A key element of the success of any development plan for a community in either a rural or urban area is ‘buy in’ from the local community i.e. people living in the community and businesses based within the community.

Another key element is the support to the plan from the outset by Local Development Companies, Local Authorities and relevant local, regional and where applicable national agencies.

To achieve this, the consultants facilitated a parallel consultation process with the community, local businesses, and external relevant agencies. Full details of the consultation process are provided in Section 3.

Desk Research provided the baseline data and information to make assumptions and influenced the strategies developed based on feedback from the consultation process.

2.1 Town Setting

Abbeyfeale is located approximately 65km south west of Limerick city and is 20km west of the town of . Its hinterland is the rural area defined by the Limerick County Development Plan 2010 – 2016 as an area of Strong Agricultural Base. The town is located just inside the Limerick/Kerry county boundary, on the Limerick to Killarney National Primary Road (N21), which is the main tourist and traffic route serving the southwest. The western edge of Abbeyfeale is defined by the River Feale and the town is located at the junction of two converging river basins, the Feale and the Allaghaun.

2.2 Urban Form & Development

The town has developed in a linear fashion along the N21 and the R-524, Regional road which serves to the north. The topography of the area rises steeply to the south of the town forming the western end of the Mullaghareirk Mountains which straddles the county Limerick, Cork and Kerry boundaries.

Apart from the main commercial core, employment is concentrated in a small number of manufacturing outlets, the largest being Kostal, a German owned car components company. This company employs approximately 650 persons at their plant in the Abbeyfeale Business Park and plays a significant role in terms of local economic activity. Other businesses located in the Abbeyfeale Business Park include Component Inter-Technologies Ireland Ltd, Gerard Daniels Worldwide Cloth Wire, and Feale Fit Health and Fitness.

Abbeyfeale does offer the range and number of retailing facilities that is expected for a town of its size. However in recent years a number of premises in the town centre have closed and these vacant buildings impact on the physical appearance of the town.

In order to achieve strategic policy S1 this LAP focuses on:

• Rationalising the residential land use in the town to comply with the population targets as set out in the County Development Plan core strategy. • Ensuring development accommodates envisaged housing need and diversity to sustain vibrant, socially balanced communities.

• Ensuring that land use zones and objectives provide for adequate social and recreational facilities, in tandem with the growth of Abbeyfeale.

• Enhancement and development of the town centre.

The overall aim of this plan is to provide a blueprint through which future projects, facilities and services can be planned for, funded, implemented, managed and sustained within the community.

The overall vision for the people living and working within the community could be described as follows:

A clean, natural, vibrant, safe, attractive Town where people are encouraged to visit, live and create business opportunities.

The overall plan to achieve this vision is broken into specific strategic themes. The objectives and actions under each theme are based on an analysis of the feedback from the public consultation process, an analysis of existing and previous planning guidelines impacting on the area and an analysis of the current funding environment to develop projects.

The plan is also developed around the potential opportunities for Abbeyfeale as a Cultural Tourism destination.

4.4.1 Recommendations

As outlined in the area plan the development of a direct pedestrian link from Main street to the council car park would make it more amenable to visitors to the town and would also help to open up the existing under-utilised back-land areas to the Main street.

The pedestrian access would be limited to day-light hours to protect the security of adjoining business premises and for the safety of pedestrians.

The introduction of CCTV cameras at the car park and on the pedestrian access would also reduce potential crime and vandalism.

Improved car signage for car parks on approach roads and on Main Street is critical.

The proposed developments to the South and North of Main Street as outlined in the diagrams would provide many opportunities for Abbeyfeale. It would provide more car spaces and also go some way to removing some traffic from Main Street if the through road is also developed.

The businesses and property owners should look at all possible options and solutions to develop the areas. A working group/task group should be set up to develop a study on the developments in consultation with Limerick county Council.

4.5 Community Facilities

4.5.1 Pairc Cois Feile

The Riverside Community Park (Pairc Cois Féile) located to the southwest of the town is a great asset for the residents of the town and surrounding areas.

The Park consists of a number of walks, natural habitats, and play areas including all weather pitch, playground and basketball court.

Anneke Vrieling produced an excellent Nature Guide to the Town Park in 2012. The book was funded by West Limerick Resources. The information provided in the guide should be used as part of a programme targeted at schools and groups where they get to attend workshops and site visits to the park.

4.6 Angling

The river Feale is mainly a salmon and sea trout river. The Abbeyfeale Anglers club is a thriving fishing club, with up to 125 active members, both senior and junior.

Club members have had a number of meetings with Minister Fergus O Dowd over the last three years with a view to improving fishing regulations on the river. This has borne some fruit. Both nets and rods have had their catch curtailed in 2013 and there is a
