Jamaica Ÿ Jamaica Gleaner - Wednesday | October 24, 2007. The old La Mirage hotel in Montego Bay has been rebranded with its managers now saying the small, 21-room property will offer casino gaming as part of a full entertainment package that also includes a 'gentleman's club'. The investment scheme Cash Plus, headed by Carlos Hill, acquired the property in February 2006, and has renamed it Hillshire Hotel. Hillshire's renovation under way for eight months was being finalized last Friday when Wednesday Business visited ahead of a soft opening of the property on Sunday, October 21.

But the BLGC also said, following a review of its gaming system, that no application was made, nor has a license been issued for Executive Inn. Hill is the property's third owner in 22 years. Built in 1985, the hotel, located on Queen's Drive, in walking distance of the Sangster International Airport, began as La Mirage under the ownership of Osmond and Marcia Erskine.

Ÿ Miami, FL- February 13, 2007 – Gran Meliá, Meliá Hotel’s most prestigious brand, will be introduced for the first time in U.S. territory on May 1. Sol Meliá Hotels & has made its flagship in Puerto Rico a Gran Meliá, which recently revamped its brand attributes and is initiating new improvements. The brand’s changes reflect the outcome of the company’s research department (I+D+i) which analyzed market trends and new consumer profiles. Based on these results, Gran Meliá Puerto Rico will be able to better respond to the demands of an increasingly important market.

"We are pleased to respond to the needs of the market by bringing Gran Meliá to Puerto Rico. Gran Meliá Puerto Rico will join the Gran Meliá Cancun as the second Gran Meliáresort in the Caribbean. Ÿ Virgin Islands Daily News - Wednesday, November 14th 2007. ST. CROIX - Prospective Casino developer Paul Golden is contending with yet another legal challenge to his $275 million casino-resort project proposed for the Great Pond area of St. Croix's south shore - one that he attributes to his two other pending lawsuits. Because Golden defaulted on the terms of a $15 million loan from the SPCP Group, Superior Court Judge Francis D'Eramo ordered that if the debt cannot be settled by Jan. 15, the Great Pond property Golden purchased for the resort will be auctioned off to cover the rest of the loan.

Attorneys for Golden and SPCP Group told The Daily News that the two parties have entered into a confidential settlement outside of the court case. Gregory Hodges, attorney for SPCP, said that there would be no sale of Golden's property before Jan. 15. Treston Moore, Golden's attorney, said he is confident that Golden will be able to meet the terms of the settlement - making the auction unnecessary. Both Golden and Moore took issue with rumors that this order is the fatal blow to the planned casino project. "Paul Golden is extremely viable," Moore said. "The project is not dead," Golden said. "We are moving ahead."

In December of 2006, Golden borrowed $15 million from SPCP Group of Connecticut and agreed to repay the principal amount and any accrued interest, the court order states. The $15 million loan was used to cover development costs, such as mortgage and zoning application fees, design and engineering work, and to pay attorneys and consultants. To secure the loan, Golden pledged commercial property, referred to as "St. Croix Golf Resort and Casino" in the court order, and all additional lands or development rights he acquired in connection with the resort-casino, the order states. Also as part of the loan agreement, the order states Golden agreed to obtain an "irrevocable commitment letter" from Scotiabank or another lending institution for at least $125 million. Moore said that he did not participate in the loan contract negotiations, but the $15 million loan represents a link in a financial chain - strengthened by a

12/31/2007 Page 6 Charles Kaplan, Editor © Copyright 2007 $125 million loan commitment, which would be used for the next step in project development.

As of March 2007, Golden was not able to secure a financial commitment for $125 million - funding that he planned to use to start construction. SPCP Group, an affiliate of Silver Point Capital Partners, issued a notice of default in June and demanded that Golden pay the outstanding debt, which was about $11.5 million. The order states that as of Sept. 18, the loan amount due was just more than $12 million. Golden said two pending lawsuits - one awaiting a V.I. Superior Court ruling and the other awaiting a ruling by a federal appellate panel - are preventing him from completing the necessary financial transactions with lenders to begin construction.

St. Kitts Ÿ We were in St. Kitts and Nevis this summer (2007) and both are now open in St. Kitts. I asked the Casino Manager at the Royal St. Kitts Casino about being closed because I knew it was closed when Terry was there. He said it was just closed for a little bit while they were doing some renovations. Even though it is at the "Jack Tar Village", they have never used the Jack Tar Village chips that we see. None of the old chips were available - they are still using the Bud Jones CIC chips.

This was a little pamphlet I picked up from the casino. Submitted by Scott Harmon.

Suriname Ÿ July 1, 2007 - Caribbean Update. In an attempt to regulate casinos the government has submitted a bill to parliament to increase tax on casinos by 300%, a move that will seriously harm the gambling industry, casino owners here claimed, reports Caribbean Net News (May 26,2007). Finance Minister Humphrey Hildenberg said he initially he had suggested a much higher increase. Currently 21 casinos are in business here, too many for a population of 490,000, several members of parliament claimed.

Trinidad and Tobago Ÿ Trinidad Gives the Axe to Slot Machines. New legislation in Trinidad and Tobago has outlawed slot machines. President George Maxwell Richards has signed legislation banning slot machines, one of the most lucrative gambling activities in the Caribbean nation.

