Bahwa untuk Kelancaran Pelaksanaan Wisuda dan Penerbitan Ijazah Mahasiswa Poltekkes Kemenkes Tanjungpinang TA 2017/2018 per! u ditetapkan Lu!usan dan Wisudawan Program Studi Keperawatan, Kebidanan clan Kesehatan Lingkungan Po!tekkes Kemenkes Tanjungpinang Tahun 2018. b. Bahwa yang nama-namanys tersebut dalam lampiran Surat Keputusan mi dinyatakan memenuhi syarat untuk ditetapkan sebagai Lulusan dan Wisudawan Program Studi Keperawatan, Kebidanan clan Kesehatan Lingkungan Poltekkes Kemenkes Tanjungpmnang Tahun 2018.. c. Bahwa penetapan Lulusan clan Wisudawan Program Studi Keperawatan, Kebidanan clan Kesehatan Lingkungan Po!tekkes Kemenkes Tanjungpinang Tahun 2018 tersebut, perlu ditetapkan dengan satu surat keputusan. Kedua Lulusan dan Wisudawan Program Studi Keperawatan, Kebidanan dan Kesehatan Lingkungan Poltekkes Kemenkes Tanjungpinang mematuhi ketentuan dan peraturan yang berlaku pada Poftekkes Kemenkes Tanjungpinang. Ketiga : Biaya Penyelenggaraan Wisuda dan Penerbitan lj2zah dibebankan secara swadana dan dibantu DIPA Poltekkes Kemenkes Tanjungpinang Tahun Anggaran 2018. Hutchinson and Siwage Dharma Negara INTRODUCTION To Singapore’s immediate south, the Province of the Riau Islands has a population of 2.2 million, and a land area of 8,200 square kilometres scattered across some 2,000 islands in 240,000 square kilometres of water. The better-known island groups include: Batam, the province’s economic motor; Bintan, its cultural heartland and the site of the provincial capital, Tanjungpinang; and Karimun, a fishing and shipping hub near the Straits of Malacca. These island groups are more outwardly oriented and multiethnic, but the province also includes another three other island groups, namely Natuna, Anambas and Lingga, which are more isolated, rural, and homogeneous. Within Indonesia, the Province of the Riau Islands1 (PRI) is relatively small in demographic terms, and very remote from the centre of power. Logistics connections between PRI and major population centres in Java and Sumatra are underdeveloped and overpriced, effectively barring significant commercial and cultural exchange between the “centre” of the country and this far-off province.

    Activity Report Penyengat Island Festival (Festival Pulau Penyengat) 2018 Background Penyengat Island (Pulau Penyengat) is a historical place which had held the most important role in Malay imperium, before the sultanate of Johor, Pahang, Siak, and Lingga existed. This role was held for 120 years from 1722, when the empire of Riau existed, to 1911, when The Netherlands took over the empire. This small island has become a pride for the people of Riau Archipelago (Kepulauan Riau) due to the richness of its historical sites from the empire of Riau heritage. In the era of Sultan Mahmud Syah II (1756 - 1811), the King of Johor-Pahang-Riau-Lingga, Pulau Penyengat was used as a dowry for Engku Putri Raja Hamidah (1764 – 1844) when they were married in 1804 in Riau. Penyengat Island Festival (Festival Pulau Penyengat/FPP) may be considered as a reflection point to recall the culture of Malay and the greatness of its empire. This festival will attract many domestic and international tourists; raise public awareness of Malay culture and tourism, improve marine-based industry, and increase the number of both domestic and international tourists in Pulau Penyengat. FPP 2018 will brought up “Gurindam 12”, a popular literature work written in ancient Riau Malay language, as the theme for this festival. Several kinds of activity and competition will be held, for instance: painting competition, boat racing, canoeing, rowing, traditional swimming, pillow fighting, and kite flying competition. Other activities, such as photography contest, short film, culinary festival, Malay fashion show, and local folklore will also be held in this festival.

