sa­zna­mo­ ovim­ is­tra­ži­va­njem­ je­ste­ko­li­ko­su­uti­ca­li­na­me­di­je­u­na­mje­ri­da­do­pru­do­gra­đa­na.­ Za­pra­vo­od­no­si­sa­me­di­ji­ma­kao­spe­ci­ja­li­za­ci­ja,­ka­ko­pri­mje­ću- je­Klja­jić,­“sa­mo­su­je­dan­od­de­lo­kru­ga­ra­da­stru­ke­ko­ju­na­zi- va­mo­pu blic re la ti ons.­Ovaj­sek­tor­je­ta­ko­đe­bi­tan­deo­agen­ci­ja­ za­PR­(mar­ke­ting­i­adver­taj­zing),­a­nje­go­va­va­žnost­se­mo­žda­ naj­bo­lje­ogle­da­u­sa­da­već­esnaf­skoj­iz­re­ci­ko­ja­gla­si ‘Ono­če­ga­ ni­je­bi­lo­u­me­di­ji­ma,­kao­da­se­ni­je­ni­do­go­di­lo’.’’2­Si­gur­no­da­ su­ovo­ga­svje­sni­pred­stav­ni­ci­po­li­tič­kih­par­ti­ja­i­dr­žav­nih­or­ga­na­ ko­ji­po­ku­ša­va­ju­da­na­raz­li­či­te­na­či­ne­pla­si­ra­ju­one­sa­dr­ža­je­ko­ji­ su­zna­čaj­ni­za­njih.­­ Na­i­me,­ osnov­na­ te­za­ od­ ko­je­ po­la­zi­mo­ u­ ovom­ ra­du­ je­ste­ da­ po­li­tič­ke­par­ti­je,­dr­žav­ni­or­ga­ni­i­ne­vla­di­ne­or­ga­ni­za­ci­je­na­sto­je­ da­po­sred­stvom­me­di­ja,­u­ovom­slu­ča­ju­dnev­nih­no­vi­na,­uti­ču­ na­jav­no­mnje­nje.­Ka­ko­bi­doš­li­do­gra­đa­na­ko­ji­su­im­kraj­nja­ cilj­na­gru­pa­u­tom­pro­ce­su­se­ne­mi­nov­no­slu­že­po­sred­ni­ci­ma,­ to­jest­me­di­ji­ma.­Zaš­to­smo­od­svih­me­di­ja­iza­bra­li­dnev­ne­no- vi­ne­vi­še­je­raz­lo­ga,­me­đu­tim,­mo­že­mo­po­me­nu­ti­stav­Roberta­ Naš­cilj­je­da­is­pi­ta­mo­ko­li­ko­uče­sni­ci­u­po­li­tič­kom­ži­vo­tu­po- sred­stvom­slu­žbi­za­od­no­se­sa­jav­noš­ću­ili­slič­nih­unu­traš­njih­ kan­ce­la­ri­ja­ pla­si­ra­ju­ in­for­ma­ci­je­ me­di­ji­ma­ i­ ko­li­ko­ ih­ me­di­ji­ ob­ja­vlju­ju.­Ov­dje­će­mo­se­slo­ži­ti­sa­Klja­ji­ćem­ko­ji­is­ti­če­da­se­ “Na­ini­ci­ja­ti­vu­PR­struč­nja­ka­kre­i­ra­ju­ve­sti,­iz­veš­ta­ji­i­re­por­ta­že,­ or­ga­ni­zu­ju­ili­čak­re­a­li­zu­ju­in­ter­vjui.­Or­ga­ni­zu­ju­se­po­seb­ni­me- je­ra­đe­no­od­20.­do­26.­4.,­jer­je­u­to­ku­tih­se­dam­da­na­oče­ki­va- no­zva­nič­no­pro­gla­še­nje­re­zul­ta­ta,­što­je­pra­ti­la­ve­li­ka­me­dij­ska­ kam­pa­nja.­ Po­zna­to­je­da­su­u­kri­znim­si­tu­a­ci­ja­ma,­ali­i­za­vri­je­me­iz­bor­ne­ kam­pa­nje­i­na­kon­iz­bo­ra­po­ja­ča­na­dej­stva­struč­nja­ka­za­od­no­se­ sa­jav­noš­ću.­Ta­ko­smo,­sma­tra­ju­ći­da­je­pe­riod­na­kon­iz­bo­ra­ko­ji­ su­ima­li­ve­li­kog­od­je­ka­u­me­di­ji­ma,­ana­li­zi­ra­li­pi­sa­nje­dnev­nih­ li­sto­va­sa­raz­li­či­tim­ure­đi­vač­kim­kon­cep­tom,­vla­snič­kom­struk- tu­rom­i­for­ma­tom.­U­ovom­ra­du­smo­ana­li­zi­ra­li­tek­sto­ve­ko­ji­su­ ob­ja­vlji­va­ni­na­stra­ni­ci­ma­unu­traš­nje­po­li­ti­ke,­ali­i­ne­ke­dru­ge­ uko­li­ko­su­se­od­no­si­le­na­ak­tu­el­na­po­li­tič­ka­de­ša­va­nja­u­Cr­noj­ Go­ri.­Ba­zi­ra­li­smo­se­is­klju­či­vo­na­one­tek­sto­ve­ko­ji­su­ve­za­ni­ za­iz­bo­re,­me­đu­tim,­u­is­tra­ži­va­nje­su­uklju­če­ni­i­broj­ni­tek­sto­vi­ ko­ji­su­na­dru­gi­na­čin­po­ve­za­ni­sa­tre­nut­nim­sta­njem.­ U­sa­mom­po­čet­ku­će­mo­uka­za­ti­na­druš­tve­ni­kon­tekst­i­opi­sa­ti­     Journalism remains a battleground, with deep divisions rooted in commercial and political problems. Few of Montenegro’s 73 media outlets distance themselves from political polarization. MONTENEGRO ii MEDIA SUSTAINABILITY INDEX 2017 introduction OVERALL SCORE: 2.04 MONTENEGRO In 2016, Montenegro was marked by political instability, a government crisis, and a parliamentary election. Economic growth at 3 percent was promising but high public debt and 19 percent unemployment still dog the country’s recovery. The European Union (EU) and NATO accession process continue to unfold: Montenegro has opened 24 out of the 35 Accession INegotiation Chapters required for admission to the EU and it is quite realistic to expect that next year Montenegro will be the 29th NATO member-state. While two-thirds of citizens support accession to the EU and a narrow majority also in favor of joining NATO, Serbian nationalists, bolstered by strong Russian support, oppose the process along with the influential Serbian Orthodox Church. Conflict within the ruling coalition, between the dominant political party (the Democratic Party of Socialists, or DPS) and its long-standing ally (the Socialist Democratic Party) resulted in an election on October 16. The DPS won again and, with allies from minority parties, the ruling bloc won 42 seats, while the opposition got 39. The election boasted a 73-percent voter turnout but also saw the arrest of 20 Serbian nationals. They were suspected of preparing a post-election terrorist attack in Montenegrin capital of Podgorica, abetted by two Russian nationals. Subsequently, the opposition still has not conceded the election, although a majority of local electoral observers and the Organization for Security and Cooperation in Europe said that the election was fair, democratic, and free.