When the Gambling and Betting Act come into force it will be illegal for private member’s club or common gaming house to offers gambling by way of slot machines. An person guilty of owning, occupying, permitting, or establishing such an environment will be guilty of an offense and liable to a fine of $1,500 or one year of imprisonment. At one point in time, Section 10 of the Gambling and Betting Act exempted private member’s clubs established under the Registration of Clubs Act. The Finance Act of 2007 officially canceled that exemption if the club uses slot machines.

Section 5 of the Finance Act of 2007 was expanded to have the meaning of “gaming machine” include slot machines. Slot machines are now considered “any mechanical game or device set in operation by the insertion of a token and includes a gambling machine.

12/31/2007 Page 10 Charles Kaplan, Editor © Copyright 2007 Caribbean TITOs By: Jim Noll CCCC R-017

The 11 known TITOs from the Caribbean area have been added to the upcoming Ver. 2 of the TITO Collectors Catalog and to the Caribbean Chip Guide, now it is time to identify more types and add them to both reference sources.

The casino collectors press recently stated that almost all of the casinos in Puerto Rico had converted to TITOs. Since to date we have TITOs listed from 4 Puerto Rico Casinos that should mean that we have about 16 more to find as Charles lists 20 open casinos in Puerto Rico.

I am reviewing the casino/hotel web sites for the other Caribbean locations and trying to determine if they use TITOs, To date I have identified 5 more locations that have or should have TITOs, I would estimate that most casinos with 100 machines or more would be using TITOs, smaller places most likely not. Charles indicated in the CCG that about 115 casinos are open in the Caribbean area. I would guess that something like less than half of them would be big enough to have TITOs. Thus it would appear we have a lot of TITOs to find. As I do not travel to the Caribbean area I am going to ask those of you that do to add TITOs to your collecting interests during Caribbean trips.

Also since TITOs have been in use since 2000/2001 it is possible that some Caribbean Casino’s that opened or upgraded their slots and then later closed between 2000/2001 and 2007 could have had TITOs. most likely in the 2004 to 2007 period. If such TITOs exist they will be very had to find as it is unlikely many were saved.

Anyone with questions on TITOs and TITO collecting please feel free to contact me at [email protected].

Ÿ I am currently working on a Caribbean ChipGuide website. The website has the look and feel of Greg Susong’s ChipGuide, www.chipguide.com. Greg very generously allowed me to copy the style of his website. The programming is completely original, done with PHP and MySQL. At this point the website is functional, but I keep on adding some new features as they occur to me. For instance, I just the capability to sort the list of casinos within a country by either city or name.

The major effort involves data collection. I started by loading the data base tables with information from my personal collection. Additional information was gathered from a number of sources, credits for these sources will be listed on the website. And the most time consuming part of the project are chip images. Each chip has to be scanned, cropped, resized, minimized, saved with a unique filename that is then added to the data base table. Double that for a chip that is not the same on both sides. I can do about 25 chips/hour and I have over 1,300 chips to do.

As it turns out, Terry Shaeffer was also working on a similar project. He was not as far along as I was, so we decided to join forces. We are going to use my website design and he is sending me all the chip images he has collected to date. That will be a tremendous help. Thanks, Terry.

Currently, I have completed the following countries: Antigua, Bahamas, Bonaire, Curacao, Haiti, Martinique, Puerto Rico, St. Croix, St. Kitts, St. Vincent, Suriname, Tobago, Trinidad and Turks & Caicos. By completed, I mean that I scanned in images of all the chips in my collection from these locations.

12/31/2007 Page 12 Charles Kaplan, Editor © Copyright 2007 I am not going to wait until I have all 1,300 chips scanned in, just enough to make the Grand Opening presentable. I know that there many, many more Caribbean chips out there than are in my collection. I would appreciate the following information:

Casinos - location (country, address, zip, etc.), phone, website address, opening and closing dates and pictures

Chips - casino name and location, issue date, and scans (full size and 150 to 300 dpi)

Please send the info, it does not have to be complete, as much as you have will do, to [email protected].

Every chip scan is acknowledged on the website with the name of contributor. Please be patient, it will take some time for me to catch up with the backlog of all the scans I have yet to do. Look for the Grand Opening sometime in December, 2007.

Ÿ The CCCC will continue to have ads in CC>CC’s Casino Chip and Token News, as long as we can provide articles. Please send me any articles that you would like to have published and I will work with the editor to get them in.

Ÿ Our first CCCC meeting will be at the 2008 CC>CC Convention, scheduled for June 18 to 21 at the Riviera Hotel. At this meeting, I would like to get the CCCC organized. That means electing officers (President, Vice-president, Secretary, Treasurer, and Membership) and drafting a constitution and bylaws. Those interested in participating in any capacity, please let me know. Hopefully, we will also be able to run a swap session at the meeting. Any other ideas?

There will also be a Caribbean themed educational seminar at the 2008 convention. Ralph Pollack did an excellent job at the last convention, I was amazed to see images of rare Caribbean chips I never even knew existed.

Ÿ If you will be vacationing in the Caribbean over the winter, please make sure to send me information about casino openings and closing and any new chip releases.

So that’s it for now, happy chipping.
