Ashbury Neighbourhood Development Plan 2018-2031 A report to Vale of White Horse District Council on the Ashbury Neighbourhood Development Plan Andrew Ashcroft Independent Examiner BA (Hons) MA, DMS, MRTPI Director – Andrew Ashcroft Planning Limited Executive Summary 1 I was appointed by Vale of White Horse District Council in February 2019 to carry out the independent examination of the Ashbury Neighbourhood Plan. 2 The examination was undertaken by written representations. I visited the neighbourhood plan area on 11 March 2019. 3 The Plan includes a range of policies and seeks to bring forward positive and sustainable development in the neighbourhood area. There is a very clear focus on safeguarding local character and designating local green spaces. It also includes policies to manage future residential growth. The Plan is very-well written and presented. It is also distinctive to the neighbourhood area. 4 The Plan has been significantly underpinned by community support and engagement. It is clear that all sections of the community have been actively engaged in its preparation. 5 Subject to a series of recommended modifications set out in this report I have concluded that the Ashbury Neighbourhood Plan meets all the necessary legal requirements and should proceed to referendum. 6 I recommend that the referendum should be held within the neighbourhood area. Post Office Directory Extract 1855 Minety MINETY, or Minty, is a township, large agricultural parish, and railway station on the Cheltenham railway, 85 miles from London, 8 north-east from Swindon, 8 south from Cirencester, and 6½ north-east from Malmesbury, in the Hundred of Cricklade, Malmesbury Union, North Wilts and bishopric of Gloucester and Bristol. It was formerly in Gloucestershire; since October 1844, in Wiltshire. The living is a vicarage, in the patronage of the Archdeacon of Wilts, value £340 per annum. There is a rectorial tithe and glebe, amounting to about £450 per annum, at present leased for a term of years, the reversion of the property being in the hands of the Ecclesiastical Commissioners. The Rev Frederick Edward Tuson, M.A., is the incumbent. The church is a venerable structure, in the Early English style. It has square tower, nave, south aisle and chancel. The pulpit and reading desk are elaborately carved. A National school has been lately erected, supported by grants from the society and voluntary contributions. W T K Perry-Keene Esq. resides at Minety House. The population in 1851 was 775; the area in acres, 3,483; rateable value, £4,657. Joseph R Mullins Esq. is lord of the manor. The charities amount to £40 per annum, for the benefit of the poor. BRAYDON HOUSE Is the seat of Thomas Smith Esq. Crime Reports Castle Eaton 1900 Swindon Petty Sessions. Thursday. Elizabeth Perrett of Castle Eaton and Sarah Stokes of Wroughton were summoned for stealing apples. It appeared that the women only picked up some fallen fruit, and the cases were dismissed. Gloucester Citizen Friday 19 October 1900 1910 Reginald Thomas Hewer of Castle Eaton was summoned for obstructing the Market Place with a motor- car on September 5th. PC Ball stated that he was on duty at the Police Station when he received a complaint about a car obstructing the entrance to the Parish Church. The car was outside for three hours and obstructed a wedding party. Defendant said he had seen cars there on many occasions and he did not realise that he was doing any harm by leaving his car there. - Fined 10s (costs inclusive). Cheltenham Chronicle Saturday 17 September 1910 1920 The outbreaks of foot and mouth disease in North Wilts have had a sequel in breaches of the regulations, leading to several prosecutions. At Swindon Session, Sidney Charles Pike, of Castle Eaton, was summoned for moving eight oxen across the highways and was fined £5 in respect of each beast (£40 in all). Notice of appeal was given. Western Daily Press Tuesday 3 February 1920 1923 Cirencester Petty Sessions. Monday.