Email: [email protected] ABSTRACT The uniqueness of Tanjungpinang, the capital of Riau Islands Province, Indonesia has a potential of developing its city branding broadly. This study aims to give a visual recommendations for Tanjungpinang as part of their city branding with its Malay-Chinese history and culture. The data collected by conducting forum group discussion, interview, and observation. Firstly, Focus group discussion was held with participant who has been living in the city for more than 20 years and describe with one word how they feel and think about Tanjungpinang. As they stated, “island”, “beaches”, “food”, “seafood”, “cultural festival”, and “people culture” defined Tanjungpinang the most. We also collect the data from in-depth interview with stakeholders who have had a big impact to the development of Tanjungpinang. Secondly, we observe the everyday daily routine and its environment to complete the visual. Thirdly, we identify and ilustrate the visuals and other design elements of Tanjung Pinang’s visual identity such as the color scheme, the typical motifs, the characteristics of people, the culture, the culinary and the coastal tourism as visual recommendations. The result shows that the visual city branding of Tanjungpinang city can be created and built by identify the uniqueness which are from its culinary (gong-gong, otak-otak and ikan dingkis), its coastal tourism (kelong,coral reef, and coconut), its characteristics of people (friendly and warm characters), its cultural activities (togetherness, hardworking, and teamwork delivered through objects such as pompom, becak, and dragonboat).

    CAROLE FAUCHER Contesting boundaries in the Riau Archipelago The fall of the New Order and the implementation of the regional autonomy laws have provided fresh opportunities for the local elite to promote and consolidate their own sphere of influence. As has already been the case in a number of provinces and districts, instances of conflict have spread, often in the context of power struggles and highly complex social and political restructurings (H. Schulte Nordholt 2002). In many cases, these conflicts are popularly articulated through the language of ethnic and religious identity politics. Similarly, ethnic and religious sensitivities which were consciously repressed during the period of the New Order, are now exposed. The Riau Archipelago (or Kepri from Kepulauan Riau) had been so far largely spared from acute tensions and mounting violence. However, among the urban middle class and between generations ideological polarization has taken place. The different attempts to conceptualize ‘Masyarakat Kepri’ – the society of Kepulauan Riau – by politicians and public intellectuals seems to demonstrate how an increasing emphasis on regional identity has gradually superseded a more general concern with the nation. The discussion about the character of the newly formed province of Kepri has oscillated over the past years between the aristocrats’ ideal of reverting to the era of the sultanate, and an image of an industrial oriented pluralistic society, advocated by business people, which is strong and autonomous enough to compete economically with Singapore and Malaysia. The proximity to Malaysia and Singapore has created an interesting para- dox. On one hand, Singapore and Malaysia have been a source of identity for the Malays in the Riau Archipelago as important economic and cultural power bases.

As in the Riau Islands province, with the number of islands reaching 394 inhabited islands scattered throughout the Riau Islands region, the transfer of authority from the district / city to the province will have some changes that must be made. The purpose of this study is to examine the management of high school education in the Riau Archipelago. The research method used is qualitative, data collection is done through interviews and observations. The results showed that there were two factors which became obstacles in the management of senior high school education in the Riau Islands, namely the geographical environment and the national education system. The results showed that the geographical environment of the archipelago which has a 95% sea area had several impacts in running. Riau was granted provincial autonomy in 2004. In the Free Trade Zone location, Bintan consists of North Bintan district there are ive other locations in the form of enclave that Lobam Son district, regional maritime East Bintan, Galang Batang district, region and area of Senggarang and Dompak. The implementation of FTZ in Tanjungpinang has not shown encouraging as, there is no business or industry in those areas that have been set, especially Senggarang region. The primary issue of this study is: what factors inhibiting policy implementation FTZ in Tanjungpinang, Riau Island Region Riau Tan- jungpinang islands?. The goal in this study can be explained as follows. First, describing the details of the implementation the FTZ policy in Tanjungpinang of Riau Islands Region. Second, knowing the negative factors or obstacles encountered in the implementation of the policy in the Tanjungpinang. For data collecting method the author uses interviews and review of the literature. Secondary data that is complementary consisting of PP number 47 of 2007 on about the Free Trade Zone and Free Port Bintan, Presidential Decree Number 10 of 2008 on Bintan Trade Regional Council, Government Regulation No. 1 of 2000. The indings of this study indicate that factors inhibiting the implementation of the FTZ policies in this area Legal certainty in land ownership, overlapping FTZ Regulation, lack of infrastructure; roads, ports, limited supply of electricity, and limited water supply.
