Ecological safety of the territory plays an important role in the socio-economic regional welfare. The goal of the research is to define the condition of ecological safety of the Samara region, a large region of Russia. The objectives of research cover the evaluation of natural (gross and specific) environmental indicators of natural-anthropogenic environment of rural municipal areas for the period 2014-2017. Materials for the calculations were official statistics. Methods of description, comparison, mathematical analysis, logical constructions have been applied. As a result, natural and anthropogenic environmental instability, the ambiguous situation in the subregions and unresolved problems in land use, forest use, air pollution, water use, water supply and wastewater disposal, and waste management were identified. It is proposed to use the results that were obtained in strategic planning and improvement of measures to ensure sustainable development of rural areas. Keywords: environmental safety, conditions, emissions, waste, discharges. 1 Introduction The security of the territory as a whole is based on its interrelated and mutually influencing components of natural and anthropogenic characteristics: economic, social, ecological, medical, food and other types. Ecological safety, as a basic condition for the protection of ecological interests of the population and natural environment, plays an important role in the socio-economic regional welfare.

ENGINEERING FOR RURAL DEVELOPMENT Jelgava, 26.-28.05.2021. INCREASE OF ECONOMIC EFFICIENCY OF AGRICULTURAL LAND MANAGEMENT ON REGIONAL LEVEL Dariya Vasilieva1, Alexandr Vlasov2, Velta Parsova3, Gabibulla Khasaev2 1 Samara State Technical University, Russia; 2S.P.Korolev Samara National Research University, Russia; 3Latvia University of Life Sciences and Technologies, Latvia [email protected], [email protected], [email protected], [email protected] Abstract. Sustainable economic development of the territory depends on involvement of land resources in economic turnover and increase of efficiency of their use. Land management efficiency at the municipal level in the Russian Federation is complicated by constant changes in land legislation, insufficient funding for measures to eliminate deficiencies in land use and improve the condition of land, inconsistency of governing bodies in the land sphere, the lack of development of the land market. Economic instruments are very important measure within land relations between land users and landowners and the state institutions, associated with payment for land use, mainly with land tax and real estate tax. Land payments are local taxes, therefore they are the financial base of regional budgets and play a significant role in the economic development of regions. Analysis of current system of land payments showed that they do not cover the entire land stock, there is a large number of beneficiaries exempted from payments, land payments are used inappropriately, etc. It means that serious changes should be made in the current system of land payments, and the rate of payments should be clarified. The land market development in relation to agricultural land is at a low level, so, when determining the cadastral value of land plots from agricultural land, it is impossible to use the market approach.

Salmin Peter the Great Museum of Anthropology and Ethnography (Kunstkamera), Russian Academy of Sciences, Universitetskaya nab. 3, St. Petersburg, 199034, Russia E-mail: [email protected] Ivan Lepyokhin’s Expedition to the Middle Volga* This study describes Ivan Lepyokhin’s journey to the Middle Volga as part of the 1768–1774 Academic Expedition. All the 18th-century expeditions from the Academy of Sciences were aimed at colonizing new territories, especially the eastern ones, exploring their landscapes, natural resources, and inhabitants. The article focuses on the team working in the Cheremshan basin. The description of fi ndings is arranged in fi ve sections, following Lepyokhin’s classifi cation: landscape, population, clothing, occupations, and rituals. For the fi rst time, a complete, updated, and verifi ed list of settlements visited by the expedition members is provided. The role of the Imperial St. Petersburg Academy of Sciences Director, Count Vladimir Orlov, in the organization of the expedition is described. The author disproves the opinion regarding the authorship of the anonymous article “Brief Report about the Simbirsk Governorship” published in the “Mesyatsoslov” journal in 1786. The authors to whom the article was attributed include Lepyokhin, Maslenitsky, and Ozeretskovsky, but the textological analysis of the article and of a manuscript at the Russian State Archives of Military History suggests that this is a collective digest of manuscripts by Milkovich and Maslenitsky. Such interaction is realized with the help of the plant code, a particular type of which is analyzed in the article. The leading methods of research are structural-typological, statistical and cartographic, which allows considering the problem in a complex manner. The article presents the study based on the plant code (particularly, the wedding broom) features and functioning in the Russian folk wedding of the Ulyanovsk Region of the Volga District compared to that of the Nizhny Novgorod Region. Three main types of plants used in the wedding ceremony were revealed during the research: the coniferous tree, the deciduous tree and the herbaceous plant (burdock) with the absolute prevalence of the birch broom.

V. Samokhvalova, S. N. Zudilin*, and O. A. Lavrennikova Samara State Agrarian University, Kinel, Samara region, 446442, Russia Abstract. In the research, a spatial analysis of the degradation of Samara region agricultural land with the assessment of economic losses due to water erosion is carried out. A map chart of the distribution of districts with different degrees of erosion has also been developed. The values of the degradation factor coefficient and economic losses due to the influence of erosion processes are calculated. The key points of antierosion territory organization and land regulation depending on landscape nature and kind of damage are represented. The plan of action for the antierosion territory organization of a farm in Kinelsky district is proposed and its effectiveness to stop and prevent erosion processes, as well as for rational use of land and increase soil fertility is shown. and southeastern regions of the region are the most eroded, in which washed down soils occupy 60-63 % of 1 Introduction the area. In the western regions, they are much less and Water erosion, as a natural process of moving soil solid contain 27-40 %. matter and ground due to the influence of water flows, We need to strengthen the complex of antierosion occurs almost everywhere. It is typical for most measures, to develop land management projects to agricultural regions of Russia. Its consequences appeared ensure the compliance of economic activity with the in the form of soil degradation depending on the natural properties of the territory, its resistance to topography and afforestation of the land, the soil cover, anthropogenic influences.
