No Rain : Nil WEATHER AND ASSOCIATED SYNOPTIC FEATURES : 1) Last week’s upper air cyclonic circulation over Lakshadweep and adjoining Southeast Arabian sea extending up to 1.5 km above sea level persisted on 17 th and lay over Southeast Arabian sea and adjoining Lakshadweep area on 18 th and extended up to 0.9 km above sea level. It lay over Southeast Arabian sea and neighborhood on 19 th and moved away West ward on 20 th and became unimportant. 2) Last week’s upper air cyclonic circulation over comorin and adjoining Srilanka became less marked on 17 th . 3) An upper air trough runs from East Utter Pradesh to Eastern parts of Vidarbha extending up to 1.5 km above sea level on 18 th and became less marked on 19 th . 4) An upper cyclonic circulation lay over Lakshadweep and adjoining Maldives area extending up to 0.9 km above sea level on 20 th . It moved West ward on 21 st and lay over Southeast Arabian sea adjoining Southeast Arabian sea extending up to 1.5 km above sea level. It became unimportant on 22 nd . 5) A trough lay from Northwest Madhya Pradesh to Vidarbha extended up to 0.9 km above sea level on 20 th . 6) An upper air cyclonic circulation lay over Gujarat and adjoining Southwest Madhya Pradesh and extended up to 1.5 km above sea level on 20th. It lay over East Madhya Pradesh and adjoining Vidrabha on 21 st and extended up to 0.9 km above sea level. It lay over Vidarbha and neighborhood and extended up to 1.5 above sea level on 22 nd and lay over South Chattisgarh and adjoining Vidarbha extending up to 0.9 km above sea level at the end of the week. 6°C recorded at Nasik on 23rd was the lowest minimum temperature over the region during the week. Paul, Department of Architecture and Regional Planning, Indian Institute of Technology, Kharagpur, West Bengal, India 2 Abstract The growing demand for water resources is aggravating its scarcity across the world. It is used in a large spectrum of sectors ranging from domestic to industrial, agricultural and environmental activities. Additionally, water resources form a prime indicator of social and economic development for nations. Population explosion, industrialization, rapid urbanization, and mismanagement of resources has led to depletion of water resources often causing water stress leading to scarcity. Water scarcity compounded by droughts, affect both surface water and groundwater resources. This affects water quantity and quality of freshwater thereby, adversely impacting the economy, ecology, socio-cultural and political aspects. However, the vulnerability can be reduced considerably by effective development and implementation of mitigation strategies. This study focuses on the drought conditions in India, since water problems are worsening in most parts of India especially in the Marathwada region of Maharashtra. Particularly Latur, a district in Marathwada region has been confronting severe water shortage due to drying up of a major source of water i.e., Dhanegaon dam. For drought- prone regions, it is critical to understand its climatology and establish an integrated drought management system that incorporates climate, water supply and factors such as precipitation, temperature, soil moisture, groundwater levels, reservoir and lake levels.

Passing of 73rd and 74th Amendment Act attained considerable significance in the process of decentralized planning. In the planning process district occupies relevant position below the State level because of its location and administrative advantages. Moreover, the non-availability of data for planning and lack of adequate administrative setups below district level added the relevance of district level planning. The development policies of Government and other agencies are now focused on the district level planning. The demands for district level estimates are increasing day by day. The National Statistical Commission has observed the importance of pooling the Central and State samples for regional level estimates. The 13th Finance Commission has also emphasized on the need for various parameters at district level. In order to materialize the concept of district level estimates by pooling Central and State sample, Labour Bureau approached a few States by offering technical and other support except data collection work for State sample. Directorate of Economics and Statistics, Maharashtra State agreed and collected data under State sample of fourth Annual Employment Unemployment survey. Consequently, the report on estimation of work force at district level for the State of Maharashtra has been prepared. In the present report, an initial step has been taken to assess and estimate the extent of unemployment, broad activities by educational level and kind of activities at district level.
