Hold valid license on scheduled Equipment in SIbu, Mukah, Sarikei and waste collection for SW 422, Kapit Store, Central Region AND 2. Hold VALID scrap metal license issued from the relevant Ministry, AND 3. Hold PERMIT issued by respective Chief Police Officer to the company to allow the operation of scrap metal business at the designated premise. Instruction to Tenderers: Mandatory Requirement a) Hold valid license on scheduled waste collection for SW 422, AND b) Tenderers shall hold VALID scrap metal license issued from the relevant Ministry, AND c) Tenderers shall hold PERMIT issued by respective Chief Police Officer to the company to allow the operation of scrap metal business at the designated premise. d) Additional Requirement: Bid Bond Tender deposit amounting to ten percent (10%) of the tendered price or a minimum of RM 200.00 whichever is higher. The Tender Deposit could be in the form of bank cheque or bank draft made payable to Syarikat SESCO Berhad. *Interested tenderers are required to produce evidence of fulfilling above-mentioned mandatory requirement. The tender price must include all incidental and contingent expenses. In particular, the Form of Tender must be completed and signed without any alteration. Please download the Form of Tender as attached inside SEPRO and fill in the price submission in the document. Once done, to upload back inside SEPRO. 1.2 Only companies with valid license (transporter and waste receiver) with Department of Environment can participate in this tender. A certified true copy of the license shall be submitted together with the Form of Tender. 1.3 Tender must remain open for acceptance for a period of not less than 90 days from the closing date of the tender. 1.4 The company does not bind itself to accept the highest or any Tender, nor to assign any reason for the rejection of any tender. 1.5 Vendors are advised to arrange with the company representative to inspect the materials before submitting their tender. In submitting their tenders, the Tenderers unconditionally abides by the decision of Syarikat SESCo Berhad as a final and bindings and will not subject to any resource or appeal. 1.10 For any damaged caused to the properties or premise of Syarikat SESCo Berhad, during the course of execution of the contractor, the contractor will be liable to indemnity such damage or damages and without prejudice to any action which may be taken on his behalf, the Company reserve the right to recover the cost of such damage (s) from the Contractor. 2.0 Scope of Works 2.1 Vendor shall quote prices according per unit each and total amount, as identified on “as is, where is” basis from SESCo’s Sibu, Mukah, Sarikei and Kapit Store Complex. The Scope of Works shall include but not limited to the following: 2.1.1 Establishment of list of fixed price schedule for disposal of faulty transformers and equipment which available at the storage area. 2.1.2 The list of scrap materials falls under First Schedule of Environmental Quality (Scheduled Waste) Regulation 2005 to be tendered is divided into two (2) types as follows: 2.1.2.1 Transformer (Distribution) - SW 422 2.1.2.2 Oil RMU - SW 422 2.1.3 The works of disposal of scheduled waste (SW) listed in item 2.1.2 which are available in the storage area shall include but not limited to the following: 2.1.3.1 Collection of Scheduled Waste, SW 422 within 2 weeks from the date of request for collection by SESCO. 2.1.3.2 Provision of all necessary tools, transport equipment, loading and unloading facilities to facilitate the Waste Collection. 2.1.3.3 Provision of necessary qualified manpower and supervisory staff to carry out the work. 2.1.3.4 Demolition and transportation of Scheduled Waste (SW) from storage area to prescribe premises for disposal/treatment/recovery as specified under Environmental Quality (Scheduled Waste) Regulation 2005 owned by tenderer. 2.1.3.5 Direct disposal/treatment/recovery of SW to the prescribed premises for disposal/treatment/recovery owned by tenderer as specified under Environmental Quality (Scheduled Waste) Regulation 2005. 2.1.3.6 Management of all SW (if any) during and after the above -mentioned process as specified under Environmental Quality (Scheduled Waste) Regulation 2005. 2.1.3.7 Provision of the Consignment Note copies to SESCo’s Sibu, Mukah, Sarikei and Kapit Store within 20 days from the date of Scheduled Waste received. E-consignment note shall also be submitted online as implemented by DOE starting July 2012. 2.1.3.8 Provision of necessary information of the Waste handling record when requested by SESCo’s Sibu, Mukah, Sarikei and Kapit Store. 2.2 Scheduled Waste shall be disposed based on “As-Is Where-Is” and no negotiation shall be conducted by the Tenderer upon Tender Award 2.3 All relevant reports as required in the Tender/ Contract shall be submitted to SEB’s Representative on monthly basis. 3.0 Roles and Responsibilities of Tenderer The whole of the Works as specified in this Tender/Contract shall be fulfilled by Tenderer 3.1 The tenderer shall have a prescribed premise for disposal or treatment, or recovery of SW place as stipulated under Environmental Quality (Scheduled Waste) Regulation 2005.

