In today’s environment of mobile, financial and human capital, the focus of economic competition is increasingly on city regions. This trend is particularly significant for an open economy such as Ireland which is competing in a global market for investment and talent. In 2014 Limerick City Council and Limerick County Council amalgamated into one body - Limerick City & County Council. As outlined in the Limerick 2030 Vision: An Economic and Spatial Plan for Limerick report, the objective of this merger was to extend the city boundary to include urbanised parts of the county and was seen as a ‘once in a generation opportunity’ to drive new levels of employment and economic growth. Under the provisions of the legislation the R.P.S. is an integral part of Limerick County Council’s Development Plan A protected structure is deemed, under the provisions of Section 2 of the Planning and Development Acts, 2000 to 2010, to consist of the following: (i) the interior of the structure, (ii) the land lying within the curtilage of the structure, (iii) any other structures lying within that curtilage and their interiors, and (iv) all fixtures and features which form part of the interior or exterior of any structure or structures referred to in subparagraph (i) or (iii)”. Elements comprising the fabric of the structure (which at first glance may not be considered to be of importance or significance), such as lath and plaster finishes, external render, window and door frames and their associated joinery and fixings (such as latches and catches, and so forth), glazing, natural slate roofing and the supporting structures, painted timber, as well as the more obvious elements of the structure such as decorative plasterwork, are deemed to be protected. Protection is also afforded to the plan and layout of the building.
