D) which are defined as: B Channel The B channel is a 64 kilobit per second (kbps) channel used for information transfer between users. The B channel may be used in conjunction with circuit-switched service. D Channel The D channel is a 16 kilobit per second packet-switched channel that carries signaling and control for the B channels. Circuit Switching Circuit Switching is a switching technique in which an entire circuit or, in a digital switch equipped for ISDN, a specific selection of time slots is dedicated to a given call. * Effective December 20, 2004, Residential IntelliLinQ BRI Service is no longer available to new customers. Moves, additions or changes to subscribers’ existing service are not permitted.
