The Application files will be available in the committee room for half an hour before the start of the meeting, to enable Members to inspect the contents) Item No. 2 Disclosures of Personal Interest from Members To receive Disclosures of Personal Interest from Members in accordance with the provisions of the Code of Conduct adopted by the City and County of Swansea. You must disclose orally to the meeting the existence and nature of that interest. NOTE: You are requested to identify the Agenda Item / Minute No. / Planning Application No. and Subject Matter to which that interest relates and to enter all declared interests on the sheet provided for that purpose at the meeting. 1. If you have a Personal Interest as set out in Paragraph 10 of the Code, you MAY STAY, SPEAK AND VOTE unless it is also a Prejudicial Interest. 2. If you have a Personal Interest which is also a Prejudicial Interest as set out in Paragraph 12 of the Code, then subject to point 3 below, you MUST WITHDRAW from the meeting (unless you have obtained a dispensation from the Authority’s Standards Committee) 3. Where you have a Prejudicial Interest you may attend the meeting but only for the purpose of making representations, answering questions or giving evidence relating to the business, provided that the public are also allowed to attend the meeting for the same purpose, whether under a statutory right or otherwise. In such a case, you must withdraw from the meeting immediately after the period for making representations, answering questions, or giving evidence relating to the business has ended, and in any event before further consideration of the business begins, whether or not the public are allowed to remain in attendance for such consideration (Paragraph 14 of the Code). 4. Where you have agreement from the Monitoring Officer that the information relating to your Personal Interest is sensitive information, as set out in Paragraph 16 of the Code of Conduct, your obligation to disclose such information is replaced with an obligation to disclose the existence of a personal interest and to confirm that the Monitoring Officer has agreed that the nature of such personal interest is sensitive information. 5. ITEMS FOR DEFERRAL RESOLVED that the undermentioned applications BE DEFERRED: (Item 3) Application No. 2008/0138 Demolition of club building and construction of 5 detached dwellings (outline at Murton Rovers Football Club, Manselfield Road, Murton, Swansea. DEFERRED to allow re-consultation - revised plans submitted by the applicant’s agent. Whilst they are not considered to address reasons for refusal further consultation is procedurally necessary. (Item 20) Planning Application 2006/1067 Construction of 4 detached dwellings with detached garages and 4 semi-detached dwellings, new access road and associated landscaping (amended site location plan received) at land at South Gower Sports Club, Scurlage, Swansea. DEFERRED by the Head of Planning Services to allow further consideration. 28. ITEMS DEFERRED FOR SITE VISITS RESOLVED that the undermentioned planning applications BE DEFERRED for site visits: (Item 4) Planning Application 2007/1989 Construction of one detached dwelling at Ocean Heights, Horton Swansea. DEFERRED FOR A SITE VISIT to consider location within the curtilage, common land issues and to allow new Members to view the site. (Item 11) Planning Application 2008/0521 First floor rear extension and rear porch at Moormills, Llanrhidian, Swansea. (Item 13) Planning Application 2008/1155 Construction of 3 detached dwellings for holiday letting purposes at Nant-y-Wrach, Llanrhidian, Swansea. DEFERRED FOR A SITE VISIT to consider the tourism benefits of the scheme and to view the site. The report was updated as follows: Council’s Right of Way Officer - it appears that this application may affect a right of way - Footpath No. 2 Llanrhidian Lower. (Item 19) Planning Application 2008/0788 Provision of 3 1.8 metre high screens to form a smoking enclosure at The Gower Inn, Parkmill, Swansea. DEFERRED FOR A SITE VISIT to view the site and consider impact upon residential properties. (Item 21) Planning Application 2007/0450 Removal of Condition 19 attached to planning permission 2005/0599 dated 27thJune 2006 to provide a pedestrian/cycleway link at the southern end of the site onto the A48 at land east of Pontarddulais Road, Penllergaer, Swansea. DEFERRED FOR A SITE VISIT to consider impact upon trees and exit onto the highway. 29. SCHEDULE OF PLANNING APPLICATIONS UNDER THE TOWN AND COUNTRY PLANNING ACT 1990 The Head of Planning Services submitted a schedule of outline applications, reserved matters and planning applications. Amendments to this schedule were reported and are indicated below by (#): Minutes of the Area 2 Development Control Committee 15.07.08 (Cont’d) RESOLVED that: (1) the undermentioned planning applications BE APPROVED subject to the conditions in the report and/or indicated below: # (Item 2) Planning Application 2007/2716 Redevelopment of site to include 4 liked units comprising 2 retail/financial and professional services (Class A1 and Class A2), 1 retail unit (Class A1) and financial and professional service unit (Class A2) at 908 Carmarthen Road, Fforestfach, Swansea. (NOTE: Mr. Jarvis spoke on behalf of the petitioners. Miss Lewis spoke on behalf of the applicant. # (Item 7) Planning Application 2008/0605 Change in use of ground floor from retain (Class A1) to the production and sale of Welsh cakes and tea room (Class A1/A3) at 64 Southgate Road, Southgate, Swansea. Amended Condition 03. 2nd line should read - prior to approved plans. # (Item 8) Planning Application 2007/2150 Demolition of existing dwelling and construction of two detached dwelling houses (outline) at 54 Brynaeron, Dunvant, Swansea. Additional Condition Engineering details of the internal road layout, including the method of construction to safeguard stability, shall be submitted to and approved in writing by the Local Planning Authority as part of any subsequent planning application for the approval of the matters reserved in condition (01).
