Among the great principles on which this instrument rests is the division of powers, which consists, substantially, in the fact that power is not concentrated, but that the various functions of the State are exercised by different bodies, which, moreover, control each other. Well, the increasingly aggressive interference of the Executive and, to a lesser extent, the Legislative in material spheres that should be reserved exclusively for the Judiciary, violates this principle and, for this reason, distorts the idea of democracy, an alarming trend that, for some time now, are observed in European Union countries such as Hungary, Poland and Spain. Preventing the alarming degradation of European democracy, of which these three countries are an example, requires not only more than necessary institutional reforms to ensure respect for these principles and prevent the arbitrariness of the public authorities, but also a media network and an education system that explains and promotes these values and principles, that is, one that makes citizens aware of and defend constitutionalism. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries.

Against the odds, pro-independence parties also secured an overall majority of the vote, albeit on a low turnout of just 53%. The outcome of the election is somewhat complicated by the disparate ideologies of the pro-independence parties and the fact that the pro-union Socialists’ Party of Catalonia (PSC) won a plurality of votes, meaning that it will have the first opportunity to form a government. The spread of the COVID-19 coronavirus around the world has brought with it growing uncertainty: the future is dark and unknown, and it is difficult to foresee what social, political and economic changes may occur in the short, medium and long term. What we can already sense is that a ferocious economic crisis is heading our way, with a dramatic slump in the macroeconomic data appearing in recent weeks. The forecasts from international institutions, governments and national banks are extremely severe. If we have learned anything as the globalized neoliberal model has taken root and expanded in the last few decades, it is that macroeconomic data do not automatically lead to social improvements for the majority of the population when they are positive, but, on the contrary, they tend to have an immediate effect on the working classes when they are negative. The impending political battle will thus be fierce in both theory and practice. We are already seeing this at all levels: geopolitically, in Europe, and, with its own atavistic tensions, in the Spanish State. Foreign Policy Official Development Aid to double Spain aims to more than double its spending on official development aid (ODA) to 0.5% of gross national income (GNI) by 2024, according to the government’s foreign policy plan. ODA plummeted from a high of 0.46% of GNI to 0.12% in 2015 and then picked up to 0.21% in 2019 (see Figure 1). Figure 1. The target of 0.4% of GNI for 2020, an abnormal year because of the huge impact of the COVID-19 pandemic, was not reached even though economic output fell 11%. The EU is committed to increasing collective ODA to 0.7% by 2030. With the departure of the UK, one of the largest ODA contributors (0.7% of GNI every year since 2013), from the EU the target will be more difficult to reach. The greater ODA is part of the Socialist-led minority government’s desire to be more active internationally, following a low-profile period.

    LSE European Politics and Policy (EUROPP) Blog: Stability and change: What we learned from the 2021 Catalan elections Page 1 of 2 Stability and change: What we learned from the 2021 Catalan elections On 14 February, Catalonia held regional elections, with pro-independence parties maintaining their majority in the Catalan parliament. Jonathan Parker assesses what the results mean for politics in Catalonia. The 2021 regional elections in Catalonia saw dramatic shifts between some parties, but confirmed the basic division of Catalan politics into two polarised blocs based on the independence question. While the election offers no clear route out of the region’s impasse, the success of moderates in both camps means that the stalled dialogue process between the Spanish and Catalan governments can continue. Since the failure of Catalonia’s bid for independence in 2017, there has been increasing divergence between the two largest pro-independence parties. The left leaning Republican Left of Catalonia (ERC), which was the historic torch bearer for Catalan independence, has sought to pursue a strategy of dialogue with the Spanish government, something assisted by the fact the centre-right People’s Party (PP) has been replaced at the national level by Pedro Sánchez and the social democratic PSOE, who are far more receptive to such negotiations. However, the ERC’s coalition partner (and until this election the larger of the two), Together for Catalonia (Junts), has maintained a hard-line unilateralist stance and continued to call for ‘peaceful confrontation’ with Madrid. The ERC, meanwhile, has provided parliamentary support for the PSOE at the national level, and relations between the ERC and Junts have increasingly soured, to the point that the idea of early elections began to be floated last spring.