A survey of 200 respondents in the Song district was conducted. To determine the objective eth- nolinguistic vitality, a structural analysis was performed on their sociolinguistic backgrounds. The results show the Iban language dominates in family, friend- ship, transactions, religious, employment, and education domains. The language use patterns show functional differentiation into the Iban language as the “low language” and Malay as the “high language”. The respondents have positive at- titudes towards the Iban language. The dimensions of language attitudes that are strongly positive are use of the Iban language, Iban identity, and intergenera- tional transmission of the Iban language. The marginally positive dimensions are instrumental use of the Iban language, social status of Iban speakers, and prestige value of the Iban language. Inferential statistical tests show that language atti- tudes are influenced by education level. However, language attitudes and useof the Iban language are not significantly correlated. By viewing language use and attitudes from the perspective of ethnolinguistic vitality, this study has revealed that a numerically dominant group assumed to be safe from language shift has only medium vitality, based on both objective and subjective evaluation.

The relation- ships between the Brunei Uprising and the armed struggle in Sarawak are also referred to. Though the Brunei Uprising of 1962 waged by the Partai Rakyat Brunei (People’s Party of Brunei) was soon followed by armed struggle in Sarawak, their relations have so far not been adequately analyzed. The author also examines the decisive roles played by Wen Ming Chyuan, Chairman of the NKCP, and the People’s Republic of China, which supported the NKCP for the entire period following its inauguration. INTRODUCTION PRELIMINARY study of the North Kalimantan Communist Party (NKCP, here- after referred to as “the Party”), an illegal leftist political party based in A Sarawak, was published by this author in 2000 (Hara 2000). However, the study did not rely on the official documents of the Party itself, but instead relied mainly on information provided by third parties such as the Renmin ribao of China and the Zhen xian bao, the newspaper that was the weekly organ of the now defunct Barisan Sosialis of Singapore. Though these were closely connected with the NKCP, many problems still remained unresolved. The trend of logs production in this study referred only to hill and peat swamp forest logs production with their species detailed production. The trend of logs export was divided into selected species and destinations. The study covers the analysis of logs production and export for a period of ten years from 1997 to 2006. Data on logs production and export were collected from statistics published by the Sarawak Timber Industry Development Corporation (Statistic of Sarawak Timber and Timber Product), Sarawak Timber Association (Sarawak Timber Association Review), Hardwood Timber Sdn. Bhd (Warta) and Malaysia Timber Industry Board (MTIB). The trend of logs production and export were analyzed using regression model and times series. In addition, the relation between hill and peat swamp forest logs production with their species and trend of logs export by selected species and destinations were conducted using simple regression model and descriptive statistical analysis. The results depicted that volume of logs production and export by four major logs producer (Sibu division, Bintulu division, Miri division and Kuching division) for hill and peat swamp forest showed a declining trend. Result showed that Sibu division is the major logs producer for hill forest while Bintulu division is the major producer of logs produced for the peat swamp forest.

The success of road construction on soft soils relies on various important factors such as proper planning, analysis, design, construction, control and supervision. For Engineers, the primary boundary conditions are the stability and allowable settlement in terms of serviceability limits both as a function of time. Our current observation reveals that many of the road embankments and culvert foundation failures are associated with geotechnical factors. Majority of these failures are still repeating and quite identical / similar in nature that they are caused by failure to comply with one or a combination of the above factors. This paper presents some of the case histories of the road embankment construction closely related to the geotechnical factors investigated by the Author. Lastly, some simple guidelines on Method of Treatment, Cost and Design Principle to prevent future embankment failures related to geotechnical factors on soft ground are presented. It constitutes nearly 63% of the total peatland of the country. More than 80% of the peats are more than 2.5 m depth.

This is an important question for those living in remote, underdeveloped parts of Southeast Asia during the final phases of de-agrarianisation. My study recounts the experience of rural-based Iban households living in the Baleh river basin of the Kapit District (population of 54,200) within a day or less travel by river to the small market town of Kapit (with a population of 18,000). With no connecting roads to the rest of Sarawak and reliant almost entirely on river transport, the local economy remains underdeveloped and is losing population. My field work among 20 villages in three accessibility zones of the Baleh river basin was undertaken over the three month period of May-July 2014. Structured interviews were conducted with 20 village headmen (tuai rumah), 82 heads of household, and 82 individuals within the households. Data was also systematically collected on 153 other individuals, including both residents and non-resident members of these bilik-families. My conceptual framework draws on von Thünen’s model of agricultural land use in order to generate expectations about the possible effects of market accessibility. While the sale of vegetables and other commodities accords with expected patterns, most rural households are in fact dependent on other, largely non-agricultural sources of income.