    REPORT CITIZENS’ VIEWS ON MEDIA FREEDOMS IN MONTENEGRO July 2012 AIM AND METHODOLOGY OF THE RESEARCH The main goal of this research was to establish how citizens perceive media freedoms in Montenegro. The general part of the research covered a whole set of specific questions focused on specific aspects of media freedoms, which we believed citizens were competent to answer. It should be noted that this is the second in a series of researches carried out through a cooperative effort of OSCE and CEDEM. The first research had the same goal; the difference being that the previous research targeted media professionals themselves, with journalists and editors treated separately from the methodological perspective. In this context, in same cases we used identical and in same cases similar indicators, which allows comparability of result to an extent. More specifically, it is possible to see the extent to which the perceptions differ when media professionals and citizens are compared. The research was a quantitative one – the aim was to “measure” citizens’ views on media freedoms. A special tool was developed for this purpose (questionnaire) with a total of 105 items. The sampling was double stratified, with random selection of respondents within chosen registration circles. The sample was representative of all adult citizens of Montenegro. A total number of respondents was 1 030, which ensures a standard statistical error in sampling of +/-3,1% with interval of trust of 95%, for occurrences with incidence of 50%. Poststratification was done by gender, age and national belonging, and the ponders range from 0.70 to 1.95.

    MEDIJSKO VLASNIŠTVO I FINANSIRANJE MEDIJA U CRNOJ GORI SLABA PRIMJENA REGULATIVE I NASTAVAK KONTROLE NAD MEDIJIMA DANIELA BRKIĆ UVOD Naizgled široka i raznolika paleta medija u Crnoj Gori (šest televizijskih ka- nala sa nacionalnom pokrivenošću, 56 radio stanica,1 četiri nacionalna dnevna lista, jedan nedjeljnik i nekoliko lokalnih izdanja srpskih dnevnih novina i ta- bloida koji opslužuju populaciju od nepunih 650,000 stanovnika) tek naizgled pružaju pluralizam gledišta i zadovoljavajuće informacije publici. Nedovoljna transparentnost vlasništva nad medijima, slaba primjena antimonopolskih mje- ra i neefikasna pravila o medijskoj koncentraciji doveli su do stvaranja klastera koji duboko polarizuju medijsku scenu u zemlji. Organizovani oko jedne uređi- vačke politike, svrstani uz ili protiv vladajućeg režima, ti medijski klasteri često služe političkim centrima moći za propagiranje svojih prioriteta i diskreditova- nje protivnika, nerijetko zanemarujući profesionalne standarde i javni interes. Za stvaranje takvog okruženja zaslužno je potpuno odsustvo pravila o dr- žavnom oglašavanju, zakašnjela privatizacija državnih medija i minimalan uči- nak regulatornih organa u oblasti finansija, marketinga i tržišne konkurenci- je. 2014. godine Poreska uprava je po prvi put objavila finansijske izvještaje medijskih kuća. Oni su pokazali da je na sadašnjem prenatrpanom tržištu tek nekolicina medija u stanju da posluje održivo. Nadalje, strane akvizicije na medijskom tržištu, bez očiglednog poslovnog interesa, a sudeći po njihovim provladinim uređivačkim politikama, potencijalno predstavljaju dodatnu polu- gu javnog pritiska na protivnike režima. Te medijske kompanije posluju ili uz podršku države, ili kroz nekolicinu marketinških firmi sa političkim i poslov- nim vezama, a koje kontrolišu veliki dio prihoda od reklama na tržištu. U takvoj trgovini, gdje se poželjan programski sadržaj plaća poslovnim ili političkim in- teresom, integritet medija biva žrtvovan.
