FAO UGANDA 5 Information Bulletin José Graziano da Silva, Director-General of the Food and Agriculture Organization of the United Nations (FAO) was in Uganda recently to exchange ideas with policy-makers on ways to ensure food security and reduce poverty in Uganda by supporting rural smallholders in the country’s agriculture sector. He shares some of his thoughts on the topic in this interview: tribution of food presents pockets of food insecurity in some areas. Whereas some regions record sufficient quanti- ties of food, other regions such as the Karamoja region are chronically under stress. Efforts therefore need to be made to ensure that nutritious food is well distributed and consumed in all the regions.

    7 Land Politics and Conflict in Uganda: A Case Study of Kibaale District, 1996 to the Present Day John Baligira Introduction This chapter examines how the interplay between politics and the competing claims for land rights has contributed to conflict in Kibaale district since 1996. It considers the case of Kibaale district as unique. First, as a result of the 1900 Buganda Agreement, 954 square miles of land (mailo land in Luganda language) which constituted 58 per cent of the total land in Buyaga and Bugangaizi counties of present Kibaale district was allocated by the British colonialists to chiefs and notables from Buganda. It is unique because there is no other district in Uganda, where most of the land is statutorily owned by people from outside that district. Second, people from elsewhere migrated massively to Kibaale district to the extent that they constitute about 50 per cent of the total population. No other district in Uganda has so far hosted new settlers constituting such a high percentage of its population.     HIGHLIGHTS OF THE EBOLA VIRUS DISEASE PREPAREDNESS IN UGANDA 22nd February 2019 (12:00 HRS) – UPDATE No 91 a) SITUATION UPDATE FROM DEMOCRATIC REPUBLIC OF CONGO FOR 20TH FEBRUARY 2019 WITH DATA UP TO 19TH FEBRUARY 2019 Cumulative cases: 848 Confirmed cases: 783 Probable: 65 Total deaths: 529 b) EVD SITUATIONAL UPDATE IN UGANDA There is NO confirmed EVD case in Uganda. Active case search continues in all communities, health facilities and on formal and informal border crossing in all districts especially in the high-risk ones. Alert cases continue to be picked, isolated, treated and blood samples picked for testing by the Uganda Virus Research Institute (UVRI). The alerts are highlighted in the specific district reports below under the Surveillance section. c) PREPAREDNESS IN THE FIELD (PROGRESS AND GAPS) COORDINATION Kabarole District DTF was held today and highlighted the need for telephone airtime and fuel for co-ordination of EVD activities. Resident District Commissioner will continue to provide radio talk time for EVD issues. UNICEF will continue to support airtime on FM radio stations. The DTF will designate a vehicle for rapid response, surveillance and an ambulance for picking alert/suspected cases from the community to the Ebola Treatment Unit. Bundibugyo District 1 DHT/WHO will revisit the traditional healer in Burondo village (see update No 90) to sensitize her and the community more on EVD. VACCINATION EVD vaccination progressing well in Kagadi district making it the 13th high risk districts to benefit from the compassionate approach.
