    Democratic Party of Albania Reports on the General Elections, 25 April 2021 REPORT 02 7 MARCH 2021 Problems and issues These reports present breaches to the Electoral Code, Penal Code and relevant decisions of the Central Elections Commission. I. Concessions/Public Private Partnerships- PPP, breach the Central Election Commission (CEC) decision prohibiting PPP and concessions four months before the Election Day. The CEC Decision no. 9/3/4 dated 24.12.2020 provides that: “Four months before the election date until election day, it is prohibited to award public concession / public private partnership (PPP) contracts, for which no notice has been given. That they will take place, are not a continuation of a concession procedure identified and initiated, or are not foreseen to be financed through the approved budget of the election year”. Despite the CEC decision prohibiting the granting of Page 1 of 74 Concessions, the government has announced the following Concessions / PPPs: 1. Through the Decision of the Council of Ministers (DCM) no. 1185, dated 24.12.2020 "On determining the methodology and procedures for monitoring traffic in the field of hydrocarbons", published in the Official Gazette no. 27, and dated 19.02.2021, the date on which the government enters into concession, provides the service of monitoring and circulation of transactions in the hydrocarbon sector. This concession has a value of 100 million Euros and duration of 10 years.     Raporti ditor i monitorimit të fushatës zgjedhore nga OSHMA-të Përpara prezantimit të të dhënave faktike mbi procesin e monitorimit të përmbajtjeve të transmetuara nga OSHMA-të për pasqyrimin e fushatës zgjedhore 2021, ju informojmë se: TV Channel 7; TV Star Plus; TV Kukësi dhe TV Glob nuk kanë depozituar në AMA edhe më datë 09.04.2021 regjistrimet e përmbajtjeve audiovizive të një dite më parë. AMA rikujton këto subjekte, por dhe të tjera, të njoftuara nga AMA në mënyrë të përsëritur, me shkresë zyrtare dhe përmes komunikimeve të drejtpërdrejta, se duhet që të zbatojnë sistematikisht kërkesat e Kodit Zgjedhor dhe akteve nënligjore të miratuara nga KQZ. Përmbajtjet e regjistruara duhet të depozitohen në AMA brenda orës 10:00 të ditës së nesërme të transmetimit. Gjithashtu dhe OSHMA-të: Shijak TV; Top News; Klan Plus; dhe Kanali 7, kanë marrë njoftim të përsëritur se duhet të depozitojnë në AMA regjistrimet e datës 03.04.2021 (nga ora 13:00 deri më 24:00), si dhe më datë 04.04.2021 (nga ora 08:00 deri më 11:00). TV Bulqiza, në mënyrë të përsëritur, ka transmetuar dhe më datë 08.04.2021, ora 15.00, edicionin informativ të një OSHMA-je tjetër. Subjekti ka marrë njoftime nga AMA që ta ndërpresë një praktikë të tillë.     RIMPASTO DI GOVERNO Il premier albanese Edi Rama ha annunciato il 28 dicembre un rimpasto di governo che coinvolge oltre la metà dei membri dell'esecutivo. Imprevista la rimozione del ministro per gli Affari esteri In questa edizione: e l'Europa, Ditmir Bushati, figura di grande esperienza che ha guidato la diplomazia albanese per oltre 5 anni. A sostituire Bushati, l'attuale Politica 2 viceministro degli Esteri, incaricato al processo di integrazione europea, Gent Cakaj, 28 anni, ex consigliere diplomatico di Rama. Il ministro delle Notizie economiche 3 Finanze e dell'Economia, Arben Ahmetaj, considerato l'uomo chiave nell'attuale gabinetto di governo, lascerà il posto invece ad Anila Denaj, attualmente direttore del Fondo per il servizio sanitario. Alla guida del Energia 11 dicastero dell'Energia e Infrastruttura, Damian Gjiknuri sarà sostituto dall'attuale direttore dell'Aviazione civile, Belinda Balluku.Tra gli altri nomi uscenti anche quello del ministro dell'Educazione Lindita Nikolla, finita nel Infrastrutture 15 mirino delle proteste degli studenti. Al suo posto, Rama ha nominato Besa Shahini, attuale vice ministro dell'Educazione. Lascerà l'esecutivo anche il vice premier Senida Mesi, all'incarico da solo un anno e mezzo. A sostituirlo, Turismo 16 Erion Brace, un nome di spicco della maggioranza di centro sinistra, e attuale presidente della commissione parlamentare Finanza ed Economia. Bledi Cuci, un'altra figura nota tra le file dei socialisti, assumerà l'incarico di Giustizia 17 ministro dell'Agricoltura, al posto di Niko Peleshi. Lascia l'esecutivo anche il ministro per le Imprese, Sonila Qato, a cui succederà Eduard Shalsi, attuale presidente della commissione parlamentare per le Attività di produzione.

    Democratic Party of Albania Report 4 April 21st 2021 On Electoral Issues The report reflects violations of the provisions of the Electoral Code, Criminal Code and Decision No. 9, dated 24.12.2021, "On the Rules for Reporting Public Activities of Public Institutions, Agencies and / or State Enterprises, Categories of Prohibited Activities, and monitoring the activity, behavior and use of human, financial and logistical resources of the state administration before the "Regulatory Commission, the Central Election Commission, which foresee the prohibition of public activities and the use of state resources over the day of Election. The report contains findings on monitoring the way of using public funds in order to favor people related to the Socialist Party or people with criminal records to influence elections, put pressure on administration, citizens and businesses in order to support and vote the SP as well as other problem related to the elections denounced by the media. THE SECRETARY OF THE DEMOCRATIC PARTY, IN KAVAJA BRANCH IS INJURED On Monday, April 19, in the premises of the Democratic Party's Electoral Office in Kavaja, was injured with a gun, Kavaja Branch Secretary, Bledar Okshtuni (27 years). The author of this criminal act is a citizen of Ndricim Tahiri know as Jonuz Tahiri, after changing the surname. This citizen is a pronounced criminal precedent in the field of crime against life in a European Union countries and is recognized as a supporter of the Socialist Party. At the scene, together with them, was Markel Shtylla, Chief of Municipal Police and Dorian Troplini, Municipal Police Officer.
